About this file

This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for the procurement of Deployed Logix (DLX) ASAP-18 Rapid Shelters. The Air Force requires 12 tan shelters that can be rapidly erected by only two personnel within 60 seconds to support contingency operations at Los Angeles Air Force Base. The ASAP-18 shelters include lighting, wiring, anchors, spare parts, and training, for a total value of $191,664.80. The J&A justifies the sole source procurement of the DLX shelters, citing their unique patented capabilities that meet the government's needs and cannot be satisfied by other similar products on the market. The related contract opportunity, Solicitation Number FA281624P0006, was awarded to an unknown vendor on July 30, 2024.

I. Agency and Contracting Activity.

SSC/AC PKO, Operational Contracting Division, Los Angeles Air Force Base, CA 90245

II. Nature and/or description of the action being approved.

Space Base Delta 3 (SBD 3) has a requirement to host and sustain the Los Angeles Air Force Base (LAAFB) to meet the needs of the Space Systems Command (SSC) mission. To ensure mission continuation post a major disaster at LAAFB, the 61st Civil Engineering & Logistics Squadron (61 CELS) has a requirement to return the base to normal operating conditions through a Contingency Response Plan (CRP). Dependent of the disaster, some harden shelters may not be habitable to support contingent operations and/or long-term sheltering needs of DoD personnel. This is one-time purchase is to procure brand name, Deployed Logix (DLX), ASAP-18 Rapid Shelters to suffice the need of personnel assigned to CRPs and those who may displaced after a major emergency. This purchase includes 12 tan shelter (8 personnel to 1 shelter), lights, wiring harness, anchors, all parts needed to fully erect and sustain, hard cases to protect tents during non-use, and 1 day of training (up to 8 hrs.) provided by DLX. III. Description of supplies/services required to meet agency needs.

This acquisition is supported through unique characteristics to include pre-existing purchases from other branches of service, e.g. Unit States Marine Corps. The use of only one source available in the acquisition is essential to the Government's requirements and reputation. The Deployed Logix (DLX), ASAP-18 Rapid Shelters are designed to allow emergency responders to focus on the mission at hand verses when valuable response was used to set up operations verses operating.
