RFQ FA254322Q0004 – BSFB Courtroom AV System Update Questions and Answers

1) Does the court expect for the new solution to control the court provided VTC system? If so, please stated the brand and model number of the court provided VTC hardware.

A: The court does expect for the new solution to control the VTC, however there is not a VTC machine currently installed.

2) Are the law library and conference rooms two different remote viewing locations or the same location?

A: They are the same room/location.

3) What is the vision for jurors to be able to clearly see what needs to be seen? Large monitor(s), numerous small monitors, or a combination of both?

A: A combination of both. Small monitors in the jury box and large monitors throughout the courtroom.

4) Does the court have a vision for microphones associated with the jury area to either pickup opening or closing arguments, verdicts, or any other scenario? If so, does the court have a preference for style (boundary vs. gooseneck) or quantity?

A: Yes. We estimate that three microphones in the jury box will be sufficient. The current

– and preferred – style is gooseneck; however the government is open to other options if there is something better for the space.

5) What are the primary differences between the original solicitation (9-21) and the updated one?

A: The new solicitation has a completely new approach providing flexibilities for solutions under a Statement of Objectives. Please do not utilize last year’s documents to respond to this solicitation.

6) 4. Performance Objectives

a. Compatible Video and Teleconferencing Ability (VTC) “(4) FTR recording hardware/software needs to connect directly to the actual VTC/Telephone line so the witness, etc. is being recorded directly from the device as opposed to being recorded from the entire room of microphones”

-Please elaborate on desired functionality and operation.

A: The VTC needs an XLR port for connection to the recording hardware so that audio feeds from the device.

7) “b. Presenters, whether prosecution, trial defense advocates or expert witnesses, should be able to quickly link their own devices (in-person) to the systems and display material on one or more screens throughout the courtroom. Courtroom displays will also display remote video calls.

Counsel and court reporter should retain control of all monitors via portable touchscreen control panels giving them access to block/black out any monitors not being used”

-Is being portable a requirement or can the control panels be hardwired?

A: Control panels can be hardwired.

8) “(2) Witness must have touchscreen capability. Must allow annotation over any presented image using a touch-screen confidence monitor. Annotated images need to be saved to a USB storage device, share drive, and/or sent to a printer so they can be admitted to the record.”

-Please confirm that only the Witness requires touch screen capability.

A: Touchscreen capability is preferred for all devices and control panels. However, the jury does not need this capability.
