460 LRS Weapons Vault Solicitation Verbiage
1. The 460 Logistics Readiness Squadron is looking for a commodity purchase of one (1), six (6) sided modular weapons vault to be installed in Bldg. 909 on Buckley Air Force base, Colorado.
2. The government intends to award a firm fixed price contract to the responsible contractor who provides a reasonably priced, technically acceptable proposal. The offeror has to meet the requirements found in the Statement of Work, dated 26 June 2018.
3. The Contractor shall submit their proposals IAW the attached SF1449, FA254318QA014
4. Only a technically acceptable offer will be considered. The Government intends to evaluate your offer and make award without discussions, however, this does not preclude the Government from having discussions if it is in the best interest of the Government. The Government will not reimburse your company for cost to provide a response to the subsequent solicitation notice.
5. There will be a pre-proposal site visit on Monday, 27 August 18 at 1300 (MST/MDT) in Bldg..
940, we will walk over to Bldg. 909 to view the weapons vault location. Bldg. 909 is under construction so hard hat and safety vest is required. This site visit requires base installation access. To be allowed on Buckley Air Force Base, please submit full name, driver license number and social security number of all parties interesting in attending the site visit. You can submit the above information to Rachael E Thomas at rachael.thomas.3@us.af.mil by 22 August at Noon
(MST/MDT).
6. Submit your signed and dated offer at or before the exact specified time in the FA254318QA014 solicitation. Request for Information must be emailed to rachael.thomas.3@us.af.mil and damaris.raffaeli@us.af.mil NLT Noon (MST/MDT) on 10 Jul 2018. Proposals are due NLT 12:30 PM (MST) on 7 September 2018. The Government will award a contract resulting from this solicitation to your company only if your proposal conforming to the solicitation will be advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate your offer:
BASIS OF AWARD: Lowest Priced, Technically Acceptable (LPTA) Award will be made to your company if found technically acceptable and provides a reasonably priced quote.
In order to be deemed technically acceptable, the product proposed must meet the required salient characteristics listed in the SOW, dated 25 Jun 2018.
IAW FAR 13.106-1—Soliciting Competition:
(a) Considerations. In soliciting competition, the contracting officer shall consider the guidance in 13.104 and the following before requesting quotations or offers:
(1)
(i) The nature of the article or service to be purchased and whether it is highly competitive and readily available in several makes or brands, or is relatively noncompetitive.

(iii) The urgency of the proposed purchase.
(iv) The dollar value of the proposed purchase.
(v) Past experience concerning specific dealers’ prices.
(2) When soliciting quotations or offers, the contracting officer shall notify potential quoters or offerors of the basis on which award will be made (price alone or price and other factors, e.g., past performance and quality). Contracting officers are encouraged to use best value. Solicitations are not required to state the relative importance assigned to each evaluation factor and subfactor, nor are they required to include subfactors.
The evaluation process will proceed as follows:
a) Technical Acceptability: the lowest offeror will then be ranked according to Technically Acceptable/Unacceptable based on the following technical qualifications:
i. Service(s) with description, specifications, and/or standards
ii. Technical Approach
iii. If the first lowest proposal is determined to be technically acceptable that offer represents the Best Value for the Government and the evaluation process stops at this point. Award will be made to that offeror without further consideration of any other offers. If the first lowest proposal is not deemed technically acceptable, the next lowest offer will be evaluated until an offer is deemed technically acceptable. The Government reserves the right to seek information on higher priced offerors if none of the lower priced offerors receive a Technically Acceptable rating.
