About this file

This document is a Questions and Answers (Q&A) file for an Army AISR Satellite Communications Services pre-solicitation (Solicitation Number: FA2541-25-012) involving satellite communications for United States Army Global 6500 aircraft. The Q&A provides critical technical details about satellite communication requirements, including connectivity specifications for different operating areas: CONUS, Alaska, EUCOM, and non-operating areas. Specific bandwidth requirements vary by region, with CONUS and EUCOM areas requiring Committed Information Rate (CIR) of 15 x 15 Mbps and Maximum Information Rate (MIR) of 20 x 20 Mbps, while Alaska has lower requirements of CIR 5 x 10 Mbps and MIR 10 x 15 Mbps.

The document includes technical inquiries about specific hardware components like the Thinkom GT2517 antenna and Hughes HM400 modem, with the government providing partial technical guidance and data references. Key details include a response deadline of 01 August 2025, with the government willing to extend this by one month if additional technical data analysis is required. The solicitation is managed by the Department of the Air Force and aims to provide global satellite connectivity to support Army aircraft missions, with specific requirements for over-land and limited over-water regions including the Black Sea, Baltic Sea, and Gulf of Finland.

Question #QuestionAnswer
1Could the Government confirm the forward throughput of 20 Mbps? Is 20 Mbps the best MIR, CIR or best effort?CIR: 15 x 15Mbps; MIR: 20 x 20Mbps
2"Will your company require significant subcontracting or teaming arrangements (50% of the requirement or
greater) to successfully meet any/all of the performance objectives outlined in the draft Technical PWS?" Is there a draft PWS?There is no draft PWS at this time. A draft PWS will be drafted after review of RFI responses.
3To answer RFI questions 1a, 1c, 1d, 1h, 1j, 1k, 1l, a link budget analysis must be performed using technical performance data from the Thinkom GT2517 antenna and the Hughes HM400 modem as the current aircraft hardware. Could the government provide the following technical data in order to perform the link analysis need to answer these questions:

For HM400 modem:

> allowed symrates > MODCODs > roll-off factors > required Es/No

> spectral efficienciesRefer to Hughes datasheet.
4To answer RFI questions 1a, 1c, 1d, 1h, 1j, 1k, 1l, a link budget analysis must be performed using technical performance data from the Thinkom GT2517 antenna and the Hughes HM400 modem as the current aircraft hardware. Could the government provide the following technical data in order to perform the link analysis need to answer these questions:

For GT2517 antenna:

> Antenna patterns for commercial and military Ka-band in 10 degree increments.

> Max EIRP Spectral Density (ESD) from 0 degrees (boresight) to 90 degrees (or lowest

> operational scan angle) in 10 degree increments.Refer to two GT2517 pdf specs.
5In addition to above questions (3 and 4), we request a one month extension from the time this data is made available to
properly perform the link analysis required to answer the questions. The Government is willing to provide a one-month extension to the 01 August 2025 deadline for this RFI.
6To answer RFI question 1m could the government provide either a CAD model of the Thinkom GT2517 radome with antenna mounting plate, or a dimensioned drawing of the radome and antenna mounting plate.USG does not have a CAD model of the Thinkom GT2517 radome with antenna mounting plate, or a dimensioned drawing of the radome and antenna mounting plate.
7CONUS, Alaska & EUCOM Operating areas: Is coverage required above 65°N latitude for the 20/20 Mbps ops link requirement and to what latitude? For the CONUS and EUCOM operating areas, the following is desired:

CIR: 15 x 15Mbps; MIR: 20 x 20Mbps

For Alaska operating area:

CIR: 5 x 10Mbps; MIR: 10 x 15Mbps 8 For CONUS, is the 20/20 Mbps required over the entirety? The following data is required for CONUS:

CIR: 15 x 15Mbps; MIR: 20 x 20Mbps 9 Is the CONUS-Hawaii-Alaska and EUCOM operating areas over-land only or inclusive of any overwater region/area? If the latter, please define. CONUS/Alaska: land only

EUCOM: Also Black Sea, Baltic Sea, Gulf of Finland and connected waters to these three bodies 10 What’s the link requirement for non-operating area/transiting flights outside the defined operating areas? Link requirement is CIR: 1 x 3Mbps
