About this file
This Request for Information (RFI)/Sources Sought document is issued by the United States Space Force Space Systems Command Commercial Service Office for the Army AISR Satellite Communications Services Contract. The requirement seeks commercial satellite communication (COMSATCOM) services for a United States Army Global 6500 aircraft, requiring Ka-band satellite service across three operational areas: NORTHCOM (CONUS, Hawaii, Alaska), EUCOM (multiple Eastern European countries), and INDOPACOM (specified ocean/sea regions). The target data rate is 20 megabits per second (Mbps) to and from the aircraft, utilizing a Thinkom Thinair GT 2517 Ka and Mil-Ka antenna with a Hughes HM400 modem.
The anticipated contract period is a 12-month base period with four 12-month option periods beginning July 01, 2026. Vendors are requested to provide detailed responses to extensive technical capability questions, including satellite beam capabilities, data rates, equipment compatibility, and support services. Responses must be submitted by September 01, 2025, at 5:00 PM EST to the Contracting Officer via email. The government intends to solicit the requirement via GSA and seeks vendor information including business details, potential contract vehicles, and small business subcontracting capabilities. Responses are limited to 30 pages and 5 MB, with the goal of developing a comprehensive Performance Work Statement for the future solicitation.

2. EUCOM: The Black Sea, Bulgaria, Czechia, Estonia, Finland, Hungary, Latvia, Lithuania, Moldova, Poland, Slovakia, Germany, Romania.
3. INDOPACOM: Ocean and Sea coverage South of 45 degrees North, West of 132 degrees East, North of 8 degrees
North, and East of 105 degrees East.
Service will include leasing of teleport antenna and modem and included terrestrial connectivity to public internet in CONUS. The aircraft currently uses a Thinkom Thinair GT 2517 Ka and Mil-Ka antenna utilizing a Hughes HM400 modem.
Target data rate is 20 megabits per second (Mbps) to and from the aircraft.
The anticipated period of performance is a 12-month base period with four (4) 12-month option periods beginning July 01, 2026. The Government requests the following information to assist in further development of the Performance Work Statement supporting requirements.
