SysCom submits the following question for clarification.

Reference: Evaluation Criteria; Factor 2 Technical Capability; Subfactor 2.3: Security Office with Top Secret Accreditation:

"To be acceptable an offeror must clearly show proof of security office with CAGE code and Top Secret Facility clearance accreditation with Sensitive Compartmented Information (SCI) for employees. To be found acceptable an offeror must demonstrate that they currently possess a Top Secret Facility Clearance via DD Form 254 in accordance with PWS paragraph 4.3.3."

For clarification, will a contractor satisfy this requirement and be evaluated as acceptable if the contractor maintains both a Top Secret Facility Clearance, and current employees with Top Secret Sensitive Compartmented Information (SCI) clearances? Our interpretation of the language is contradictory, leaving room to suggest a contractor must maintain a Top Secret SCI Facility Clearance to be evaluated as acceptable.

As long as they have a current in-scope Top Secret Security Clearance, SSBI/DCID6/4 and eligible for SI/TK/G/HCS at award and throughout the life of this contract, then it should be acceptable and that is all we require.

Triune Solutions, LLC submits the following question for clarification.

The schedules in PWS Appendix 6 and the CBA Article 23 have inconsistencies. Please clarify which shall be used.

Article 23 of the attached CBA does not appear to require shift differentials for nights or weekends, only requiring additional compensation for holidays. However, Appendix A of the CBA appears to require such differentials. Please confirm that the differentials for Swing and Midnight shifts contained in Appendix A of the CBA are mandatory.

Please clarify whether a polygraph examination is required as a component of this SCI. If so, please confirm that personnel with TS/SCIs can commence work prior to formal adjudication of their polygraph examination.

Polygraph examination is not required. As long as the contractors have a current in-scope Top Secret Security Clearance, SSBI/DCID6/4 and eligible for SI/TK/G/HCS at award and throughout the life of this contract, then it should be acceptable and that is all we require.

In Appendix 5, the level of effort for this requirement is estimated at 10,686 hours. When this requirement was previously competed as FA2543-16-R-0003 the LOE was similarly estimated at 10,686. As such, please confirm that there has been no increase to the LOE between these proposals.
