Answered 1 Is this solicitation governed by the Buy America Act? 12/14/2023 No. This requirement is for services and being performed OCONUS. It is however subject to the Cargo Preference Act of 1904 (10 U.S.C. 2631). See Attachment 2 - Addendum to 52.212-1, page 4 for more information on the Cargo Preference Act of 1904.

2 During the mission summer window , can the NB and SB voyages comprise a tandem roundtrip of the carrying vessel within a reasonable time parameter?

12/14/2023 The intent is for the same vessel to perform both Northbound and Southbound voyages. However, if the offeror intends to use separte vessles, the proposal should clearly state this and provide the tecnnical charactistics decribed in the Addendum to 52.2212-1 for each vessel involved in contract performance.

3 Will the USG provide reefer containers,flatracks and general purpose 40' containers?

12/14/2023 No. All containers shall be provided by the offeror. 12/18/2023

4 For VISA vessels , is there a USG funded ice breaker provided? 12/14/2023 No. The offeror should provide the necessary vessel or vessels to perform the services per the Performance Work Statement.

5 Is this solicitation earmarked for US small, woman owned or minority owned businesses?

12/14/2023 No. This requirement is "full and open" subject to the preferences identified in the Cargo Preference Act of 1904 (10 U.S.C. 2631). See Attachment 2 - Addendum to 52.212-1, page 4 for more information on the Cargo Preference Act of 1904.

6 What are payment terms? 12/14/2023 In accorance with the prompt payment act, payment terms are "net 30 days" from valid invoice submission after completion of services. Note that an invoice for CLIN 0001 may be submitted after completion of services associatd with the "northbound" voyage.
