To receive this award, your company must be found to have both "adequate financial resources" and "necessary production, construction, and technical equipment and facilities" to perform the contract (and/or the ability to obtain them).
Based on an assessment of this requirement, the Government has assigned this solicitation a general level of risk indicated below, which lists examples of documents/information that you can provide to support a positive determination of responsibility.
[X] Level One: Self-Attestation (e.g. a Statement on your proposal/quote asserting that your company has the financial and technical resources necessary to perform OR a separate letter stating the same)
[ ] Level Two: Financial Details (e.g. balance sheets, income statements, cash flow statements OR other financial documents showing company financial health/capability)
[ ] Level Three: Third Party Verification (e.g. a Form 10-K/10-Q OR other third-party audits/guarantees attesting to your company's financial health/capability)
If any is necessary, a separate statement should be provided with your quote/proposal detailing your access to any technical equipment/facilities needed to perform on the contract.
FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein.
Basis for Contract Award:
The Government intends to award a contract resulting from this solicitation to the responsible vendor whose offer conforming to the solicitation will be most advantageous to the Government, considering the factors listed in this provision.
Evaluation Factors: The following factors shall be used to evaluate quotes:
1. Technical Acceptability
2. Price
To be considered for award, a quote must be rated "Acceptable" for the Technical factor. Award will then be made to the lowest-priced offer among those deemed technically acceptable.
Technical Acceptability: The Government will evaluate the vendor's submitted technical specifications to ensure the proposed product meets all salient characteristics outlined in Attachment 1. This will be rated on an acceptable/unacceptable basis.
Price: The Government will evaluate the total price of all line items to determine price reasonableness.
The evaluation method for this requirement will be Lowest Price Technically Acceptable (LPTA).
The Government intends to make an award without conducting exchanges with vendors. Therefore, vendors should provide their best available pricing to the Government in their initial quote. However, the Government reserves the right to enter into exchanges if deemed in its best interest.
