Synopsis for Fuel Hose, Level Winds and Reels for Thule Air Base, Greenland
Solicitation Number: FA2523-16-T-0001 Date: 1 April 2016
Notice Type: Combined Synopsis/Solicitation
i. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
ii. Solicitation, FA2523-16-T-0001, Fuel Hose, Level Winds and Reels, is issued as a Request for
Quotation (RFQ).
iii. The solicitation document and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular (FAC) 2005-86.
iv. There is no Small Business set-aside for this acquisition. The NAICS code for this requirement is
326220, Rubber and Plastics Hoses and Belting Manufacturing. The size standard for NAICS code 326220 is 500 employees. The NAICS code 332999, All Other Miscellaneous Fabricated
Metal Product Manufacturing. The size standard for NAICS code 3329999 is 750 employees. A single award will be made as a result of evaluation of quotes received.
v. The following is a list of contract line item number(s) (CLIN) and items and respective quantities:
CLIN 0001: Long Length 8" H1944-8 PLY Floater Hose Qty: 2 Each
Each consists of: Dimensions: 8" x 600'. Electrically: Discontinuous. ANSI 150 WN RF. Textile Long
Length Hose. Soft wall. Inside dia. 205 mm, outside dia. 233 mm, weight in air empty 12.3kg/m, weight in air full of water 46.1kg/m, Working pressure of 250 psi or higher, test pressure 450 psi, burst pressure
1200 psi, aromatic resistance up to 50%, fluid temperature range -29 to +92 degrees Celsius, flow velocity up to 21 m/s. Each assembly includes all necessary fittings, 8" towing slit clamps, 8" couplings, ball valves, 8" towing clamps, 8" seal O-rings, 8" seal back-up rings, 8" pig catcher assembly, 8" camlock adaptors w/valves and 8" towing clamp handling harness. Used to unload fuel from tanker ship. Hoses are attached to the pump manifold on the tanker and connected to fixed 2 x 10" receiving pipelines on the pier. Tanker then pumps fuel ashore at a rate of 4,200 GPM to the bulk storage tanks while the hoses float on the water. At unload completion, hoses are pigged and retrieved onto the reels. This CLIN should include shipping and handling to destination Royal Arctic Line, DAP Aalborg, Denmark. (Delivery expected 30 weeks after receipt of order).

CLIN 0003: Series "628" Hose Reel & Level Winds Qty: 1 Each
This CLIN consists of two (2) each Series "628" Hose Reels and two (2) each Series "628" Level
Winds. The hose reel requires spooling to control the lay of the hose on and off the reel drum. Spooling unit doesn't have to be integrated. A 3-phase, 60 Hz Hydraulic Power Unit (HPU) is needed and could be integrated onto reel, One HPU per reel. All fitment in accordance with hoses in CLIN 0001 and 0002.
Equipment must be 60 hertz 120/208 volt. This CLIN should include shipping and handling to destination
Royal Arctic Line, DAP Aalborg, Denmark. (Delivery expected 30 weeks after receipt of order).
vi. DESCRIPTION: The items being procured for this acquisition are fuel hoses, level winds and reels with support equipment, to unload JP8 fuel from tanker at Thule Air Base, Greenland.
vii. Items are to be delivered at Royal Arctic Line, located in Aalborg, Denmark NLT 30 weeks after receipt of order. Government inspection and acceptance of items will be at Thule Air Base, Greenland.
viii. Provision FAR 52.212-1 -- Instructions to Offerors -- Commercial Items, applies to this acquisition. The following addenda apply to this provision.
ix. FAR 52.212-2 -- Evaluation -- Commercial Items
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be made using a Lowest Price Technically
Acceptable (LPTA) approach; the Government will award to the lowest priced offeror that is determined technically acceptable. The following factors shall be used to evaluate offers:
Factor 1: Technical Capability:
Technical capability will be evaluated based on an evaluation of Technical Capability Factor;
the factor will be rated as Acceptable or Unacceptable.
Acceptable is defined as the quote clearly meets the minimum requirements of the solicitation.
Unacceptable is defined as the quote does not clearly meet the minimum requirements of the solicitation.
A vendor's quotation shall be considered technically acceptable if it meets the salient characteristics of each CLIN and the company submits valid production ISO certification, based on the Government’s evaluation of Attachment 2, Contractor Submittal Form, and its compliance with the equipment requirements as cited in CLINs 0001, 0002 and 0003. All equipment shall have a 2-year warranty, effective upon delivery to the final destination.

Quotations that do not meet this requirement will be considered unacceptable and will not be considered for award.
Factor 2: Price will be evaluated in order to determine if it is reasonable in accordance with
FAR Parts 13.106-3.
AWARD PROCESS: The Government will first evaluate all quotations on an
Acceptable/Unacceptable basis. Acceptable quotes will then be ranked according to price.
The lowest priced offeror who is technically acceptable will receive the award. The award will be made to that offeror without further consideration of any other offerors.
A written notice of award or acceptance of the offer, mailed or otherwise furnished to the offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the
Government may accept the offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
x. The provision at FAR 52.212-3, Offeror Representations and Certification—Commercial Items, with Alternate I, is applicable to this acquisition. Ensure all Representations and Certifications are updated in SAM. See Attachment 2, Contractor Submittal Form, for full text and applicable fill-ins.
xi. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to the acquisition.
xii. The clause at FAR 52.212-5 -- Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (DEVIATION), applies to this acquisition. See
Attachment 1 for full text.
xiii. Additional terms and conditions apply to this solicitation and are found in Attachment 1 Terms and Conditions.
xiv. The Defense Priorities and Allocation Systems (DPAS) DOES NOT apply to this request for quote.
xv. Attachment 2, Contractor Submittal Form, must be fully completed and submitted with the offeror’s quote. Quotes are due via e-mail no later than 29 June 2016 at 14:00 CET. If you have any questions, please submit them in writing no later than 27 June 2016 at 14:00 CET. All quotes and questions (if applicable) should be submitted to rene.streander[a]det1.dk. During this period, interaction is only allowed with the Contracting Officer and the Contract Specialist.
