1. This is Amendment 3 to the combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. Amendment 1 notifies that funding is available for this requirement. Amendment 2 adds the attachment 5 – MFRC Layout and provides instructions in how to request the document. Amendment 3 adds attachment 6 – RFI_Responses.
2. This solicitation is being issued as a(n) Request For Quotation (RFQ).
3. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-
05, Defense Federal Regulation Public Notice 2025-01-17, and Department of the Air Force Federal Acquisition Circular 2024- 10-16.
4. In accordance with FAR 19.502-2 this requirement is a total small business set aside. The North American Industry Size Classification System (NAICS) code associated with this requirement is 314110. The Small Business Administration (SBA) Size Standard is 1,500 employees.
5. In accordance with DAFFARS MP5332.7 - Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
6. This requirement will be competed on SAM.gov.
Description:
The Military and Family Readiness Center (M&FRC) requires the replacement of carpet to upgrade with the new Space Force theme and replace the current aging and peeling carpet. The contractor (Tier 2) must contact the manufacturers (Tier 1) below per the USAF Carpet Program mandatory use and purchase the products as specified below from one of the seven Tier 1 Carpet Manufacturers.
Contractor is responsible for subsequent delivery and installation.

-Remove and replace damaged and outdated carpet in M&FRC Building 101, common area, offices, and storage rooms.
-Provide new carpet to include delivery and install.
-Dispose of all removed carpeting and materials to proper off-base facility -Move existing furniture around as needed to install carpet.
The carpet shall be Dark blue/grey, 24” x 24”

FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein.
Quotes submitted in response to this solicitation shall be submitted via email no later than Tuesday, 23 September 2025 at 1300 Mountain Time (MT). In order to be considered for award, quotes shall be submitted to Ms. Kaitlyn Guldan and SSgt Jake Pineiros at the emails listed above.
1. This is a Firm-Fixed Price (FFP) requirement. A FFP contract provides for a price that is not subject to any adjustment based on the contractor's cost experience in performing the contract. To be eligible for contract award, the vendor shall have an active System for Award Management (SAM) account. Failure to have an active SAM registration may result in the vendor being deemed ineligible for contract award.
2. Vendor shall provide the following at the time of submitting a quote:
a. Commercial and Government Entity (CAGE) number
b. Unique Entity Identifier (UEI)
c. Point of contact information, including name, phone number, email, and company/vendor address
d. Estimated delivery date/lead time
e. Ensure the quote is valid for at least 30 days.
f. Proposed bill of materials
g. CLIN Structure and Pricing filled out in “Requirement” section above.
h. All quotes shall have all necessary fill-ins completed in provisions and clauses included by full text (see attachment
1)
i. Provide an example(s)/sample(s) of the carpet selection that meets the PWS (Attachment 3: M&FRC SOW
Carpet_Rev3).
3. Late quotes shall be processed in accordance with FAR 52.212(f) – Late submissions, modifications, revisions, and withdrawals of offers.
4. In order to receive this award, your company must be found to have both "adequate financial resources" and "necessary production, construction, and technical equipment and facilities" to perform the contract (and/or the ability to obtain them).
Instructions to Offerors
a. Based on an assessment of this requirement, the Government has assigned this solicitation a general level of risk indicated below, which lists examples of documents/information that you can provide to support a positive determination of responsibility.

b. If any is necessary, a separate statement should be provided with your quote/proposal detailing your access to any technical equipment/facilities needed to perform on the contract.
5. There will be a site visit on Tuesday, 16 September 2025 at 9:00 AM MT. Please meet Building 210, located 210 Falcon Parkway, Schriever SFB, CO 80912. Please notify both points of contact listed above by Monday, 15 September 2025 1:00 PM MT if you are attending and/or need assistance to gain site access. Base access passes can be obtained at the Schriever SFB Visitor Center, located at 1560 Enoch Road, Colorado Springs, CO 80930 (719-567-5620). You must bring two forms of identification. If site access is needed, please arrive at least an hour prior to the site visit to process the base access pass(es) as the processing can take a significant amount of time depending on the day.
6. Questions/RFIs shall be submitted by email to the personnel noted above. All questions are due no later than 1200 MT on
Thursday, 18 September 2025.
7. Tier II Contractors (carpet installers or local dealers with installers) to contact the Tier I Contractors for material quotes and orders.
8. Contractor mark-up/profit are not allowable on items purchased via the Tier I contracts.
9. Attachment 5 – MFRC_Layout: This document is marked as Controlled Unclassified Information (CUI). In order to receive this attachment, please contact both points of contact listed within this solicitation requesting the attachment. A DoD Safe will be sent to the requestor with the attachment.
10. Late quotes shall be processed in accordance with FAR 52.212-1(f) – Late submissions, modifications, revisions, and withdrawals of offerors.
FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein.
Basis for Contract Award:
1. The Government intends to award a contract to the lowest priced offer that meets the instructions outlined in 52.212-1, and the minimum requirements outlined in this provision, whose price can be determined "fair and reasonable".
2. The Government will order the Offerors from lowest to highest total price first and then review all quotes for compliance.
The two lowest priced quotes will then be evaluated for Factor 2, Technical Acceptability, on an acceptable/unacceptable basis. If both quotes are deemed technically acceptable, the evaluation will stop, and award will be made to the lower of the two. If one quote is deemed technically acceptable and the other is not, the award will be made to the technically acceptable quote. If both quotes are deemed technically unacceptable, no further consideration will be given to those offerors and the next two lowest priced quotes will then be evaluated; the Government will continue the evaluation process until reaching a technically acceptable quote. Quotes that are technically unacceptable are un-awardable.
3. The Government intends to make an award without conducting exchanges with vendors after the close of the solicitation.
Therefore, vendors should provide their best available pricing to the Government in their initial quote. However, the Government reserves the right to enter into exchanges with all, some, or none of the offers at any time during the evaluation period if deemed in the best interests of the Government to do so.
