Los Angeles Air Force Base

Project ACJP-072089

Solicitation Number: FA2816-09-R-0061

Questions and Answers Regarding Project:

Upgrade Lighting Systems, B-272, LAAFB

September 17, 2009

Third Response

Question:

1. "The first is concerning the ALC panel mentioned in the Scope of Work, 3.2.4. and shown on design document sheet E-9. Is this panel existing? If not, is it to be provided by the electrical or mechanical contractor? If it is to be provided by the electrical contractor, are there any specifications as to make, model or operational information?"

Answer: This panel does not exist. The contractor is to supply the lighting control panels and the ALC devices/panel(s) as necessary. The contractor is also to program the ALC system and establish base network connectivity by working with the base Communication Organization. The Contractor will provide for global control of the lighting system within Building 272 through the base network via WebCTRL programming for desktop modifications by end users.

Question:

2. "The second is concerning the "Design and construct the installation of timer controls for the base water feature's lighting and water pumping system" in the Scope Of Work, 3.2.6.2. and design document F3.0. I can find no information on this item in the documents at all. Is there more information available on this?"

Answer: Timer controls for the water feature are to be Intermatic or approved equal. Two motors are 230 volt/15.2 Amp, 3 phase 5 HP (Scott pumps). Intermatic Model for reference: V45472CR or V45472R. Both timers for this application are to be astronomic and are in NEMA 3R cabinets. One motor is 120 volt single phase (no other motor information is available) Intermatic Model for reference: T101. This one unit is 24 hour timer in NEMA 3R cabinet. All timers are to be installed within the pump vault located to the South/West of the water feature.

Question:

3. One more question though: we couldn't locate on the Specification the following: Division 7 and Division 23 but they are listed on the Table of Content.

Where could we locate them?

Answer: Division 7 addresses Thermal and Moisture Protection. More specifically, Section: 07 84 00- Fire Stopping. This is not a necessary portion of this project. If the contractor needs to penetrate fire rated walls/areas they will be required to identify these instances to the Air Force for direction. Division 23 addresses Heating, Ventilating and Air Conditioning which is not within scope of this project. That is why these two sections are not found within the specification.

Question:

4. I noticed in the drawings, under index of drawings, there are some mechanical drawings listed (DDC Controls), but no where is it mentioned in solicitation. Is mechanical controls included in scope of work?

Answer: Mechanical controls are not within scope of this project.

Question:

5. I'm still confused about question #1. I understand that the electrical contractor is to provide all Lighting Control Panels (LCP's) and all Automated Logic Control Devices. I also understand that the electrical contractor is responsible for programming and establishing base network connectivity and provide for global control through the base network via WebCTRL. This is done through the Lighting Integrator Automation Appliance also provided by the electrical contractor. I don't know if I'm reading too much into this or not, but on the single line diagram (sheet E-9), in the block with LCP1B, it shows a Lighting Integrator Panel (by mechanical contractor) with a 1" conduit run to mechanical room #168, tied into an "ALC" panel. It also shows the cable in the 1" conduit to be done by the mechanical contractor. There is a note to reference detail sheet #MO.2. It is this "ALC" panel I have questions about. There is no sheet #MO.2 in the design documents and that is my quandary. It would seem that this "ALC" panel controls the mechanical equipment. My question is if this "ALC" panel, located in mechanical room #168 is existing or provided by the electrical contractor. If provided by the electrical contractor, is there any spec's on just what this "ALC" panel is?

Answer: The reference to the mechanical contractor is a carry over to a previously designed project where all this work, both lighting and mechanical was going to be accomplished together as one effort (Project ACJP-063061, Energy and Water Enhancements). These are now separate project and you can ignore this comment to be done by the mechanical contractor. This is now the responsibility of the bidders on this project. The bidders on this project are to provide their own ALC panel which will tie into the existing ALC (Model Number: LGR 1000) panel located in the mechanical room of building 272 Question:

6. Also, the drawings don't show any override switching back to the lighting control panels for the building interior lighting (for after hours cleaning crews, functions etc.). Is this because this is a secure building?

Answer: No override switches are provided with this project.

Question:

7. Noticed in the drawings, under index of drawings, there are some mechanical drawings listed (DDC Controls), but no where is it mentioned in solicitation. Is mechanical controls included in scope of work?

Answer: Mechanical controls are not within scope of this project.
