About this file
This is a comprehensive Statement of Work (SOW) for an Architect-Engineering Indefinite Delivery/Indefinite Quantity (IDIQ) contract for services at Pituffik Space Base (PSB) in Greenland. The document outlines requirements for Other Investigative Services, Design (Title I) Services, and Construction Inspection and Surveillance (Title II) Services, covering a broad range of maintenance, repair, and minor construction projects.
The SOW requires multi-disciplinary engineering and architectural services including renovations, facility maintenance, design, interior studies, and planning across disciplines such as architecture, civil, structural, mechanical, electrical, and more. Key requirements include conducting field investigations, developing design criteria, preparing reports, cost estimates, and conceptual solutions. The contractor may need to obtain Department of Defense security clearance and must comply with specific design standards, including green design practices, energy conservation, and compatibility with existing facility standards. The contract will involve multiple design submission levels (35%, 65%, 95%, and 100%), with detailed requirements for each stage, and will require comprehensive documentation, cost estimation, and potential handling of materials like asbestos and lead-based paint.

Requirements that cannot be enforced shall not be stated. For example, rather than, "The door frames shall be plumb," use, "The door frames shall be installed with not more than 1/4" deviation from plumb, measured over the height of the frame." "Good workmanship, best available, excessive, maximum, minimum, etc." shall not be used in lieu of full listings, complete references, or standard to be met.

4.3.4.2 Format. The cost estimates shall be presented in tables or other format itemized and totaled as required to preclude further calculation and itemization. Cost estimate formats shall follow DAFI business rules for the program expected (MILCON, Centralized funds, Decentralized funds). Business rules will be available per project from the Government Project Manager upon request. All summaries of costs shall be cross referenced to supporting data. All project construction cost estimates shall be bound separately from other submittal documents.

Both electronic formats (.pdf and native .e4c or .mlp) of the construction estimates shall be submitted at each stage of the design. The construction cost database for projects shall be determined in the project specific Statement of Work.
4.3.4.2.2 The estimate shall contain a breakdown by Unified Facilities Guide Specifications division for all system components for each class of work showing unit cost, material cost, labor cost, and equipment rental cost. Lump sum estimates shall be minimized and in no case exceed five percent of the total estimate for any particular trade or division.
4.3.4.2.3 The cost should be summarized by project item or name, unit of measure, quantity, and unit cost. Include any major supporting costs such as special excavation, utilities, etc.
The cost estimate shall be prepared in sufficient detail for each system component (quantity and cost) to allow for its use during contract negotiations and modification pricing. Unfunded costs are detailed, but not included in the "Project Cost". A Basis of Estimate (BOE) narrative report shall be developed in conjunction with the cost estimate.
The BOE shall be developed…
