About this file
This document outlines the salient characteristics and requirements for a biometrics collection kit procurement. The vendor must provide a lightweight, modular, Android-based device capable of collecting multimodal biometrics including fingerprint (two-finger sensor), face (smartphone camera), and iris (single iris camera) data. The application software must be compatible with and capable of connecting to National Biometric Repositories including the Office of Biometric Identity Management (OBIM), Next Generation Identification (NGI), and Department of Defense Automated Biometric Identification System (DoD ABIS) to support current users from the Federal Bureau of Investigation (FBI), Department of Homeland Security (DHS), United States Army Special Operations Command (USSOC), United States Marine Corps (USMC), United States Air Force (USAF), United States Navy (USN), Department of State (DOS), and North Atlantic Treaty Organization (NATO). The vendor must maintain full-service warranty aligned with agency standards and provide training for up to 20 personnel in virtual or field settings for 1–3 day courses.
Hardware specifications require a Samsung Galaxy S23 (128 GB minimum), Pelican case with custom foam, two sensor modules with iris capture and fingerprint sensor components, charging equipment (Samsung fast charger USB-C, vehicle inductive charger, international travel charger), phone case, and microfiber cleaning cloth. Software must include the Mobile Biometric Application with initial licensing, featuring Android-based operation, real-time biometric submission and validation against local and national repositories, on-board fingerprint/face/iris matching, Samsung Knox mobile device management, FBI-approved mobile identification capabilities, Electronic Biometric Transmission Specifications (EBTS) compliance, Wi-Fi and cellular submission capabilities, and cross-device synchronization. The vendor must also provide Operations & Maintenance (O&M) support including software updates, patches, and general software support, plus integration services, Large Scale Integration (LSI) capabilities, a Service Desk portal with 24/7 access, and mobile device licensing for issue tracking and risk management.
