4.7 If remote access is required, advance coordination must be accomplished and notification to the responsible Program Manager to avoid possible delays.
4.8 All personnel identified to support this requirement must be trained and/or certified on the systems being installed. All network topologies in the Air Force are considered both sensitive and proprietary.
5. System Installation Plan and/or Project Support Agreement
A System Installation Plan (SIP)/Project Support Agreement (PSA) is required for this task order. System must be installed with little or no disruption to existing services. Any disruption of service must be coordinated with the base POC. The Offeror shall contact the responsible 61SFS Program Manager and site personnel prior to the start of any on-site work. The Offeror shall advise the responsible 61SFS Program Manager as to the actual date and times as agreed to by the site POC. The responsible 61SFS Program Manager will be notified within a minimum of fourteen calendar days prior to the Contractor’s on-site arrival or on-site work.
6. Hardware & Software
6.1 Contractor shall provide additional hardware, software features and capability expansion licensing shall be provided inclusive of features not specifically requested but which may be required for the implied use of the system.
6.1 The Contractor working under the oversight of the 61 CS Program Manager shall engineer, furnish, install, and test equipment and make all necessary software, hardware, and configuration modifications to existing equipment and components to support equipment. The Contractor shall configure all new and/or existing equipment as required providing a fully functional network solution. The as-built documentation shall also include bayface layout drawings, power drawings/specifications, floor plans and engineering specifications generated in support of the installation of the system. Documentation shall also include equipment listing with serial/model numbers, and manufacturer specifications.
8. Technical Requirements
The installed E911 system shall interface directly with the existing Nortel CS-2100 telephone system and the Motorola Radio Trunking system currently in use at LA AFB, with the capability to integrate with the future VoIP deployment. In addition the Contractor shall:
8.1 The installed E911 system shall support, at a minimum, the Nortel CS-2100 PBX Line types and system features.
8.2 The installed E911 system shall be compatible with the current LMR system in the base.
8.3 The installed E911 system shall be able to receive the calls sourced from the equipments in the Radio, Cellular, VoIP (future), DSN, DRSN, and PSTN networks in the base.
8.4 The installed E911 system shall also have an external Public Safety Answering Point (PSAP) connectivity to Los Angeles Police Department and local Fire Department/Dispatch at El Segundo/San Pedro, CA.
8.5 The installed E911 system shall be configured to have redundancy with the LAAFB and Ft MacArthur systems in 1+1 failover mode.
8.6 The installed E911 system shall log all information relevant to emergency calls automatically using interfaces, to include but not limited to: dispatcher, caller, time, location, nature of emergency, responders, action taken, status of incident, and assign incident number (automatic primary key using time and date information).
8.7 The installed E911 system shall be integrated with the audio and video emergency systems in the base, with the ability to tie into the Giant Voice System with pre-recorded messages.
8.8 System will include automatic number identifier (ANI) and automatic location identifier (ALI).
8.9 The contractor shall provide hardware and software, exclusive of MSL100 components, required to implement the installed system with consoles as follows:
8.10 Plans and procedures to conduct acceptance testing shall be developed and included within the SIP under paragraph. The Contractor shall verify each site has been properly installed and configured by running a subset of the system test procedures prior to cutover and formal system test and acceptance at the site after cutover.
8.11 The Ft MacArthur is serviced via a Nortel Option 61 Remote Switch. Housing residents are provided service via the Local Exchange Carrier (LEC). It shall be necessary to have the LEC provide an interface to the E-911 system via direct trunks/circuits connected to the base switch. The contractor shall coordinate with the LEC for the appropriate interface i.e. trunks with Automatic Number Identification (ANI). The contractor shall coordinate with the LEC for obtaining electronic modem access to the numbers, names and addresses of commercial telephones and base housing telephone service in order to receive E-911 ANI and Automatic Location Identification (ALI) database. The contractor shall provide the ability from the system to display ANI and ALI information for the MSL100 extensions. Data from the Base TMS system will be used to populate the database. Data from the TMS shall be delivered to the contractor in standard National Emergency Numbering Association (NENA) format.
8.12 The current recording equipment shall be evaluated to determine if it will be compatible with the E-911 system or whether the equipment must be removed and replaced with new recorders.
