1. Description of Services The Contractor shall provide all personnel, equipment, labor, tools, and supervision necessary to perform all Catholic liturgical music services, Catholic liturgical music director, and Catholic liturgical music program administration for Space Base Delta 3 (SBD 3) Chaplain’s (HC) office. The Chaplain’s Office is located at Los Angeles Air Force Base (LA AFB) at building 272 in El Segundo California. Services shall be performed at the Base Chapel which is located at Fort MacArthur in San Pedro California. However, service location may change depending on the needs of the Government.
1.1. Basic Services
Services shall include the playing of music, singing, song leading, cantoring, musical accompaniment and oversight of all musical aspects of the musical production. To include volunteer coordination, and the development and administration of music programs, and the provisions of music services.
2. Catholic Liturgical Music Services The Contractor shall develop and provide an annual Catholic liturgical music program that encompasses Saturday, Sunday and Holiday Mass to include Holy Days of Obligation, Special Events, and volunteer coordination for musical services. Musical services include music performance and/or accompaniment for Saturday, Sunday, Holidays, Holy Days of Obligation, and Special Events. The Catholic Priest will be the advisor for the music program and all music performances, and is the approval authority for Catholic Liturgical music matters. The program shall be in accordance with the most current Today’s Missal Masses for Sundays and Holy Days with Daily Mass Propers and Today’s Missal Music Issue. These publications are available from Oregon Catholic Press (OCP), 5536 NE Hassalo Portland, OR 97213-3638. Additionally, OCP may be reached by telephone at 1- 800-LITURGY (548-8749 or online at www.ocp.org/worship-resources.com. The Contractor is responsible for ensuring they have the most current version of these publications. The Contractor shall be responsible for submitting any revisions to the finalized program caused by any updates to these publications. (NOTE: Today’s Missal Masses for Saturday with Daily Mass Propers is published four times per year based on the Liturgical calendar).
2.1. Musical Services
Musical services shall be performed every Saturday, Sunday, Holidays, Holy Days of Obligation, and Special Events. Any additional services required can be performed upon mutual agreement between the Contractor, Contracting Officer, and LA AFB Chaplain Staff. Musical services shall include, but not limited to playing of music, singing, song leading, cantoring, and musical accompaniment at 15:30 before Saturday Mass at 16:00, before Sunday Mass at 0900, and 17:30 before Holy Day of Obligation Mass at 18:00.
Musical Services for Holy Days of Obligation, Holidays, and Special Event services will be established once an annual Catholic Liturgical Music program is finalized.

2.1.1. Musical Performance
The contractor shall be responsible for ensuring music services are performed by either the assigned contractor personnel, or volunteers as identified in the approved Catholic Liturgical Music Program.
2.1.2. Saturday, Sunday, Holiday, Holy Days of Obligation, and Special Events The Contractor is required to be at location 30 Minutes prior to the start of Saturday, Sunday, Holidays, Holy Days of Obligation and Special Event services. For example, the Contractor should be prepared to provide music services on Saturday at 15:30, Sunday at 08:30, and Holy Days of Obligation at 17:30. Note: Times for Holidays, Holy Days of Obligation, and Special Event services will be established once the annual Catholic liturgical music program is finalized. However, the times may be subject to change.

2.2. Catholic Liturgical Music Program
The Catholic Liturgical Music Program shall include a music selection, and applicable sheet music from Today’s Missal Masses for Sundays and Holy Days, Today’s Missal Masses for Saturdays, and Today’s Missal Music Issue. Music selection and sheet music will not be provided by the Chaplain staff members. Requests for sheet music and supplies shall be submitted to the Community Administrator (Chaplain Office Representative or Priest) and coordinated 14 days in advance. The contractor will ensure that a copy of all sheet music, accompaniment music, to include standard parts of Saturday, Sunday, Holiday, Holy Days of Obligation and Special Event Services is always maintained at the Chapel and provided to SBD 3 HC staff in case of emergency. The Program shall address at a minimum:
• Music
• Cantoring
• Accompaniment Music
• Song Leading
• Volunteers
• Times and dates of Mass and Services
• Contractor Points of Contact
2.2.1. Music
The Contractor will work with the Chaplain Office Representative and Priest for music selection, interludes (transitions during mass), and times and dates of mass and services for coordination and final approval.
2.2.2. Volunteer Choir Recruitment and Training
The Contractor shall be responsible for the recruitment and training of volunteer instrumentalists and choir members for performance on Saturday, Sunday, Holidays, Holy Days of Obligation and Special Event services. Rehearsal should not interfere with any standard Catholic services on Saturday, Sunday, Holiday, Holy Days of Obligation and Special Events.
2.2.2.1. All volunteers that participate with the Contractor must have existing base and Chapel access.
2.2.2.2. SBD 3 HC will vet all volunteers due to the potential of working with children under the age of 18.
2.2.2.3. If there are no volunteers, the Contractor will perform music services alone.
2.2.3. Submission and Approval
The initial Catholic Liturgical Music Program must be submitted to the Chaplain Office representative and Priest for review and approval within 15 calendar days after contract award. The assigned Priest will have the authority to recommend approval or disapproval.
The LA AFB Chaplain and Priest will jointly approve or disapprove in writing within five(5) calendar days after receipt. Disapproval of the plan shall require the contractor to revise and resubmit within three(3) calendar days upon receipt of written disapproval notice. In the event an approved Catholic Liturgical Music Program is not in-place upon contract award, the contractor will collaborate with the Chaplain Office representative and the Priest to provide an interim weekly program for a 30-day period. Once a final Catholic Liturgical Music Program is approved by the LA AFB Chaplain and Priest it shall be distributed.
3. Chapel Access The Contractor will be supplied with a key to the Chapel. Prior to leaving the Chapel, the Contractor shall be responsible for ensuring the building is secure. The Chapel key is considered Government Property and shall not be duplicated without the express approval by the LA AFB CH staff.
4. Contractor Personnel Qualifications All contractor personnel assigned to provide services must have worked in liturgical music ministry for the last two years, and at the minimum:
• Shall be a Catholic pianist with two(2) consecutive years of Catholic trained experience in Catholic liturgical singing.
• Shall have two(2) consecutive years of experience in liturgical planning and leading music in a Catholic worship service.
• Shall have one(1) to two(2) years of experience in teaching the fundamentals and importance of Catholic liturgical music to volunteers.
• Shall be capable of accompanying a soloist or choir for an entire duration of Mass without being prompted.
• Shall be a certified cantor (If not a certified cantor, should be eligible to acquire certification and complete training before the first day of services).
• Shall be trained and fully understand the importance of Catholic liturgical music as part of the sacred worship experience.
• Shall be trained and fully indoctrinated in the Catholic Liturgical Music.
• Shall be able to lead congregational singing.
• Shall have the ability to sight-read music.
• Shall have the ability to work with Chaplain(s) and layperson(s) from a variety of backgrounds and practices.
• Shall be able to work in pluralistic religious environments and honor the dignity and values of other faiths, traditions, and ideals.
• Shall be capable to work with staff, volunteers, and Catholic community members.
• Shall have the ability to work with children under the age of 18.
• Shall have the ability to work in a flexible environment with contractor and military staff.
4.1. Background Check for Contractor Personnel
The Contractor must submit to a background investigation in compliance with DoDM
1402.05 (Section 3.1a - e, 24 January 2017). The Contractor shall be responsible for gathering background check paperwork for all sub-contractors pertaining to this contract. The Contractor shall submit background investigation paperwork to the Chapel staff for processing within 10 business days after contract award.
5. Period of Performance (PoP) The anticipated PoP and contract line item number (CLIN) structure for the base year and options are as follows:

6. Service Summary (SS)
6.1. General
The Contractor service requirements are summarized into performance objectives that relate directly to mission essential items. Unless indicated elsewhere these performance objectives will be measured monthly. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.
6.2. Performance Evaluation
Performance of a service shall be evaluated to determine whether it meets the performance requirements of this contract. Re-performance of unacceptable services at no additional cost is the preferred course of action when appropriate. In the case of issued Corrective Action Reports (CARs), the Contracting Officer shall take appropriate measures according to the “Inspection of Services” clause.

6.3. Quality Control
The Government will be surveilling the Contractor’s performance and Government personnel will record all surveillance observations. When an observation indicates defective performance, the Chaplain Office Representative will require the contract manager or representative at the site to initial the observation. The initialing of the observation does not necessarily constitute concurrence with the observation, only acknowledgment that he or she has been made aware of the defective performance.
Government surveillance of tasks not listed in the PWS or by methods other than those listed in the PWS may occur during the performance period of this contract.
6.3.1. Discrepancy Notifications
The Chaplain’s office will inform the Contracting Officer when discrepancies occur and will request corrective action. The Contracting Officer will then inform the Contractor’s Program Manager (or authorized representative) when discrepancies occur and will request corrective action.
6.3.2. Quality Control Plan (QCP)
The Operational Contracting Office and Chaplain office may require the contractor to have a QCP that outlines the quality control process covering every aspect of the Contractor’s operation under this contract in the event complaints are received cumulatively for 4 weeks. At the Contracting Officer’s request, the Contractor will submit a QCP within 14 days. The Contracting Officer will approve the QCP in writing within 10 days of receipt. The Contractor shall submit changes to an approved QCP to the Contracting Officer for approval throughout the life of the contract. The Contractor’s QCP shall contain m as a minimum, the following items:
6.3.2.1. A description of the surveillance method to cover all services. Description shall include specifics as to the areas to be surveilled on a scheduled and unscheduled basis, frequency of surveillance, and the title and organizational placement of the surveyor(s).
6.3.2.2. A description of the methods to be used for identifying and preventing unsatisfactory performance in the quality of service performed.
6.3.2.3. A description of how the records will be kept. Records must document all surveillances and corrective or preventive actions taken.
6.3.3. Meetings
6.3.4. Administrative records
All records, documents, and associated papers provided by the Government and generated during the period of this contract become Government property and will remain in place upon contract termination or completion. During the period of the contract, records, documents, and associated papers shall be available for review.
7. Government Furnished Property and Services The Government will provide, without cost to the Contractor, the facilities, and materials (with government approval) to accomplish the performance of this contract. All Government musical instruments, office materials, and services shall be used only for the performance of this contract.
7.1. Facilities
No smoking is allowed in Government facilities.
7.2. Utilities
The Government shall furnish utility services including water, sewer, electric, and heating for Contractor use in performing this contract. The Contractor shall ensure employees conserve utilities.
7.2.1. Refuse Collection
Waste generated by the Contractor in performance of the services specified with this PWS shall be deposited in Government dumpsters. The Contractor shall comply with base recycling regulations.
7.2.2. Insect and Rodent Control
If evidence of insect or rodent infestations is discovered, the Contractor shall immediately notify the Chaplin Office Representative or Civil Engineer service call desk at (310) 653- 1775.
7.2.3. Emergency Medical Service
Emergency medical treatment and emergency patient transportation service is not provided and only available through the local community.
7.2.4. Security Forces
The Government will provide general security service. Security Forces phone extensions are 911 for emergencies, and (301) 653-2121 for routine calls.
7.3. Forms and Publications
The Contractor is responsible for obtaining and maintaining all forms and publications needed to perform the contract.
8. General Information
8.1. Contractor Personnel
8.1.1. Contract Manager
The Contractor shall appoint a Program Manager (PM) to provide daily supervision and quality control, and who shall represent the Contractor and be responsible for the performance of the work throughout the term of the contract. The name of this person, and an alternate(s) who shall act for the Contractor when the manager is absent, shall be designated in writing to Contracting Officer. The PM shall be able to speak, read, write, and understand English. The PM shall be able to effectively communicate with Contractor employees.
8.1.2. Contractor Employees
The Government reserves the right to restrict the employment, under this contract, of any Contractor employee, or prospective Contractor employee who is identified as a potential threat to health, safety, security, general well-being, or the operational mission of the installation and its population. Contractor shall ensure a background check has been performed to ensure that said employee has not been convicted of any sexual crime or any crime against children.
8.1.2.1. Employee Training
The Contractor is responsible for all internal employee training at no additional cost to the Government.
8.1.2.2. Parking
Contractor employees are not guaranteed to be able to park on LA AFB proper.
8.1.2.3. Physical Security
The Contractor shall be responsible for safeguarding all Government property provided for Contractor use. At the close of each work period, Government facilities, equipment, and materials shall be secured.
8.1.2.4. Dress and Appearance
The Contractor shall maintain professional standards of dress, appearance, and grooming. Contractor personnel shall present a clean, neat and professional appearance at all times. Contractor shall dress appropriate for liturgies. For women, this includes covered shoulders, modest necklines that do not expose upper front of the body, and skirts that are no shorter than 2” above the knees. For men, this includes a professional appearance that does not expose the front of the body, and shoulders, and does not expose legs. No shorts, graphic tees, tank tops, or open shoes permitted.
Business attire is required.
8.1.2.5. Employment of Government Employees
The Contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest, or the appearance of a conflict of interest, nor shall the Contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives proper approval. The Contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of station (PCS), change in duty hours, or deployment. Military reservists and National Guard members may be subject to recall to active duty. Their absence at any time shall not constitute an excuse for nonperformance under this contract. The Contractor is prohibited from employing off-duty COR who are managing any contracts or subcontracts awarded to the Contractor.
8.2. Safety
The applicable Occupational Safety and Health Act (OSHA) standards will be mandatory for this contract. The Contractor shall comply with all Federal, State and Local laws concerning safety. Contractor must ensure that personnel are properly trained on the equipment they are tasked to operate.
8.3. Scope Changes
Any matter concerning a change to the scope, prices, terms or conditions of this contract shall be referred to the Contracting Officer.
8.4. Phase Out
If the contracted operation reverts to in-house operations, the Contractor shall cooperate with SBD 3 HC personnel to ensure an orderly change over. In the event a follow-on contract is awarded to other than the incumbent, the incumbent Contractor shall cooperate to the extent required to permit an orderly transition to the successful Contractor. Recruitment notices may be placed in each facility to allow successor Contractor's access to incumbent employees.

Appendix B – Estimated Workload Data
• Twelve hours per month, and two additional hours per holidays and Holy Days, which includes performance, service preparation (rehearsals, coordination), and setup/takedown.
• Coordinate with the Priest(s) within the first 10 calendar days of each month for the order of the Mass and the month’s activities in accordance with the approved Catholic Music Program.
• Prepare music selections utilizing the missal and music issues.
• Responsible for recruitment, training, and direction of the volunteer choir or musicians for performance on the dates listed in this contract.
• Be present at meetings with the Priest(s) and/or LA AFB Chaplain Staff. No more than one (1) meeting per month shall be required. The Catholic Music Services Contractor will be notified in writing, a minimum of 72-hours in advance of any scheduled meeting requiring attendance.
Shall ensure the Chapel building is secure. The contractor will be supplied with a key, considered Government Property, and will not duplicate or lend the key without approval from LA AFB Chaplain Staff.
