1. Description of Service Catholic music services shall include the development and provision of an annual Catholic Liturgical Music program which encompasses Saturday, Sunday, and Holiday Mass to include Holy Days of Obligation, Special Events, and volunteer coordination for musical services. Services include music performance or accompaniment for Saturday, Sunday, Holidays, Holy Days of Obligation, and Special Events.
The Contractor shall provide all personnel, equipment, labor, tools, and supervision necessary to perform all Catholic Liturgical Music Director, music services, and administration as defined, for the Space Base Delta 3 (SBD 3) Chaplain’s (HC) Office.
The Base Chapel is located at Fort MacArthur, and Chaplain Office is located at Los Angeles Air Force Base (LA AFB) building 272 in El Segundo, CA.
2. Basic Services The Contractor shall develop and provide an annual Catholic Liturgical Music program that encompasses Saturday, Sunday, and Holiday Mass to include Holy Days of Obligation, Special Events, and volunteer coordination for musical services. The Catholic Priest(s) will be the advisor for the music program and all music performances. The Catholic Priest(s) is the approval authority for Catholic Liturgical music matters.
The program shall be in accordance with the most current TODAY’S MISSAL Masses for Sundays and Holy Days with Daily Mass Propers and TODAY’S MISSAL Music Issue.
These publications are available from Oregon Catholic Press (OCP), 5536 NE Hassalo Portland, OR 97213-3638. Additionally, OCP may be reached by telephone at 1-800- LITURGY (548-8749 or online at www.ocp.org/worship-resources.com. The Contractor is responsible for ensuring they have the most current version of these publications. The Contractor shall be responsible for submitting any revisions to the finalized program caused by any updates to these publications. (NOTE: TODAY’S MISSAL Masses for Saturday with Daily Mass Propers is published four times per year based on the Liturgical calendar).
2.1. Contractor Personnel Qualifications
• Be able to musically lead the community and choir in Mass.
• Be able to proficiently play a musical instrument and be capable of accompanying a soloist or choir for an entire duration of Mass without being prompted.
• Have minimum one (1) year of experience of basic vocals and Catholic liturgical music.
• Be able to select, arrange, and evaluate liturgical music for consideration.
• Competently perform Catholic music by correctly sight-reading and performing on a weekly basis.
• Be able to work with Chaplain(s) and layperson(s) from a variety of backgrounds and practices.

2.2. Musical Services
Musical services shall be performed every Saturday, Sunday, Holidays, Holy Days of Obligation, and Special Events. Any additional services required can be performed with hours upon mutual agreement between the Contractor and LA AFB Chaplain Office Staff.
Musical services shall include, but not limited to, song leading and cantoring starting at 15:30 before Saturday Mass at 16:00, 08:30 before Sunday Mass at 0900, and 17:30 before Holy Day of Obligation Mass at 18:00.
The musical accompaniment shall be a mix of contractor personnel and volunteers from the congregation (choir) as identified in the approved Catholic Liturgical Music Program.
The Contractor shall be responsible for leading the congregation in the playing and singing of music. Contractor personnel, at the minimum, shall be chairing the seat of one instrument and be proficient in the reading of sheet music. Contractor personnel that chair the seat of one instrument are preferred to be a Pianist’s able to read sheet music and be proficient in the playing of piano. In the event contractor personnel and volunteers are not available, the Contractor shall be responsible for ensuring music services are still performed.
2.3. Saturday, Sunday, Holiday, Holy Days of Obligation, and Special Events The Contractor is required to be at location 30 Minutes prior to the start of Saturday, Sunday, Holiday, Holy Days of Obligation and Special Event services. For example, the Contractor should be prepared to provide music services on Saturday at 15:30, Sunday at 08:30, Holy Days of Obligation at 17:30, and henceforth. Saturday Mass begins at 16:00, Sunday Mass begins at 09:00, and Holy Days of Obligation begin at 18:00 but can be subject to change. Times for Holy Days of Obligation, Holidays, and Special Event services will be established once the annual Catholic Liturgical Music program is finalized.

2.3.2. Estimated Federal Holidays
The Contractor shall provide services on Federal Holidays that fall on days of Mass, Holy Days of Obligation, and Special Events.
2.3.3. Liturgical Calendar Example (subject to change)
• The first two issues during the first week of Advent
• The third issue during the week of Holy Week
• The fourth issue during the first week of Summer Ordinary Time
2.4. Catholic Liturgical Music Program
The Catholic Liturgical Music Program shall include the selection of music and sheet music, and accompaniments will not be provided by the Chaplain staff members.
Requests for sheet music and supplies shall be submitted to the Community Administrator (Chaplain Office Staff or Priest) and coordinated 14 days in advance. Contractor will ensure that a copy of all accompaniment music including standard parts of Saturday, Sunday, Holiday, Holy Days of Obligation and Special Event Services is always maintained at the chapel or provided to Liturgical Ministry staff in case of emergency. The Program shall address at a minimum:
• Music
• Song Leading
• Cantoring
• Accompaniment
• Choir
• Times and dates of Mass and Services
• Contractor Points of Contact
2.4.1. Program Submission and Approval
The Contractor will work with the Catholic Priest(s) for Music Program coordination, submission, and approval.
2.4.2. Coordination between Lay Worship Leaders
The Contractor will coordinate with lay worship leaders to ensure music services are provided at the appropriate times including, but not limited to, performances, meditation music, and interludes. Planning and execution for weekly Mass will require active communication and accountability. The Contractor will be able to utilize the chapel’s public address system, to include moderating its use during Mass.
2.4.3. Volunteer Training, Coordination, and Recruitment
The Contractor is responsible for the training, coordination, and recruitment of the choir for performance on the dates listed in this contract. The Contractor shall have expertise in leading and guiding volunteers to perform Catholic liturgy music. Rehearsal should not interfere with any standard Catholic services on Saturday, Sunday, Holiday, Holy Days of Obligation and Special Events. All volunteers that participate with the Contractor must have existing base and Chapel access.
2.5. Background Check for Contractor and Volunteers
The Contractor must submit to a background investigation in compliance with DoDM
1402.05 (Section 3.1a - e, 24 January 2017). The Contractor shall submit background investigation paperwork to the chapel staff for processing within 10 business days after contract award. The Government reserves the right to restrict the services under this contract, of any Contractor, or prospective Contractor, who is identified as a potential threat to health, safety, security, general well-being, or the operational mission of the installation and its population. The Contractor shall be responsible for gathering background check paperwork for all sub-contractors pertaining to this contract. SBD 3/HC will vet all volunteers due to the potential of working with children under the age of 18.
2.5.1. Chapel Access
The Contractor will be supplied with a key to the chapel. The Contractor shall be responsible be for ensuring the building is secure. The key is considered Government Property and shall not be duplicated or lended without expressed approval by the LA ADB Chaplain Staff.
2.6. Estimated Workload Data
• Fourteen hours per month, and two additional hours per holidays and Holy Days, which includes performance, service preparation (rehearsals, coordination), and setup/takedown.
• Coordinate with the Priest(s) within the first 10 calendar days of each month for the order of the Mass and the month’s activities in accordance with the approved Catholic Music Program.
• Prepare music selections utilizing the missal and music issues.
• Responsible for recruitment, training, and direction of the volunteer choir or musicians for performance on the dates listed in this contract.
• Be present at meetings with the Priest(s) and/or LA AFB Chaplain Staff. No more than one (1) meeting per month shall be required. The Catholic Music Services Contractor will be notified in writing, a minimum of 72-hours in advance of any scheduled meeting requiring attendance.
3. Period of Performance (PoP) The anticipated PoP and contract line item number (CLIN) structure for the base year and options are as follows:

4. Service Summary (SS)
4.1. General
The Contractor service requirements are summarized into performance objectives that relate directly to mission essential items. Unless indicated elsewhere these performance objectives will be measured monthly. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.
4.2. Performance Evaluation
Performance of a service shall be evaluated to determine whether it meets the performance requirements of this contract. Re-performance of unacceptable services at no additional cost is the preferred course of action when appropriate. In the case of issued Corrective Action Reports (CARs), the Contracting Officer shall take appropriate measures according to the “Inspection of Services” clause.

4.3. Quality Control
According to the Inspection of Services clause (52.246-4 Inspection of Services—Fixed- Price), the Government will evaluate the Contractor's performance under this contract. Government personnel will record all surveillance observations. When an observation indicates defective performance, the Chaplain Office Staff or a representative will be at the site for initial observation. The initial observation does not necessarily constitute concurrence with recorded surveillance, only acknowledgment of defective performance notification. Government surveillance of tasks not listed in the PWS or by methods other than those listed in the PWS (such as provided for by the Inspection of Services clause) may occur during the performance period of this contract. Such surveillance will be done according to standard inspection procedures or other contract provisions.
The Chaplain Office will notify the Contracting Officer when discrepancies occur for corrective action.
4.3.1. Quality Control Plan
The Operational Contracting and Chaplain Office may require the Contractor have a planned and systematic Quality Control Plan (QCP) that outlines the quality control process covering every aspect of the Contractor’s operation under this contract in the event complaints are received cumulatively for 4 weeks. Once required, the Contractor will then submit a QCP to the Contracting Officer within 14 days after identified for a QCP to be submitted. The Contracting Officer will approve the QCP in writing. The Contractor shall submit changes to an approved QCP to the Contracting Officer for approval throughout the life of the contract.
5. Government Furnished Property and Services The Government will provide, at location where services will be performed, without cost to the Contractor; Catholic liturgical sheet music, music volumes (if any), pre-drafted music programs (if any), Catholic liturgical literatures (if necessary) needed to perform Catholic Music Director, and liturgical music services. Any specific musical instruments requested by the Contractor will not be furnished by the Government and will be at the expense of the contractor. A listing of possible music instruments available for use will be provided (listed below in Appendix B), and the Government will be responsible for maintaining musical instruments required for services. Any damage to musical instruments, other than regular wear and tear, shall be repaired or replace (if necessary) at the Contractor’s expense. Government-furnished property means property in the possession of, or directly acquired by, the Government and subsequently furnished to the Contractor for performance of a contract.
The Contractor shall manage Government furnished property in accordance with FAR 52.245-2 Alternate I Government Property (Fixed-Price Contracts). At the close of each work period, Government facilities, property, and materials shall be secured. The Contractor shall complete a Government furnished property inventory with a Chaplain Office Staff member within 20 workdays of the contract start date and receipt for said property.
5.1. Facilities
No smoking is allowed in Government facilities. The Contractor shall ensure Government facilities remain in the same condition as received, fair wear and tear and approved modifications excepted. Keep work areas clean. Storage areas shall kept in an orderly and professional manner to facilitate use and minimize loss or damage. The Government will furnish or make available facilities described in Appendix B; however, new facilities are under construction therefore, subject to change.
5.2. Equipment
The Government shall provide the Contractor the supplies or equipment in said PWS.
5.3. Utilities
The Government shall furnish utility services including water, sewer, electric, and heating for Contractor use in performing this contract. The Contractor shall ensure employees conserve utilities.
5.3.1. Refuse Collection
Waste generated by the Contractor in performance of the services specified with this PWS shall be deposited in Government dumpsters. The Contractor shall comply with base recycling regulations.
5.3.2. Insect and Rodent Control
If evidence of insect or rodent infestations is discovered, the Contractor shall immediately notify the Chaplain Office Staff or Civil Engineer service call desk at 310- 363-1775.
5.3.3. Emergency Medical Service
Emergency medical treatment and emergency patient transportation service is not provided and only available through the local community.
5.3.4. Security Forces
The Government will provide general security service. Security Forces phone extensions are 911 for emergencies, and 363-2121 for routine calls.
5.4. Forms and Publications
The Contractor is responsible for obtaining and maintaining all forms and publications needed to perform the contract.
6. General Information
6.1. Contractor Personnel
6.1.1. Contract Manager
The Contractor shall coordinate with SBD 3/HC Chaplain Office Staff who shall be responsible for the performance of the work throughout the term of the contract. The name of this person, and alternate(s), shall be designated in writing to the Contracting Officer and the Contracting Officer Representative (COR).
6.1.2. Contractor Employees
The Government reserves the right to restrict the employment, under this contract, of any Contractor employee, or prospective Contractor employee who is identified as a potential threat to health, safety, security, general wellbeing, or the operational mission of the installation and its population. Contractor shall perform background checks, at Contractor's expense, to ensure that said employee has not been convicted of any sexual crime or any crime against children.
6.1.3. Employee Training
The Contractor is responsible for all internal employee training at no additional cost to the Government.
6.1.4. Physical Security
The Contractor shall be responsible for safeguarding all Government property provided for Contractor use. At the close of each work period, Government facilities, equipment, and materials shall be secured.
6.1.5. Dress and Appearance
The Contractor shall maintain professional standards of dress, appearance, and grooming. Contractor personnel shall present a clean, neat and professional appearance at all times. Contractor shall dress appropriate for liturgies. For women, this includes covered shoulders, modest necklines that do not expose upper front of the body, and skirts that are no shorter than 2” above the knees. For men, this includes a professional appearance that does not expose the front of the body, and shoulders, and does not expose legs. No shorts, graphic tees, tank tops, or open shoes permitted.
Business attire is required.
6.1.6. Employment of Government Employees
The Contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest, or the appearance of a conflict of interest. The Contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian including military dependents. The Contractor is prohibited from employing off-duty members apart of the SBD 3/HC Chaplain Office or Contract managers. The Contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of station (PCS), change in duty hours, or deployment. Military reservists and National Guard members may be subject to recall to active duty. Their absence at any time shall not constitute an excuse for nonperformance under this contract.
6.2. Scope Changes
Any matter concerning a change to the scope, prices, terms, or conditions of this contract shall be referred to the Contracting Officer. The Contracting is the only approval authority to modify this contract.
6.3. Administrative Records
All records, documents, and associated papers provided by the Government and generated during the period of this contract become Government property and will remain in place upon contract termination or completion. During the period of the contract, records, documents, and associated papers shall be available for review. All items must be maintained in accordance with AFI 33-322 and Operational Contracting Division guidelines. Contractors who perform roles associated with records management as defined in AFI 33-322, must fully comply with the duties for their assigned role.
6.4. Safety
The applicable Occupational Safety and Health Act (OSHA) standards will be mandatory for this contract. The Contractor shall comply with all Federal, State and Local laws concerning safety. Contractor shall manage all work areas to ensure the safety of building occupants, base personnel, or visitors in or near the areas.
Contractor must ensure that personnel are properly trained on the equipment they are tasked to operate.
6.5. Phase Out
If the contracted operation reverts to in-house operations, the Contractor shall cooperate with SBD 3/HC personnel to ensure an orderly change over. In the event a follow-on contract is awarded to other than the incumbent, the incumbent Contractor shall cooperate to the extent required to permit an orderly transition to the successful Contractor. Recruitment notices may be placed in each facility to allow successor Contractor's access to incumbent employees.
