About this file

This is a Performance Work Statement (PWS) for maintenance services of oil/water separators, grease traps, septic tanks, and sand interceptors at Buckley Space Force Base in Colorado, effective February 17, 2026.

The contractor must provide all management, tools, supplies, equipment, and labor necessary to maintain these environmental systems in compliance with government and commercial standards. Core service requirements include: cleaning and maintaining oil/water separators, grease traps, septic tanks, and sand interceptors with scheduled preventative maintenance based on Appendix A workload data; performing semi-annual and annual testing to determine material contents and appropriate handling/disposal; providing emergency service response within 24 hours of notification for unscheduled repairs; and ensuring proper disposal of all waste in accordance with federal, state, and local environmental regulations. The contractor must be a permitted waste hauler approved by applicable regulatory authorities and responsible for processing waste at their service location. Drainage lines must remain clear for 50 feet from any tank, trap, or separator. Testing results exceeding 40 CFR 279.11 parameters require government notification prior to maintenance scheduling. Service scheduling requires at least 14 days' notice to the Contracting Officer's Representative (COR), with coordination of dates and times through using agencies. The contractor must furnish five-gallon pails of ENZYME DIGESTANT for each grease trap annually and maintain written confined space entry plans per IAW CFR 1910.146. Appendix A specifies estimated workload data for five oil/water separators (annual service), seven grease traps (semi-annual service ranging from 570 to 2,000-gallon capacity), two septic tanks (annual service), and five sand interceptors (semi-annual service). The performance threshold requires no more than one customer complaint per service month, with periodic COR inspections validating contractor compliance.
