SOLAR SECURITY LIGHTING

ACJP-062051

Third Round of Questions and Answers from Job Walk

On April 21, 2009 at 0900

Third Response Dated May 12, 2009

The "Question and Answers Version 2" document states:

"Foot-candle levels must not be less than 0.20 at maximum spacing between fixtures along fence line after one year of operation".

1. Question: "Between fixtures" implies that the illumination level at each fixture location can be less then 0.20 foot-candles. Is that correct?

Answer: Keep in mind, the each fixture has two lamps each capable of an extended rang of motion based on the swiveling mechanisms. The fixtures are spaced along the fence line and producing converging cones of illumination each supporting the other fixture. Foot candle levels are to not be less than 0.20 at maximum spacing between fixtures or any where along the fence line.

2. Additionally, the following is also from the latest "Question and Answers Version 2" document:

"Question: What kind of light output are you looking for in terms of foot-candles/distribution?

Answer: Foot-candle distribution will vary throughout the range of the light spread. The intent of the lighting system is to spread the light beam along the fence line and not to penetrate the base interior deeper than approximately 10 feet in any significant way.

3. A: Foot-candle levels must not be less than 0.20 at maximum spacing between fixtures along fence line after one year of operation. Light beam shall be focused to aim along fence line."

Question: Does "focused to aim along fence line" mean a laser beam thin line of illumination or something else? No width specification is provided and we believe that to be a serious omission.

Answer: No, it does not mean a laser beam thin line. LED fixtures need to focusable to adjust the beam width a depth along the fence line.

If we can obtain a copy of the specified fixtures photometry, it would answer both of the above questions. To further clarify, what I am calling photometry is the presentation of foot-candle numbers (typically in a grid) that result from virtual illumination models of installed lighting fixtures, which are superimposed on the site plan or a representative scaled plan.

Answer: It is the contractor’s responsibly to provide whatever documentation they deem necessary for Air Force review and approval at the time of bid submission.
