About this file

This is a Questions and Answers document for a federal generator procurement solicitation.

The Government seeks a standby generator with a 660kW expected load capacity, designed for emergency use with possible 24/7 operation. The generator must feature camlock cable connections and telemetry functionality, but explicitly cannot include active or non-active WiFi, Bluetooth, or GPS hardware—such components must be physically removed or require a Prohibited Items Letter with hardware model and serial number for approval before entry into the restricted area. Full operational capability is required within 7 days of award, with facility tie-in occurring on the building exterior via camlock connection. The Government will provide distribution infrastructure, fuel, and additional facility-specific information immediately upon award, which is anticipated 2-3 business days after solicitation closure.

The contractor must provide comprehensive technician support responsible for all preventative maintenance including oil changes and routine servicing, not limited to on-call troubleshooting. The Government will track and report actual generator runtimes to ensure maintenance schedules are met. Formal, documented operator training with operating procedures is preferred over basic familiarization. No specified maintenance intervals or operational expectations are mandated, as the unit serves as emergency backup with variable usage patterns.

Text version

• Will the generator cable connections be installed via camlock connections?

Yes

• For the technician support requirement, will the technician be responsible for ongoing preventative maintenance (including oil changes and routine servicing), or is support limited to on-call troubleshooting and repairs as needed?

We are requesting the contractor be responsible for all maintenance including oil changes and routine services.

• If maintenance is required, are there specified service intervals or operational expectations (e.g., single shift, double shift, or triple shift usage) that define how frequently the generator will be running?

We have no specific interval or operational expectation as the generator will be used as needed in case of emergencies.

We can provide the contractor actual run times if we do run the generator to make sure any maintenance needs are being tracked or report to them prior to a specific runtime being met to make sure the generator doesn’t go overdue on maintenance.

• The Statement of Need requires the generator to include telemetry functionality, while also stating the generator “shall not include WiFi, Bluetooth or GPS capabilities.”

Can the Government clarify whether disabled/non-active GPS, WiFi, or Bluetooth hardware is acceptable provided those functions are not utilized during contract performance, or whether such capabilities must not be physically present on the equipment at all?

Non-active GPS, Wi-Fi, or Bluetooth hardware needs to be removed, or a Prohibited Items Letter will need to be written and approved with the hardware model and serial number on it before generator will be allowed into the restricted area.

• To support the required 7-day delivery and installation timeline, can the Government provide additional information regarding the facility tie-in/access point configuration, or confirm whether that information will be provided immediately upon award?

Facility tie-in will be on the exterior of the building via cam lock connection. Any other information will be provided upon award.

• Can you provide an estimated daily or total runtime expectation? Is there an expected load percentage the generator will typically operate at? Generator is a standby unit that possibly will run 24/7. Expected load is 660kW.

• Will the Government provide fuel, or is the contractor expected to supply fuel and/or refueling services? Government will provide fuel.

• Are there existing connection points available, or will temporary distribution and tie-in infrastructure be required? The government will provide the distribution infrastructure required to tie into the building.

• The solicitation states full operational capability within 7 days of award. Is there an anticipated award date or preferred delivery window? No guaranteed award date, but likely 2-3 business days after solicitation closes.

• Is on-site operator training expected to be formal (documented) or a basic familiarization/demo? Formal is preferred with documented operating procedures.
