Instructions to Offerors

Evaluation Criteria

A. Basis for Contract Award: The Government intends to award a contract resulting from this solicitation to the responsible vendor whose offer conforming to the solicitation will be most advantageous to the Government, considering the factors listed in this provision.

1. The Government intends to award a single firm fixed price purchase order to the responsible vendor whose quotation represents the best value, price and other factors considered, using comparative evaluation in accordance with FAR 13.106-2(b)(3). The Government may compare quotes to one another to determine which provides the best value. The Government may accept other than the lowest priced quote if it provides greater overall value and may make award on initial quotes without discussions.

2. Non price factors, when combined, are approximately equal to price. The Government reserves the right to consider a quotation with a higher price if it provides greater overall value.

3. The Government does not anticipate a separate past performance evaluation factor for this simplified acquisition; however, the Government reserves the right to consider information readily available (e.g., recent similar orders or CPARS) to assess responsibility (FAR 9.104) or performance risk if necessary.

4. The Government intends to make an award without conducting exchanges with vendors after the close of the solicitation.

Therefore, vendors should provide their best available pricing and to the Government in their initial quote. However, the Government reserves the right to enter into exchanges with all, some, or none of the offers at any time during the evaluation period if deemed in the best interests of the Government to do so.

B. Evaluation Factors: The following factors shall be used to evaluate quotes:

1. Technical Acceptability: The Government will review each quote to determine technical acceptability. Technical acceptability will be based on the understanding of the requirement and the offeror's ability to meet or exceed all characteristics/specifications of the

RFQ.

2. Pricing: The Government will only evaluate prices submitted in accordance with Attachment 1 CLIN Pricing Schedule. During the evaluation process, the Contracting Officer will determine a Total Evaluated Price (TEP) for each responsive quote. The TEP is determined by adding the total amount for each CLIN together.

3. Delivery: The Government will review each quote to determine the ability to meet or exceed the required delivery/period of performance.

4. Warranty/Terms: The Government will review each quote to determine the ability to meet or exceed the requested warranty and terms of the RFQ.

5. A written notice of award electronically mailed or otherwise furnished to the successful vendor within the time for acceptance outlined in FAR 52.212-1 shall result in a binding contract without further action by either party. Before the quotes specified expiration time, the Government may accept a quote whether or not there are exchanges after its receipt, unless a written notice of withdrawal is received before award.
