About this file
This document is an Industry Questions and Answers (Q&A) spreadsheet for a federal contract opportunity for Architectural and Engineering (A-E) Services at Pituffik Space Base in Greenland. The United States Space Force plans to award two Indefinite Delivery, Indefinite Quantity (IDIQ) contracts with a five-year ordering period and six-month extension option, with a total not-to-exceed shared capacity of $9,000,000. Each contract will receive a minimum obligation of $5,000 in A-E services, focusing on facility sustainment, restoration, and modernization projects.
The solicitation is restricted to firms within the Kingdom of Denmark, with an expectation of utilizing Danish or Greenlandic personnel. Potential projects for fiscal year 2026 include design work for fire code compliance, planning charrettes for facility repairs, and district planning for various operational areas. The response deadline has been extended to December 8, 2025, and contractors will submit qualifications through SF-330 forms. Evaluation will focus on specialized experience, professional qualifications, and experience with arctic design, with projects considered only if completed since January 1, 2020. Task orders may be priced as firm-fixed price or time and material, and will be solicited on a project-by-project basis to the most qualified firm.

| Questions From Industry | Government Response | |
| 1 | The Request for Qualifications (RFQ) documents did not contain contractual terms and conditions, can they be provided now? | 1. After selection of the most highly qualified firm, they will be provided with a Request for Proposal on a Standard Form 252. We won’t generate that document until after the Slate Selection Board has made their selection(s). As a result of a recent executive order, the Federal Acquisition Regulation (FAR) and supplements are in the middle of a “revolutionary FAR overhaul” ( https://www.acquisition.gov/far-overhaul), so any terms and conditions generated now would potentially be subject to change. I can tell you that we will be utilizing an Indefinite Delivery, Indefinite Quantity contract type with the ability to place both firm-fixed price (FFP) and/or time and material (T&M) task orders. The IDIQ ordering period will be a 5-year ordering period (which will be priced using fully-burdened billing rates that will allow for annual escalation) with the option to extend the contract for an additional 6 months (using clause 52.217-8 – Option to Extend Services). |
| 2 | Will the government ensure proposal due date is not until 10 days after questions are answered? | 2. We intend to extend the response date by one additional week (8 December 2025). |
| 3 | Statement of Work Section 2.7, CUI data. Could the government clarify the CUI data handling for this contract? | 3. SOW paragraph 2.7 – Existing Drawings and Specifications. Any drawings, photography, specifications or other attachments we may provide the contractor may be marked Controlled Unclassified Information (CUI). Additional information about handling CUI documents can be found here: https://www.dcsa.mil/Portals/91/Documents/CTP/CUI/CUI_Training_Reference_Guide_012722.pdf. Any information the contractor would receive would be available for viewing by non-US contractors, but further distribution of those documents beyond the parties involved in the contractual work would be prohibited. For example, the contractor would be required to maintain positive control of those documents and only share them as required to accomplish the work. The reason documents may be marked CUI is because, while the information is not classified (i.e. secret or top secret), the information could still contain sensitive information that could be aggregated by an adversary to attempt to bring harm to the US government or it's allies. Drawings, photography, and specifications related to real property at Pituffik Space Base could be considered sensitive so contractors would be responsible to safeguard such documents while in their possession and destroy them after they are no longer needed. |
| 4 | Statement of Work Section 4.4.2. Professional Qualifications. The contractor's principal inspector shall be a professional engineer, registered in their state of residence. Can qualified engineers from Denmark or Greenland qualify or are contractors expected to have US professional engineers mobilized to the site to perform Title 2 service? | 4. SOW paragraph 4.4.2 Professional Qualifications – Qualified engineers most definitely can be from Denmark or Greenland, and consistent with the International Agreement between the Kingdom of Denmark and the United States of America, we have restricted this acquisition to firms from within the Kingdom of Denmark with the expectation that they will utilize personnel from within the Kingdom as well. For any classified work requiring the use of US personnel, those would be handled by the US Army Corps of Engineers on a different contract, but all work contemplated for this contract would be suitable for work performed exclusively by Danish and/or Greenlandic personnel. Danish/Greenlandic engineers are only expected to hold similar license or registration. |
| 5 | According to 2nd Notice to Offeror(s) in Section (A) of the Request for Qualifications, the acquisition is subject to an International Agreement between the United States of America and the Kingdom of Denmark according to which the acquisition is restricted to offerors from within the Kingdom of Denmark. With effect from 1 January 2022 the below listed Section 3 a. was added to the Greenlandic Income Tax Act. Section 3 a. requires that contracts with foreign defense authorities in Greenland must be concluded with Greenlandic limited liability companies or Greenlandic private limited companies, and the management of such company must be based in Greenland. We assess that the Request for Qualifications falls within the scope of Section 3 a. We therefore kindly ask the Government to clarify whether a legal entity that is not Greenlandic but registered within the Kingdom of Denmark based on the International Agreement - and despite the requirement in Section 3 a. of the Greenlandic Income Tax Act – is eligible for this acquisition? “Section 3 a. Companies that, in agreement with foreign defense authorities, carry out tasks in areas outside the municipal division must be registered as limited liability companies or private limited companies domiciled in Greenland, and their management must be based in Greenland. (2) Subsection (1) applies in the same way to undertakings that carry out tasks as subcontractors, subcontractors, etc., to those who, cf. subsection (1), have entered into an agreement with foreign defense authorities to carry out tasks in areas outside the municipal division, and to subcontractors, subcontractors, etc., who carry out tasks for a subcontractor, subcontractor, etc., cf. subsection (3). (3) Companies covered by subsections (1) and (2) may use subcontractors, subcontractors, etc. other than those covered by subsection (2) if this is justified by exceptional circumstances.” | 5. The International Agreement that exists between the Kingdom of Denmark and the United States of America specifies "In accordance with their respective laws and regulations, either Party may award contracts to commercial enterprises for goods and services, including construction projects, in Greenland, and shall procure directly from Danish/Greenlandic sources. When procurement from such sources is not feasible, U.S. requirements may be satisfied by procurement from U.S. or other sources. Either party may use its own military or civilian personnel to perform services or construction projects." In accordance with this agreement, the U.S. has restricted competition for this requirement to Danish/Greenlandic sources. Offerors are encouraged to consult their own legal advisors on matters of adherence to local tax (or other) laws of Greenland. |
| 6 | Can the Government provide a forecast for upcoming work? What projects are anticipated under this contract? | Only fiscal year 2026 requirements are being planned at this time. These requirements are not currently funded and may or may not be executed. Projects under consideration include 1) WWCX25151021D - Design (title I) Bldg 605 Fire Code Compliant Design, 2) WWCX251014 - Planning Charrette Report for Repair Dundas Dining Facility Bldg 107, 3) WWCX250004 - District Plans for Industrial and Community Planning Districts, 4) WWCX250005 - District Plans for Airfield, Port Operations and Open Space Planning Districts, 5) WWCX250006 - District Plans for Det 1 and 12 SWS Planning Districts. For future years, the 21 CES is developing requirements for facility sustainment, restoration and modernization projects. |
| 7 | Will the Government please confirm that the 50-page limit is referring to SF330 Part I only and the cover letter, tabs, covers, CPARS/PPQs and Part II forms are not included within the limit? | The 50 page limitation is for the contractor's SF-330, minus the cover page. Tabs, CPARS, and past performance questionnaires are not required. CPARS and other readily available US Government contract data will be obtained by the US Government and does not need to be submitted with the SF 330. |
| 8 | Would the Government consider extending the submittal due date by two weeks to Monday, December 15th? | The Government will extend the request until 8 December 2025. Adherence to the acquisition schedule is important to the Government. |
| 9 | Para C, Slate, Interview and Selection Procedures states "The firm shall demonstrate its capability to perform planning work as required….." and appears to indicate evaluation and selection will focus on "planning" services. Para D.1.2 indicates the Government will review and evaluate past examples. of the following type project appearing to focus more heavily on 'planning/programming and feasibility studies more so than design development: a. Master Planning b. Concept and Planning Studies c. Feasibility studies for an existing building d. Programming, and/or design for facilities. Para. B Scope of Work indicates that a multitude of services, including Title I, Title II and Other Professional Services are anticipated under this IDC. Please confirm if the Government desires the A/E to focus more heavily on "planning, feasibility and programming" efforts or should also include design document development. If we are to address both planning and design efforts, will they both be given equal weighting in the review and selection process? | The Government will not weigh either subparts a, b, c, or d of D.1 more or less favorably than other subparts. The quality of each respective task will be reviewed irrespective of the type of work. |
| 10 | Para. 2.6.2 Professional Engineer's Registration: This paragraph states " A registered/licensed engineer in accordance with the Danish statutory requirements directly affiliated with the design submittal must sign the final design drawings and specifications." Thus, will the Government review and consider the qualifications of U.S. licensed staff within the selection process? | A Danish/Greenlandic source may employ U.S. licensed staff and the Government will review and consider qualifications of U.S.licensed staff submitted in the SF 330. |
| 11 | D.1. EVALUATION OF FACTOR 1 SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE: Please confirm our interpretation that if the A/Es effort was completed after 2019, the example project will be evaluated. | In order to be considered, projects must have been completed no earlier than 1 January 2020 (they may have begun prior to 1 January so long as the completion date was on or after 1 January 2020). |
| 12 | D.2. EVALUATION OF FACTOR 2 EXPERIENCE AND TEAM PROFESSIONAL QUALIFICATIONS: Para 4 Attachment 3 identifies 7 Key Personal that are required. A) Will the Government consider and evaluate more than one resumes for each of these positions and if so, would providing multiple resumes increase the A/E ratings? B) Attachment 3 notes that other positions may be required for the IDC. Will the Government evaluate additional discipline resumes and would including these additional resumes have the opportunity to increase the A/Es review? | A) - Additional resumes for the listed key positions may be submitted and will be reviewed. Note that submission of multiple resumes for a single key-personnel discipline may affect the overall A-E rating either positively or negatively (more may be, but is not always better); additionally please remember the 50-page limitation for the overall submission. |
B) - Additional resumes for non-listed positions will not be evaluated and will not affect the overall rating.
| 13 | EVALUATION OF FACTOR 3 OFFEROR & TEAM EXPERIENCE WITH TREATMENT OF ARCTIC DESIGN, SIMILAR TO GREENLAND: This paragraph appears to indicate that the work must have begun in 2020 or later. Would the Government consider aligning these criteria with Factor 1, where demonstration that the work was completed since the start of calendar year 2020. | The Government will amend the RFQ, para D.3. to align the requirement to be completed no earlier than calendar year 2020. New wording will be "The Government will evaluate the Offeror's experience to ensure the examples were completed since the start of calendar year 2020 (SF 330 Section F)." |
| 14 | D.3. EVALUATION OF FACTOR 3 OFFEROR & TEAM EXPERIENCE WITH TREATMENT OF ARCTIC DESIGN, SIMILAR TO GREENLAND: Please confirm that the Factor 3 experience will be based upon the narrative provided in SF 330 Section H or if additional project sheets are to be submitted for Factor 3 in addition to those submitted for Factor 1. | The Government's intent is to base the evaluation for Factor 3 - Offeror & Team Experience with Treatment of Arctic Design, Similar to Greenland, upon the narrative provided in the SF 330 Section H.
