STATEMENT OF WORK
WEAPONS VAULT
ON
BUCKLEY AIR FORCE BASE (BAFB)
26 June 2018
1. Description of Services.
The 460th Logistics Readiness Squadron (LRS) has a requirement to purchase of one modular Weapons Vault. This Statement of Work (SOW) defines the actions for the Contractor to provide the commodity. 460th LRS is moving out of BLDG 940 and will relocate to BLDG 909 on Buckley Air Force Base (AFB), Colorado due to current placement in the clear zone of the flight line. The current weapons vault being utilized is unable to be moved from BLDG 940 due to size and permanent nature of the construction. 460th LRS is in need of a new modular weapons vault in BLDG 909 in order to securely store mobility weapons for Buckley AFB.
2. Scope of Work.
The Contractor shall provide all supervision, labor, materials and equipment to purchase and install one (1) Weapons Vault to support this requirement. The Government will be responsible for running all electric runs within 10’ of proposed Armory. Contractor will provide final electrical hookup connections from the vault system to the existing electrical connections within the room of installation location and all items listed in the general requirements.
3. General Requirements
· 5” thick, five-sided light-weight steel modular vault system four walls and a ceiling, as well as a ¼ inch steel plate floor all meeting GSA Specification AA-V-2737 and AR 190-11 UL Class-M
· (1) One GSA Class-5 40” wide x 78” high single leaf armory vault door.
· Group 1 key change combination lock (S&G 2937) with an emergency escape mechanism.
· Power source 110 VAC
· Remove current Vindicator Alarm System from existing weapons vault in Building 940
· Door will be placed on south side of weapons vault and open to right
· Install Vindicator Alarm System into the new weapons vault
· Weapons racks with the capacity to store 240 M-4s and 60 M-9s
· Ventilation to the exterior is required inside the vault (not necessary to connect with existing building HVAC, but must be a secure point within the vault.
· Heavy duty screen door with a weapons port for issuing weapons with key locking mechanism opening to the right also
· Basic electrical finishes included are surfaced mounted ceiling lights, motion activated switch and surface mounted conduit.
· Wire mesh Daygate – full height with electric strike lock.
· Design will include (10) ten 1” conduit penetrations for alarm, electric, data access.
3.1 Overall Equipment Specifications
· 1 Light-weight metal weapons vault, not to exceed 15'10’ wide x 10'10’ deep x 10' high (outside dimensions) Weapons Vault (built IAW AFI 31-101 (8.4.2.15.2) and MIL-HDBK – 1013/1A 5.4.2.3 and or Table 14) and GSA AA-V-2737.
· 2 Stop-Support Rail Heavy Duty, slotted weapons racks to hold 240 M-4s and 60 M-9s.
3.2. On-site Installation/Programming.
Installation/programming must take place during normal duty hours (0730-1630 MST/MDT) Monday-Friday (excluding holidays). Contractor shall begin service shortly after award of the contract and complete no later than ninety (90) days after being awarded the contract.
3.3. Warranty and Service Agreements.
The Contractor must be able to provide documentation for the manufacturer’s warranty. The installing/programming Contractor must be factory certified so as no existing warranties, for the system, will be voided.

4.0. Government-Furnished Equipment, Property, and Services (GFE/GFP/GFS)
4.1. GFE/GFP/GFS. The contractor shall furnish everything required to perform the services in this SOW.
4.2. Facilities. The Government will provide free use of heat, electricity, water, and sewer. There shall be no smoking except in authorized smoking areas. If a hazard is identified contractor personnel shall notify the Government. No major or minor alterations or modifications shall be made to the facilities without prior written approval of the Government contracting officer.
5. General Information.

5.2. Pass and Identification.
At least five days prior to arrival, the contracting office shall receive Visit Authorization Letter (VAL) listing the full name, state issued I.D. number or driver’s license number and the state of issue, social security number, date of birth, and company name of all individuals who will be visiting the installation. The VAL must provide the purpose of the visit, the date of the visit, and a Point of Contact (POC).
5.3. Base Access.
The Contractor shall obtain appropriate Base access for all employees and vehicle passes for all contractor and personal vehicles requiring entry onto Buckley AFB. Current vehicle registration, current proof of insurance and a valid driver’s license must be presented for all vehicles to be registered. Base access requests must be submitted to 460 CONF/PKB at least five days in advance. ALL non-vehicle operators must have in their possession a valid form of State or Government picture ID.
5.3.1 Additional Base Access Info
Contractor shall enter Buckley AFB to provide service to the 460 LRS and immediately depart from Buckley AFB. Unless the contractor is under contract providing service to another facility, or the contractor has business to conduct at the Contracting office, the contractor shall depart from Buckley AFB immediately upon the completion of all official business.
5.4. Contractor Registration.
Contractor shall be required to invoice through the Wide Area Work Flow (WAWF) System at https://wawf.eb.mil. More information regarding WAWF will be provided upon contract award. The contractor must have current registration though System for Award Management (SAM), www.sam.gov.
5.5. Site Clean Up.
The Contractor shall comply with FAR Clause 52.237-2 – Protection of Government Buildings, Equipment, and Vegetation. The Contractor will be responsible for immediately cleaning up any spills, debris, etc., and replace or repair any damages to buildings, equipment, and vegetation which may occur during their work. The Contractor will be responsible for keeping work areas in accordance with Base Safety standards.
