1.0 Project Overview
1.1 The contractor shall provide non-personal services to furnish, install, integrate and test (FII&T) an upgrade to the existing Audio and Video (AV) system for the Conference Room 121G, Building 430 Buckley Air Force Base (BAFB). The contractor shall adhere to the drawings provided in Appendix F. The contractor shall perform all work using industry standards, to include: American National Standards Institute (ANSI), Telecommunications Industry Association (TIA), National Electrical Code (NEC), Military Handbooks (MIL- HDBKS), Building Industry Consulting Service International (BICSI), Certified Technology Specialist (CTS) installation standards, and the Unified Facility Guide Specifications (UFGS).
The contractor shall follow Occupational Safety and Health Act (OSHA) Safety Standards throughout entire project implementation. The contractor shall configure the installation so that it passes the TEMPTEST certification requirements identified in DISA VTC STIG (Security Technical Implementation Guide) and AFSSI (Air Force Systems Security Instruction) 7702, Emission Security Countermeasuress Review, Guidance.
1.2 This effort will provide a new Video Teleconference/Presentation system configuration.
The end result shall be to provide an operational Video Teleconference/Presentation system for the unclassified and secret mode. This system shall provide an operational unclassified and secret audio, video and VTC capability that interfaces with the IP-based Defense Information Security Agency (DISA) Global Video System (GVS). In the unclassified mode the system will have the capability to do unclassified teleconferencing.
2.0 Audio Visual Upgrades
2.1 The contractor shall obtain and install equipment listed in the Products List (PL) in Appendix - B. The contractor shall use the Government Furnished Equipment (GFE) equipment in Appendix – C. The contractor shall provide an electronic and a printed copy of a training plan pertaining to all installed equipment prior to the start of the burn-in-phase (see example in Appendix-D). The contractor shall execute training at the conclusion of the formal system acceptance phase.
2.2 Equipment and Future Requirement: The core of this new system is to provide easy control with touch panels that control the new equipment listed in Appendix B/C.
2.2.1 The contractor shall install a fully operational VTC system. The system shall be equipped with all hardware, firmware, software, licensing, applicable Cybersecurity Assessment and Authorization (A&A) documentation, and warranty for full operations.
System shall fully comply with EMSEC, TEMPEST and applicable DISA STIGs. The components shall be configured as shown in Appendix F. The contractor shall integrate with existing GFE property items as shown in Appendix C per guidance stated below (provide rack blanks and shelves as needed). All systems will be installed IAW Info Comm and EIA/TIA best practices. (utilize best practices outlined in InfoComm: “AV Installation Handbook,” InfoComm: “AudioVisual Best Practices” and Brocade: “Best Practices Guide in Cabling Data Center”)

2.2.2 The contractor shall integrate Unclassified Teleconferencing capability using Analog phone from (BiAmp or equal) to the Freeport, this provides the security that is needed when in the classified modes so the telephone is cut off.
2.2.3 The System shall provide an operational secure H.323 fully IP based unclassified and secret VTC.
2.2.4 The contractor shall ensure all wiring will be new and labeled based on industry standards. Both ends of the wirings shall be labeled with computer generated labels. All dress and labeled wiring of all cables and route all equipment power to an Uninterruptible Power Supply (UPS).
2.2.5 The contractor shall procure the Freeport Multi Domain Video Network Switch (MDVNS) with market Central switch rev. B Secure CODEC Configurations (SCC) 5NET MDVNS automated periods processing equipment to allow for secure and STIG-compliant full-automation of the network settings on the, VTC CODEC between Non-Secure Internet Protocol Router Network (NIPRNet) and, the Secure Internet Protocol Router Network (SIPRNet). The MDVNS houses relays, processing and communication equipment (such as SCCs) as well as the proper media converters (from copper to fiber and vice-versa) and Light-Emitting Diode (LED) scrolling text signage all within a complete package. The period processing equipment will work with presentation switcher and control processing system (to include three year warranty support).
2.2.6 The base infrastructure will dictate which media converters must be specified for the Freeport system.
2.2.7 The contractor shall install Cisco touch panel (provided as GFE) at Facilitators desk so customer can use it when needed (see Appendix C).
2.2.8 The contractor shall procure and install an interconnection system providing power, video and control over a single CAT-6 cable between the CODEC and each Camera (kit includes camera mount).
2.2.9 The contractor shall install monitors as indicated in Appendix F. The mounts shall be supplied as part of this AV install. Based on drawings provided, the Precision 60 camera (see Appendix C) shall be mounted between the front monitors. Ensure all cabling that goes with the SX80 kit has proper labeling.
2.2.10 All computers will be GFE: 1 NIPR, 1 SIPR, and 2 additional computers will be integrated with a KVM (Emerson or equal) (see Appendix A/B) switch that is on the (PL).
The computers shall be connected to an 8 port KVM and shall be capable to play audio within the conference room. The computers will be integrated/connected from their current installed locations.

2.2.11 The contractor shall ensure the integrated system will be DISA, JITC, Air Force Network Integration Center (AFNIC) counter measure Air Force Systems Security Instructions (AFSSI-7702), and TEMPEST certified capable to support unclassified and secret Video teleconference systems.
2.2.12 This location has decided NOT to install signage.
2.2.13 The contractor shall procure, install and program the (BiAmp TesiraForte VT or equal) (see Appendix A) to change the logic state of the microphones to show when microphones are open or muted; logic shall be controlled from the (Crestron or equal) control system (see Appendix A). This shall deliver 20Hz to 20kHz amplifier to the speakers that are being installed.
2.2.14 The contractor shall install the microphones on the conference table to support the unclassified telecom and the unclassified and secret VTC’s. The contractor shall work with the government POC for location on the table.
2.2.15 The contractor shall procure and install Control Processor (Sample touch panel layout GUI backgrounds will be provided to the contractor)
2.2.16 The contractor shall procure, install, & program each wired touch panel GUIs accordingly so that the controls fit the functions required to operate all devices and displays. A touch panel shall be installed at the head of the conference room table and the other shall be installed at the facilitator’s desk. This includes but not limited to:
2.2.17 Video Teleconferencing operations (dual screen presentation).
2.2.18 All computers, shall work on front and side display monitors.
2.2.19 Separate far and near end audio level control. The audio shall be located on a separate “Tech Page” on the touch panel, providing better control over incoming and outgoing audio.
2.2.20 Cisco Touch Panel (see Appendix C) shall be installed at the facilitator’s desk to be used for customers.
2.2.21 The contractor shall install the source code included as GFE with the SX80 package for the AV system (see Appendix C). The contractor may be required to modify the source code for proper integration. The Government PM and the AFSPC/CAV engineer will ensure the Touch Panels provides the following functionality:
• Power control to CODEC's
• PIN to access the touch panel
• DoD End User Agreement to access the touch panel
• Unclassified AV Presentation mode (CODEC's remains powered off)

• Unclassified VTC mode shall be connected to the NIPR network that the Government will provide to the contractor for installation
• Secret AV Presentation mode (CODEC's remain powered off)
• Secret VTC mode shall be connected to the SIPR network that the Government will provide to the contractor for installation
• The program audio control shall also be maintained by routing audio from the (Crestron DM or equal) (see Appendix A) switcher, to the (Biamp TesiraForte VT or equal) (see Appendix A), for local presentations Audio only conferencing shall be available in the unclassified and secret AV Presentation Mode.
2.2.22 The (ELO or equal) touchscreen system shall be integrated in to the AV system and mount on the wall as indicated in Appendix F. The mounts shall be supplied as part of this AV install.
2.2.23 The Installation of a new all-digital system to include the (Crestron DM-MD 8x8 Digital Media AV Switcher or equal), and the (Crestron Pro 3 Series Control Processor or equal) (see Appendix A). The GFE computer source information will be routed through MultiMode fiber TX/RX interfaces to ensure signal separation from the computers to the (AV Switcher or equal) (see Appendix A). The system shall be controlled by two 10 inch touch panel.
2.2.24 No signage will be installed.
2.2.25 The new AV equipment shall be installed in to rack unit see Appendix B/C/F.
2.3 Authorized Resellers: The contractor may be an authorized reseller of new equipment for Original Equipment Manufacturer (OEM)’s proposed under this Delivery Order (DO). The contractor may also procure directly from the OEM or utilize other legitimate distribution channels to provide the required products IAW the OEM’s policies on reselling. Any contractor’s channel relationships with their OEM partners (gold, silver, etc.) will be represented in the best pricing offered. If the contractor is not an OEM reseller, the contractor shall clearly identify this on the submitted proposal and list the OEM resell partner’s registered relationship with the OEM. DOs may restrict the use of authorized resellers, specific OEMs, or identify required OEMs. The contractor shall ensure all products are genuine and eligible for any OEM warranties, maintenance agreements and licensing as offered. Genuine products are those products the OEM, by their policy, considers not “secondary”, destroyed, stolen or scrapped.
2.4 Project Status Report: The Contractor shall conduct daily Project Status Report once kick off meeting has been completed. The contractor shall submit a Project Status Report that shall include at a minimum the following:
2.4.1 Overall Project Status: The overall project completion status report will include the overall status of the system.

2.4.2 Complete Milestone Schedule: To include projected completion of tasks by specific dates. Define milestones which are complete, in progress, and the status of future tasks. (see Appendix E)
2.4.3 Risks and Issues: Identify issues/obstacles which may present risks to a successful project completion date. Include deficiencies/discrepancies and corrective actions.
2.4.4 The report shall be in the contractor’s format and will be sent in Microsoft Word to the government PM.
2.4.5 The contractor shall support weekly schedule reviews, as required, to discuss site access or operational system requirements by e-mail, in person, or via phone call. Advance notification for site access will be identified during schedule reviews. Changes must be coordinated as soon as the requirements are identified and are subject to validation of the Government PM.
2.5 Special Asset Tagging: The contractor shall provide special asset tags IAW MIL STD- 130, Department of Defense Instruction (DoDI) 8320.04, Item Unique Identification (IUID) Standards for Tangible Personal Property and DFARS 252.211-7703, Item Identification and Valuation. The current list of accepted unique item identifier types is maintained at http://www.acq.osd.mil/dpap/pdi/uid/uii_types.html. All (DoD) recognized unique identification equivalents are listed at http://www.acq.osd.mil/dpap/pdi/uid/iuid_equivalents.html.
2.5.1 The contractor shall follow adherence to the VTC Design shall be followed to meet the security requirements. The installation must pass the AFSPC/CAV assigned engineer level inspection. Any deviation from the design will require approval of the Project Manager.
2.5.2 If necessary the contractor shall coordinate any questions concerning the VTC Design, the configuration, and the installation with the AFSPC/CAV assigned engineer.
The contractor shall make themselves available to work through any necessary technical discussions to ensure the project requirement satisfies the VTC Design. The Project Manager will facilitate the AFPSC/CAV Engineer discussions on an as-needed basis.
2.5.3 The contractor shall utilize existing cabling and power. Only certified electricians shall be allowed to run and connect new power if required.
2.5.4 Remove and disposition all unused components and associated cabling that previously supported the legacy AV system that are no longer required.
2.5.5 The contractor shall submit an initial Installation Plan to Government for approval within twenty (20) business days after initial kick-off meeting that will support the upgrades and equipment requirements listed in Appendix - A/B/C. This plan shall be approved before the procurement of peripheral equipment listed in Appendix –B. If
8 | P a g e required, the second submission of the Installation Plan is due within 7 business days after the date of the Government’s rejection of the initial submission.
2.5.6 The contractor shall provide rack blanks and lacing bars as needed.
2.5.7 The contractor shall re-dress and label all cables and route all equipment. Only pre-printed wire wrap labels will be accepted. Hand written and flag type labels will not be accepted.
2.5.8 The contractor shall ensure all equipment will have printed labels affixed, in a visible area, with the serial number.
3.0 System Coverage, Testing and Maintenance
3.1 Contractor Procured Equipment: The contractor shall procure a Switcher touch panel system, and Freeport secure switch to provide secure switching between the four networks once installed. (see Appendix A)
3.2 Assessment and Authorization (A&A): The contractor shall implement the Cybersecurity compliance for the system so that the government can approve the A&A package. To support the Risk Management Framework (RMF) process, the contractor shall provide and develop any necessary system documentation, settings, self-assessments and specification required to support the successful accreditation of the Government RMF package.
This shall include information in support of Government input into the Enterprise Mission Assurance Support Service (eMASS).
3.3 Testing and Test Results: The Government will provide the contractor the test plan and initial PMI report. All test results shall be provided to the Government no later than one (1) week after testing completion. All test results shall be within industry and manufacturer standards. During the testing phase, the Government reserves the right to observe any of the contractor-performed inspections and tests. Provide System Acceptance Test to Government after VTC upgrade is complete. The acceptance test shall include at a minimum:
3.3.1 Testing video and audio signal levels for inbound and outbound video conferencing via an IP connection. Test shall include all VTC modes.
3.3.2 Testing all microphones, ceiling or table, and ensure proper gain structure (no feedback, environmental noise and A/V equipment noise) for all microphones and audio sources through processing and amplification. Ensure LED lights (if applicable) work when muted/un-muted.
3.3.3 Analysis (all audio) for correct room dynamics and equalization, sound pressure levels, feedback reduction and echo cancellation based on room size, ceiling height and wall treatments. Achieve a flat frequency response between ~50Hz to ~12kHz and set

Input and Output levels of VTC, and ATC devices at their nominal or unity gain manufacturer settings for correct performance.
3.3.4 Testing correct functioning of all control system touch panel presses, audio mixer, and digital signal processing preset. Based on the Graphic User Interface (GUI) Design, button presses and sliders should achieve their defined function, e.g.: a GUI Button Press to power on a display, choose a source, and route a device to a display are examples of functions.
3.3.5 Testing the VTC video camera and control of camera’s pan, tilt, and zoom control via the touch screen panel.
3.3.6 Testing Video Teleconference capability. Test touch screen panel control for VTC/Teleconference/conference room operations, including muting/un-muting near and far end sites separately. Test shall include ALL VTC modes and pass all Defense Information Systems Agency, Joint Interoperability Test Command (DISA, JITC), and testing requirements in order to be re-registered to the DISA network of certified VTCs.
Classified rooms must be cleared by base EMSEC, & Configurations drawings must be approved by the AFSPC/CAV assigned engineer prior to project sign-off approval.
3.3.7 Test Audio Teleconference capability. Test touch screen panel controls for teleconference operations, including muting/un-muting near and far end sites separately.
3.3.8 Test all computer inputs. Ensure touch screen panel control functions properly to control the computers for all displays simultaneously or individually.
3.3.9 No signage will be installed.
3.3.10 In the event test results are unacceptable, the contractor shall perform necessary repair actions until test results are satisfactory. All tests including those previously performed that related to the failed test and corrective actions, shall be repeated until system test is successfully completed, corrected, and approved by the AFSPC/CAV assigned engineer. The contractor shall ensure that the entire system is completely tested five (5) business days prior to system cutover. The contractor shall have five (5) business days after completion of the System Acceptance Testing to research, develop, document, and resolve all discrepancies. The contractor shall provide in writing an explanation to the Government Program Manager and the AFSPC/CAV assigned engineer on how the discrepancy will be resolved.
3.4 As-Built Documentation Deliverables: At a minimum, the post installation requirements documentation shall include:
3.4.1 The contractor shall provide drawings showing the “as built” configuration to the Government. Drawings shall be in VISIO and Drawing Interchange Format (DXF) format

(compatible with AutoCAD). Provide two (2) printed sets of as-built drawings and one (1) electronic copy no more than thirty (30) business days after project completion.
3.4.2 The contractor shall provide one (1) hard copy and one (1) electronic copy of all test results.
3.4.3 The contractor shall provide one (1) hard copy and (1) electronic copy of the Component Listings. The contractor shall create one workbook that included an excel spreadsheet for room to include; manufacturer, model, description, serial numbers, cost, in-service dates, anticipated end-of-life dates, and physical location for all GFE and new equipment.
3.4.4 The contractor shall provide two (2) full sets (hard copy & soft copy required) equipment maintenance manuals, User Operation documentation manuals, and technical manuals.
3.4.5 The contractor shall provide two (2) final as-built (Crestron or equal) (see Appendix A) un-compiled source code and (BiAmp or equal) (see Appendix A) (audio) source Code on CD. The Code must be able to be updated by anyone with the technical knowledge of Crestron and BiAmp Programming.
3.4.6 As-build documentation will not be accepted until approved by Government PM, and the AFSPC/CAV assigned engineer.
3.5 Operator Training: The contractor shall provide system touch panel training and a briefing on the capabilities of the new AV system. The following are guidelines the contractor shall use for the training:
3.5.1 The contractor shall provide training for two four-hour sessions.
3.5.2 At the time of training the contractor shall provide an operator’s manual to the Government and ensure each person taking the training receives a copy of that manual.
The operator’s manual shall have step by step instructions on how to operate the new AV system.
3.5.3 During the training sessions the contractor shall provide hands on training so the trainee has practical knowledge of the touch screen panel. And an understanding of all the System Core features and functions. Appendix D is a sample of a Training Syllabus Guide.
3.5.4 The contractor shall also provide an electronic copy of operator’s manual.
3.6 System Maintenance Coverage: The contractor shall provide system coverage maintenance for the installed VTC system, for the base year only. Maintenance shall be completed IAW the maintenance operation manuals that were delivered with each purchased piece of equipment installed.

3.7 System Coverage: The contractor shall subsequent to completion of installation and system acceptance approval final sign-off provide system maintenance of the base year. This shall include hardware support from the manufacturer for service calls, and on-site system repairs for all new equipment installed and on the final inventory to support the upgrades and equipment requirements listed in. Ensure Appendix – A/C/ warranties are registered with the Government Point of Contact (POC).
4.0 GENERAL REQUIREMENTS
4.1 Deliveries: The contractor shall coordinate all deliveries with the Government PM at least 10 business days prior to delivery and provide any site visit information required for the delivery. This will ensure visit clearances will be coordinated through the local Security/Visitor Control Office.
4.2 Facilities: No smoking is allowed in Government facilities. The contractor shall return the facilities to the Government in clean condition, fair wear and tear and approved modifications excepted. The contractor shall keep work areas clean.
4.3 Utilities: The Government will furnish utility services including water, sewer, electric, and heating for contractor use in performing this contract.
4.4 Telephone: The contractor shall be allowed the use of the telephone for contacting the Contracting Officer, Civil Engineer, Fire Department, Security Forces, and the AFSPC/CAV assigned engineer.
4.5 Refuse Collection: Waste generated by the contractor in performance of the services specified in this SOW shall be deposited in Government dumpsters. Excluding hazardous materials in which proper disposal instructions shall be complied with. The contractor shall comply with base recycling regulations.
4.6 Escort of Contractor Employees: The Government will provide general security service.
4.7 Contractor Qualifications & Certifications: The contractor’s company shall have a minimum of 5 years’ experience installing Audio Video systems. The contractor shall provide, at a minimum, a programmer with a Secret clearance that is validated through DoD Joint Personnel Adjudication System (JPAS). This must be accomplished prior to any work effort in Building 430 Room 121G via Visit Access Request (VAR) through the JPAS system.
4.8 Physical Security: The contractor shall safeguard all Government property provided for contractor use. At the close of each work period, Government facilities, equipment, and materials shall be secured.

4.9 Employment of Government Employees: The contractor shall not employ any person who is an employee of the Government if the employment of that person would create a conflict of interest, or the appearance of a conflict of interest. Nor shall the contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives proper approval.
4.10 Contractor Manpower Reporting Application (eCMRA): The contractor shall report all contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via the secure data collection site (i.e. Contract Manpower Reporting Application). The contractor shall completely fill in all required data fields using the following web address http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs from 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year or prior to contract completion. Contractors may direct questions to the ECMRA help desk.
4.11 Normal Hours of Operation: The contractor shall perform the services required under this contract, normally during the following hours: 0730– 1630 hours Mountain Time.
4.12 Federal Holidays: The contractor is not required to provide services on the following federal holidays. If the federal holiday falls on a Saturday or Sunday, it may be observed on Friday or Monday, as directed.

4.13 Performance of Services During Crisis Declared by the National Command Authority or Overseas Combatant Commander: According to DoDI 3020.37, Continuation of Essential DoD Contractor Services During Crises, and the Air Force implementation thereof, unless otherwise directed by an authorized government representative, it is determined that service requirements under this SOW are not essential to be performed during a crisis.

Definitions Burn-In: Process by which components of a system are exercised prior to being placed in service (and prior to the system being completely assembled from those components). This testing process will force certain failures to occur under supervised conditions so an understanding of load capacity of the product can be understood.
Turn Key: Meaning the system shall be equipped with all hardware, firmware, software, licensing, accreditation documentation and warranty for full operations.
