About this file
This is a Questions and Answers document (Version 2) for federal contract opportunity FA252126QB144 concerning carpet installation services for Operations Flight buildings B938 and B1060.
Key project requirements include: carpet installation in multiple buildings with field verification required before work begins; replacement of live electrical outlets in Building 1060 A Wing with brass-round cover plates, with the carpet cut around the covered outlets; installation of rubber/laminate transitions in Building 938 due to existing torn conditions; and concrete slab sealing to prevent moisture. Building 1060 A Wing contains four cubicle spaces and Building 1060 C Wing contains ten cubicle spaces. The contractor must provide their own forklift, as the government will not supply one; however, alternative pricing proposals accounting for government-provided forklifts may be submitted but will not be evaluated in the primary evaluation. The government has not provided estimated linear footage for base materials, pictures of offices and common areas, or accurate floor plans due to recent renovations. The electrical panel RP1 in Building 1060 A Wing conference room contains circuit breakers #38 and #40 (20A each) that control receptacles with power coming from underneath the floor.

Questions and Answers – Ver 2 Carpet - OPS Flt B938, B1060…
FA252126QB144
1. Should the carpet cover any electrical outlets found in the floor? Should there be cutouts for these?
a. We found that the electrical outlet in building 1060 A Wing under the carpet is live.
We would like the outlet to be replaced with one having a brass-round cover over it. Then, the carpet can be cut around it.
The conference room in building 1060 A Wing has two circuit breakers for the receptacles. The power comes from underneath the floor. There are (2) 20A breakers in electrical panel RP1. The circuit breakers are #38, and #40.
Contractor will need to field verify before removing the furniture and laying the carpet down.
2. Can the government supply a forklift? The government will not be supplying a forklift.
a. By default this is not included as government furnished property.
b. As to not skew evaluations, the government will evaluate proposals without consideration of a forklift being provided. Additional offers of price considering the government provides a forklift may be provided but will not be subject of the primary evaluation at this time.
3. For building 938, does the government want rubber/laminate transitions?
a. (Answer) yes, because most of them in that building are torn up.
4. Does the government want concrete slabs sealed?
a. (Answer) *Likely not in current project scope?*
Yes, to prevent moisture.
5. Is there an estimated LF for Base materials needed?
a. No. We have not estimated that.
6. Are pictures of the offices / common areas available to be provided?
a. No, because it would take a lot of time.
7. Would a floor plan be able to be provided?
a. No, because the most recent floor plans are not accurate according to the most recent renovations that were completed.
8. Are there any cubicles? If so, about how many are in each building?
a. Building 1060 A Wing has (4) cubicle spaces.
b. Building 1060 C Wing has (10) cubicle spaces.
