1. DESCRIPTION OF SERVICES
1.1. Introduction. This is a non-personal service contract. This Performance Work Statement (PWS) defines the requirement for the contractor to provide Water Treatment for HVAC Services at Buckley Air Force Base (BAFB), Colorado.
1.2. Scope of Work. The contractor shall provide all personnel, labor, equipment, supplies, tools, travel costs, materials, vehicles, supervision, and other items and services necessary to install, warranty, and maintain a system for Water Treatment at BAFB, Colorado.
1.2.1. Specifics for each facility are:
Bldg # 430: Open Loop: Cooling Tower 101. Size is 7’ X 21’ x 5’5” / SUMP GALLONS = 6,039.5 / Operating GPM= 1200. Closed Loop:
2 each Chillers @ 125 tons each with both running at any given time.
Max Operating GPM = 850. Underground storage tank capacity = 25,000 gallons. Current conditions: NALCO tanks and controllers are attached. There is no requirement on this specific brand.
Bldg # 331: Open Loop: Sump Size = 212 gallons, QTY (1) / Max Operating GPM = 400. Closed Loop: Chiller size = 95 tons. 405

1.2.2. Water Testing, Treatment, and Program
1.2.2.1. Provide a system/program to include chemicals, tanks, and equipment for all water treatment affecting the central power plant(s) and distribution system(s) IAW commercial standards and shall provide sampling and analysis/testing services to meet the various requirements. This requirement is to provide Water Treatment chemicals, components, labor, and warranty to locations in buildings 430 & 331 at BAFB.
1.2.2.2. Provide procedures used to conduct tests and appropriate laboratory records files for all tests performed. Test file shall include type of test, results, date, time performed, and name of person performing the test.
1.2.2.3. Develop and implement a comprehensive boiler water and cooling plant(s) water treatment program to ensure maximum life and operation of HVAC equipment. Water shall be properly treated at all times.
1.2.2.4. Contractor imposing new system/program chemicals shall comply with commercial standards and not interfere with the performance of current chemicals within the system.
1.2.2.5. System/Program shall provide alarms and a control scheme for the ability to monitor activity.
1.2.2.6. Fully test the system to verify the alarm is received and logged.
1.2.2.7. Provided drawings and system description.
1.2.3. Regular Periodic Inspection and Maintenance. All installations, inspections, maintenance, and repairs will be conducted in accordance with all recent building codes, local, state, and federal regulations as well as with industry standards. Regular Periodic Inspection and Maintenance shall be performed on a monthly basis. All Regular Periodic Inspection and Maintenance Repairs shall be scheduled with the COR within 3 working days of the monthly Inspection and Maintenance.
1.2.4. Warranty. The contractor shall provide maintenance and standard commercial warranty for all newly-installed components at no cost to the Government, to include parts, materials and labor covering the specific repair and new parts installed as listed on the repair invoice.
1.2.5. Emergency Service. Emergency service calls are repair calls that are unscheduled and placed due to a sudden malfunctioning of the water treatment system. For emergency service calls, the contractor will provide to the Government at least one primary and one alternate emergency contact phone number to initiate response. Once the emergency call has been placed, the contractor will have 4 hours to respond with personnel on BAFB to begin work, regardless of the time of day or day of the week.
1.2.5.1. Contractor Emergency Contacts. The contractor shall submit, to the Government, a minimum of one primary and one alternate emergency phone numbers upon award of contract start date.
1.3. Limits for Repair Work Outside of Preventive Maintenance. The contractor shall be responsible for making repairs on the water treatment system and shall acquire prior approval from the Contracting Officer (CO) prior to commencing repair work. The contractor shall submit an estimated, detailed breakdown of repair costs to the COR and await approval from the CO prior to making the repairs. If the CO approves the repairs, the contractor shall make the repairs to include meeting the other requirements of this contract. All repairs shall be accomplished timely and shall be reimbursed to the contractor.
2. SERVICES SUMMARY

1.2.1. Provide water treatment as
stated. Zero System defects are identified at 100% installation.

COR inspection during Emergency Service to ensure contractor’s timely response and repair.
Monthly Reports 2.2.1. Provide reports for the previous months performed services by the 15th of each month 100% of the time.
COR will verify each month’s report is received as prescribed.
The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.
2.1. Quality Control Plan (QCP). The contractor’s QCP is a defined, documented, and disciplined set of practices that focus on assuring that the service conforms to the criteria included in the PWS. The basic quality management system shall provide for the appropriate controls of service characteristics and attributes from contract start and include inspection and test criteria/methodology/data that is used to verify/validate conformance to acceptance criteria established for the contract. It should describe specific policies, procedures, and practices and identify quality responsibilities for all operational interfaces. The important consideration is the delivery of services that fall within allowable tolerances. Quality planning procedures define how the requirements for quality will be met. All records and documentation shall be made available for the Government to review. The contractor shall submit a QCP as directed in paragraph 4.1 of PWS. At a minimum, the QCP shall include:
a. Procedures to cover all services listed in the PWS
b. Procedures to ensure quality is provided
c. Identify personnel by name, duty title, and job description assigned to BAFB Key
Control procedures
d. Discrepancy procedures/corrective action plan
e. How documentation will be accomplished on maintenance/inspections and discrepancies
f. Safety
g. Management procedures to obtain objectives
h. Chemical usage, Safety Data Sheets (SDS) request for approval Environmental concerns
2.1.1. Monthly Reports. The contractor shall provide a monthly report to the Government outlining the previous services performed, inspections accomplished, discrepancies noted, corrective actions taken, or any other issues that may have arisen during that particular performance period.
2.1.2. Contractor Availability. The Government must have the ability to contact the Contractor’s Operations or Project Manager or designated alternate twenty-four hours a day/seven days a week. During normal business hours, designated personnel shall be available within twenty-four hours of request to meet on the installation with Government personnel designated by the CO to discuss any issue that arises. After normal business hours, designated personnel shall be available within four hours upon request.
2.2. Quality Assurance. The Government shall inspect and evaluate the contractor’s performance to ensure services are received in accordance with requirements set forth in this contract. The COR will inspect by watching actual task performance, physically checking attributes of the completed task, checking management information reports, investigating complaints from users, conferring with facility managers, or otherwise inspecting the task or its results to determine whether or not the performance meets the standards contained in this PWS.
2.3. Government Remedies. The CO shall follow FAR 52.212-4, Contract Terms and Conditions-Commercial Items, for contractor’s failure to perform satisfactory services or failure to correct non-conforming services.
3. GOVERNMENT FURNISHED PROPERTY AND SERVICES
3.1. Property. None
3.2. Services. None
3.2.1. Emergency Medical Services. Ambulance and emergency medical services will be provided on a cost-reimbursable basis. No other property or services will be Government-furnished. For Emergency services at BAFB, dial 911 from a landline phone.
3.3. Insect and Rodent Control. The Government will provide insect and rodent control on Government property. The Contractor shall notify the COR when an insect or rodent problem is detected, so proper action can be taken to correct the problem and avoid any safety issues.
3.4. Security Forces and Fire Protection. The Government will provide security forces and fire protection to the extent necessary to ensure a secure and safe installation. In the case of an emergency situation, the Security Forces telephone number at BAFB is 720-847-9930 and the Fire Department telephone number is 720-847-9924.
*NOTE – In case of all emergencies on BAFB, DIAL 720-847-9117, if using a cellular phone! You may call 911, however, you must state you are on Buckley AFB.
4. GENERAL INFORMATION
4.1. Hours of Operation. Except for emergency services, the contractor shall perform the regular inspection and maintenance services required under this contract between the hours of 7:00 a.m.
and 4:00 p.m., Monday through Friday, except Federal Holidays listed below. Operations outside these hours shall require prior approval from the Government. The Contractor shall notify the Government of any problems with adhering to the designated timeframe. In addition, the Contract Manager must be available between the hours of 7:00 a.m. and 4:00 p.m. to discuss or rectify any issues that may arise during business hours. Federally recognized holidays are listed below:
New Year’s Day – January 1st Martin Luther King Day – 3rd Monday in January President’s Day – 3rd Monday in February Memorial Day - Last Monday in May Independence Day – July 4th Labor Day – 1st Monday in September Columbus Day – 2nd Monday in October Veteran’s Day – November 11th Thanksgiving Day – 4th Thursday in November Christmas Day – December 25th
When the scheduled service falls on a recognized holiday, the service shall be performed by the contractor on the next business day at no additional cost to the Government, along with the service already scheduled for that particular day. If a holiday falls on a Saturday, it may be observed on Friday. If the holiday falls on Sunday, it may be observed on Monday.
4.1.1. Curtailed Hours. Extreme weather conditions (e.g., heavy snow, ice, flooding, etc.) may warrant curtailment of normal business hours for non-essential personnel. The contractor can call the BAFB Snow Line at 720-847-7669 for these reports.
4.2. Security Requirements. The contractor shall comply with all BAFB security requirements.
BAFB is a controlled/restricted area and special security procedures are utilized. The contractor shall be responsible for security of his work areas in cooperation with applicable base agencies.
4.2.1 Security Arrangements. The contractor shall arrange all needed security support for this PWS. The Government will assist the contractor to coordinate security matters with the 460th Civil Engineer Squadron (CES) and other base agencies, as needed.
4.2.2. OPSEC Requirements within Contracts. The contractor shall comply with all provisions of AFI 10-701, dated 8 Jun 11, and applicable AFSPC Supplement. Key excerpts are below.
4.2.2.1. Contractor(s) will practice OPSEC to protect critical information for specific government contracts and subcontracts. Contractor(s) should identify OPSEC measures in their requirements documents and ensure they are identified in resulting solicitations and contracts. Contractor(s) will consider OPSEC for all contractual requirements.
4.2.2.2. Contractor(s) will protect critical, sensitive and for official use only (FOUO) contracted information. The user organization will provide OPSEC guidance for the contractors. The following OPSEC guidance is provided:
a. Organization’s critical information list
b. Adversaries’ collection threat information as it applies to the organization’s mission and the contract, (phishing, dumpster diving, etc.)
4.2.2.2.1 Operations security guidance (AFI 10-701)
4.2.2.2.2 Specific OPSEC measures the organization requires (as appropriate)

4.2.2.3. All required OPSEC training will be provided free to mission partners and contractors from the government OPSEC Coordinators. The 460th CES OPSEC Primary POC may be reached at DSN 847-9261or local (720) 847-9261. The 460th CES OPSEC Alternate POC may be reached at DSN 847-6276 or local (720) 847-6276. Fax DSN 847-9101, or Commercial 720- 847-9101.
4.2.2.4. The contractor (including subcontractors) executing the HVAC Water Treatment, will not have access to any form of critical information or activities in performance of the contract. The contractor (including subcontractors) will be escorted at all times by personnel assigned to 460 CES. The contractor (including subcontractors) will return all building plans, diagrams, blueprints, maps and other infrastructure information provided by 460 CES. 460 CES will account for materials and ensure destruction consistent with OPSEC measures as needed.
4.2.3. BAFB Security. The contractor and all employees shall comply with all BAFB security requirements imposed by the installation commander at all times while on the premises.
4.2.3.1. Heightened Security and FPCONs. During periods of heightened security and Force Protection Conditions (FPCONs), entry onto and around the base will be significantly restricted. The contractor shall make concessions for potential delays caused by security measures and will ensure that timely and successful completion of the construction schedule is still accomplished. The contractor will comply with any implemented security measures when a FPCON is declared on the installation.
4.2.3.2. Base Access. The contractor shall arrange all needed security support for this PWS.
To gain unescorted access on to BAFB, the contractor will obtain a DBIDS card. The DBIDS paperwork must be submitted to the CO for Security Forces approval before the card can be issued to the contractor.
The work performed is in a secure area on the base. To gain access to the secure area, paperwork must be submitted to the CO for Security Forces approval before access to the secure area can be granted to the contractor. Once approval is granted, the contractor will be escorted into, and while in, the area by 460th Civil Engineering Squadron (CES) personnel.
The Government will assist the contractor to coordinate security matters with the 460th CES and other base agencies, as needed.
4.2.3.2.1. License and Registration. All drivers will have in their possession the following documentation: valid driver’s license, vehicle registration, and insurance card. Any driver who does not have all of these items will be turned away and denied access to the installation.
4.2.3.2.2. Work Environment. The work of this contract occurs on military installations.
Delays due to exercises and contingencies are part of the environment, and cannot be considered cause for an adjustment in price.
4.3. Laws and Regulations. The Contractor shall comply with all Federal, state and local regulations that are applicable to the accomplishment of the services required in this PWS.
This is to include, but not be limited to, complying with all applicable Occupational Safety and Health Administration (OSHA) and Environmental Protection Agency (EPA) regulations and standards.
4.3.1. Environmental Compliance Contact. The Contractor shall designate a primary and an alternate Environmental Compliance Contact (ECC) who shall be responsible for environmental management requirements and issues. The designated ECCs contact information shall be provided to the 460 CES Environmental Flight in writing prior to commencing operations to fulfill the requirements in this PWS. The Contractor’s ECC shall participate in inspections conducted by local, state, and Federal (including DoD and Air Force) personnel from 460 CES Environmental Flight for compliance with BAFB’s environmental programs when upon request by the Government. If at any time the designated primary or alternate ECCs change, the contractor shall immediately provide the updated contact information to the 460 CES Environmental Flight.
4.3.2. Environmental Emergency Plans. The Contractor shall develop, publish and implement an acceptable Hazardous Materials Emergency Response Plan. In addition, the Contractor shall be responsible for determining Spill Prevention Control and Countermeasures (SPCC) Plan applicability and developing a site-specific SPCC Plan if required for petroleum, oils and lubricants (POL). Plans, and applicability determinations, are to be submitted within thirty calendar days after the contract start date. At a minimum, the Contractor shall conduct an annual review of the plan and/or update the plan whenever new information/changes dictate such action.
The plan shall include the procedures, instructions, and reports to be used in the event of an environmental emergency regulated by Title 40 Code of Federal Regulations (CFR) Part 68, Title 40 CFR Part 302, Title 40 CFR Part 355, 40 CFR Part 112.1 and local, state, and Federal authorities. The plan shall also contain a list of the required reporting channels and telephone numbers. The Contractor may contact the 460 CES Environmental Flight for existing plans that might be used as a foundation for development of an Environmental Emergency plan.
4.3.3. Hazardous Materials. All hazardous materials brought on the installation by the contractor must be reported in writing to the CO at least three (3) days prior to bringing the materials on base. The written notification will include the name of the material, the quantity being transported, a Safety Data Sheet (SDS), and intended use.
4.3.3.1. Compliance. Contractor shall ensure compliance with all state and federal laws and/or codes pertaining to the handling and release of propane gas.
4.3.3.2. Protection of Real Property. The contractor shall protect all Government property, including grounds, resulting from service operations. The contractor shall immediately report any damage to government property to the PM and CO. The contractor shall repair or replace all damage to real property, including grounds, as approved by the CO or PM at no additional expense to the government. All damage shall be repaired within five (5) workdays by the contractor with materials of like type, quality, and finish by skilled craftsmen of the trades involved.
4.3.4. Hazardous Materials and Waste Program. The contractor shall establish, manage, and operate a Hazardous Materials Program in accordance with the BAFB’s most current Hazardous Materials Management Plan and the BAFB’s Hazardous Waste Management Plan to identify, receive, handle, and store hazardous materials used in the performance of this SOW. Both plans shall be provided to the contractor by 460 CES. Hazardous materials must be approved by the 460 CES Environmental Flight prior to use. The contractor shall take necessary measures to compensate for expiration and deterioration of substances and containers, to include a replacement cycle. The contractor shall minimize hazardous material exposure and working conditions in all work centers and conduct frequent work center inspections for compliance with BAFB’s environmental programs. The contractor must report and resolve any deficiencies discovered during inspections.
4.3.5. Hazardous Materials Plan. The contractor shall prepare and implement an acceptable Hazardous Materials Plan for contractor employees exposed to or potentially exposed to hazardous materials and it must be conducted in compliance with the Federal Hazard Communication Standard 29 CFR 1910.1200 within thirty calendar days after contract start date.
At a minimum, the contractor shall conduct a quarterly review of the plan and/or update the plan whenever new information/changes dictate such action. The contractor may contact the 460 CES Environmental Flight for existing plans that might be used as a foundation for development of a Hazardous Materials plan.
4.3.6. Hazardous Materials and Spill Emergencies. The contractor shall be responsible for ensuring a sufficient quantity and type of materials and equipment tailored to cleanup work of the potential hazard(s) identified in the SPCC Plan is immediately available at the job site. The contractor shall have the names and locations of suppliers of containment materials and locations of additional fuel oil recovery, cleanup, restoration, and material-placement equipment available in case of an unforeseen spill emergency.
4.3.6.1. Pollution Incident/Spill Response Notification. The contractor shall be responsible for reviewing the “Quick Reference Sheet for Spill Reporting”. The information can be obtained from the 460 CES Environmental Flight. The contractor shall comply with all base policies and programs for pollution incident/spill response, including any uncontrolled releases. The contractor shall notify the CO and COR, BAFB Fire Department, and 460 CES Environmental Flight within thirty minutes of a reportable event. In the event of a spill or hazardous substance release, the Contractor shall provide to the COR a detailed, written report describing the event within five calendar days.
4.3.6.2. Cleanup Implementation and Supervision. The contractor’s ECC shall be responsible for implementing and supervising the containment and cleanup. The cleanup debris shall be submitted to the BAFB Site Environmental Coordinator for disposal.
4.4. Environmental Reports. The contractor shall provide environmental data and prepare reports as requested to the Base Civil Engineer (460 CES Commander) or the 460 CES Environmental Flight.
4.4.8. Minimize Adverse Environmental Effects. The contractor shall take into consideration methods and procedures that minimize interference with, disturbance to, or danger to fish, wildlife, and plants and their associated habitats. Particular attention shall be paid to threatened and endangered species and to species of special concern under applicable local, state, and Federal regulations. In the performance of their duties, the contractor must also comply with BAFB’s Environmental Safety and Occupational Health Compliance Assessment and Management Program (ESOHCAMP) requirements, which shall be provided by the 460 CES Environmental Flight.
4.4.9. Air Program. The contractor shall notify the 460 CES Environmental Flight when bringing equipment onto the installation (e.g., generators). The Contractor shall provide the following information:

4.5. Continuation of Essential Department of Defense (DoD) Contractor Services During Crisis. All services to be performed under this contract have been determined to be mission essential for performance during crisis and, according to Department of Defense Instruction (DoDI) 3020.37. Therefore, it is determined that the contractor will be required to perform during crisis, unless otherwise directed by an authorized government representative.
APPENDIX A
STANDARD DEFINITIONS
The Government - The Contracting O f f i c e r ( CO) and d e s i g n a t e d C o n t r a c t i n g O f f i c e r R e p r e s e n t a t i v e s (CORs).
Quality Assurance (QA) - Those actions taken by the Government to evaluate and assess services meet the requirement of the Performance-Based Work Statement (PWS).
Contracting Officer Representatives (COR) - Government personnel responsible for surveillance of Contractor performance.
Quality Control (QC) - Those actions taken by a Contractor to control the performance of services so that they meet the requirements of the contract.
Quality Control Plan (QCP) - A plan developed by the contractor and approved by the government to assure that all performed services meet all quality requirements of the PWS.
APPENDIX B
APPLICABLE PUBLICATIONS AND FORMS
1. Publications and forms applicable to this Performance Work Statement are listed below.
The contractor is obligated to follow those publications and use those forms coded as to the extent (specific procedure - paragraph, section, chapter or volume) specified in the SOW or in accordance with industry standards and local, state or Federal regulations.
2. It is the responsibility of the contractor to obtain and keep publications updated.
Current publications can be found by accessing the Air Force Electronic Publications Library through the Internet: http://www.e- publishing.af.mil/. Other commercial related information stated in the SOW can be obtained by common, commercial internet browsers. Contact the COR if found unavailable.
3. Supplements or amendments to listed publications from any organizational level may be issued during the life of the contract. The contractor shall immediately implement those changes in publications, which result in a decrease or no change in the contract price and notify the CO in writing of such change. Should a decrease in contract price results; the contractor shall provide a proposal for a reduction in the contract price to the
CO.
4. Prior to implementing any such revision, supplement, or amendment that will result in an increase in contract price, the contractor shall submit to the CO a price proposal and obtain the prior approval of the CO. Said price proposal shall be submitted by the next workday from the date the contractor receives notice of the revision, supplement, or amendment giving rise to the increase in cost of performance. The CO and the contractor shall negotiate the change into the contract under the provisions of the contract clause entitled “Changes”.
5. It is the contractor's responsibility to ensure that all mandatory publications are posted and up-to-date. Upon completion of the contract, the contractor shall return to the Government all issued publications.
