Barrier Maintenance and Inspection Amendment #2 FA2550-13-T-1002
1. Question: The term vegetable oil was used yesterday (5/29/13) to describe the hydraulic oil in the systems. Is biodegradable hydraulic oil acceptable or is there a specific oil you would like used?
Government Response: Mobil EAL 224H is being used in the systems. Mobil EAL 224H will continue to be used in these systems.
2. The oil currently used by some other bases is Conoco Ecoterra 32, which is biodegradable hydraulic oil (vegetable oil). Would this be acceptable as long as it meets manufacturers specifications?
Government Response: Mobil EAL 224H is being used in the systems. Mobil EAL 224H will continue to be used in these systems.
3. The cycle rate of the equipment is a determining factor in the amount of maintenance needed.
Would you say that they are cycled more or less than 100 times a day in the entrapment areas?
Government Response: The North and West entrapment areas are used approximately 100 times a day. The Enoch barrier is normally used 7-10 times a week. The Irwin gate is normally used one time a week by 50 CES for operations checks.
4. Does Schriever AFB have a weekly checklist that they would like maintained? The SOW says to follow manufacturers recommendations, but we have not found any weekly maintenance recommendations. For example know the photo eyes were mentioned to look at every week.
Government Response: The manufacturer does not have a listed weekly inspection. However, the weekly maintenance will consist of weekly operations check.
5. The items noted for repair found during the maintenance inspection are to be repaired as part of the maintenance or are they to be repaired on a repair ticket?
Government Response: The repair items discussed during the site visit will be done as a separate work order/task order.
6. Continuing from question #5, if we have had cylinders and hoses break during maintenance inspections. We have had experience at one base that tried to say, “well it happened during maintenance so it was our responsibility.” We understand the normal things like light bulbs, touching up paint, tightening bolts, etc. are covered during maintenance, but we are talking about big things.
Government Response: It will be the contractor’s responsibility to report any deficiencies found during inspections to alleviate circumstances mentioned above. All major repairs will be done as a separate task order.

7. The SOW equipment list in Appendix A does not accurately reflect the models that are in the ground. Can you double check the models that are listed please? The sliding gates at the entrapment areas were the correct models. The in ground models are the only ones we have a question on.
Government Response: The PWS has been corrected to reflect proper models. Appendix A did not address the equipement mentioned, however, Section I: Scope of Work listed the following:
The Irwin and Enoch Rd. gates are Phalanx model DSC501 230/3/60.
The West entrapment gate (bldg. 778) is 2 pop up Systems # TT2075 208 Volts, 60 Cycle, 3 Hp and 1 Hydraulic power units Proximity Sensor.
The North entrapment (bldg. 200) is a 2 pop up Systems TT-207-2 208 Volts 3Hp 1 Hydraulic Power units proximity sensor.
