About this file

This is a Questions and Answers document for federal contract solicitation FA252126QB143, addressing clarifications regarding custodial services at JDMTA facilities 28001 and 28003.

The incumbent contractor is McCray Coastal Realty, LLC, operating under Contract FA252125P0004 with a period of performance from October 1 to September 30 annually. Approximately 18 personnel occupy each facility. The serviceable area requiring active cleaning totals 2,743 square feet across both locations: Facility 28001 contains 2,117 SF of Category 1 and 314 SF of Category 2 areas, while Facility 28003 contains 272 SF of Category 1 and 40 SF of Category 2 areas. Facility 28001 has no windows; Facility 28003 windows require cleaning as needed. Services must be performed on Tuesdays and Fridays between 8 AM and 2 PM, with facility access restricted for mission purposes, weekends, and official government holidays. The vinyl tile areas (approximately 1,100 square feet) require waxing at least once every six months to maintain the non-skid coating, with spot maintenance as needed. All floor stripping, sealing, waxing, and other "as needed" services must be included in the firm-fixed price. The frequencies for service categories are specified in the Performance Work Statement, with "as needed" referring to ensuring areas remain clean and free of trash, debris, and stains with no selective cleaning permitted. There is no mandatory page limit, prescribed font type, or minimum font size requirement for technical quotations. The correct solicitation number is FA252126QB143 as corrected in CSS Amendment 1.

FA252126QB143 Questions and Answers 1

1. Is there currently an incumbent contractor providing custodial services at JDMTA?

If so, could the Government provide the current contract number, period of performance, and incumbent contractor name?

Yes, there is an incumbent contractor (McCray Coastal Realty, LLC) Contract no

FA252125P0004, PoP: 1 Oct to 30 Sep every year.

2. Can the Government provide the approximate number of personnel/occupants at each facility (28001 and 28003) for consumables and staffing planning purposes?

Approximately 18 personnel for both facilities.

3. Does the scope of work include interior and/or exterior window cleaning at either facility?

Facility 28001 has no windows to be cleaned, Facility 28003 has windows, and they should be cleaned as needed.

4. The PWS states that floor stripping, sealing, and waxing are to be performed “as needed.” How should offerors account for these services in their pricing? Should they be included in the firm-fixed price, and can the Government provide an expected frequency or approximate square footage for these services?

The government requests services to be performed on Tuesdays and Fridays between the hours of 8 AM and 2 PM. Access to the facility will be restricted for mission purposes, weekends and official government holidays. The vinyl tile areas are approximately 1,100 sq ft and should be waxed at least once every six months. The purpose is to maintain the non-skid wax coating, which may require spot maintenance as well. This should be included in the firm-fixed price.

5. For other services identified as “as needed” in the PWS, should offerors include an allowance for these services in the firm-fixed price, or will the Government provide additional direction when such services are required?

The frequencies for the categories of service are outlined in the PWS. “As needed” refers to the contractor ensuring the areas of concern are clean and free of trash, debris, stains, etc. after being service by a custodian. There shall be no selective cleaning of assigned areas.

6. Is there a page limit for the technical quote? If so, is there also a required or preferred font type and minimum font size?

There is no mandatory page limit, nor are there prescribed font type or font size requirements for this solicitation. Offerors may format their submissions at their discretion.

7. Service Area: The PWS identifies 2,117 SF Category 1 and 314 SF Category 2 for

Facility 28001, plus 272 SF Category 1 and 40 SF Category 2 for Facility 28003, for a total of 2,743 SF. However, the updated floor plan appears to identify JDMTA-28001 as 5,794 SF. Could you please confirm the correct total service/cleanable square footage to be used for pricing.

The 2743 sq ft refers to the serviceable area for the contractor that requires active cleaning, such as sweeping, mopping, waxing, trash removal, etc.

8. Solicitation Number: The solicitation identifies the requirement as FA252126QB143, but paragraph 52.212-1(a)(1) references FA252126QB056. Could you please confirm the correct solicitation number that should be referenced in our quotation?

The solicitation number has been corrected to FA252126QB143 in CSS Amendment 1.
