FA252126QB143 Questions & Answers #2
1. In terms of consumables, what type of toilet tissue and hand towels are on site?
At the start of the contract, there will be no materials left on site.
2. What are the hours the account can be serviced?
The government requests services to be performed on Tuesdays and Fridays between the hours of
8 AM and 2 PM. Access to the facility will be restricted for mission purposes, weekends and official government holidays.
3. Is there currently a vendor servicing the account?
Yes the current vendor is McCray Coastal Realty, LLC.
4. If there is a current vendor what is the current contract price?
The current price for the performance period of September 2026 to October 2026 was $1,070.
5. How many bathrooms are there?
There are 3 restrooms, and two showers.
6. How many individuals work @ the site?
There are 18 personnel.
7. Please clarify the total square footage to be used for pricing. The PWS identifies Facility 28001 as 2,431 SF and Facility 28003 as 312 SF, for a combined total of 2,743 SF.
However, the PWS identifies 1,510 SF of tile and 1,634 SF of carpet, totaling 3,144 SF.
Additionally, the updated floor plan appears to identify approximately 5,794 SF for Facility
28001. Please confirm the correct square footage and the areas included in each service frequency category for purposes of preparing a firm-fixed-price quotation.
The 2743 sq ft refers to the serviceable area for the contractor that requires active cleaning, such as sweeping, mopping, waxing, trash removal, etc.
8. Technical Quote Requirements & Page Limits: Special Notice 2(g) indicates that offerors must submit a technical quote demonstrating technical capability, product characteristics, and delivery timeframe. Given that this is a commercial service contract governed by the
Performance Work Statement (PWS), could the Government clarify the expected outline/structure for the Technical Volume (e.g., Staffing & Execution Plan, Quality Control
Approach, Consumable Product Specifications) and confirm if any page limitations apply?
9. Allowable Working Hours & Security Badge Processing: What are the designated allowable days and hours for custodial performance at JDMTA Facilities 28001 and 28003 (e.g., standard duty hours Monday–Friday 0730–1600 vs. after-hours/weekends)? Additionally, what is the anticipated lead time for contractor personnel pass processing under the Contractor Access to
Air Force Installations clause?
The government requests services to be performed on Tuesdays and Fridays between the hours of
8 AM and 2 PM. If badging or passes are required, the contractor shall complete the required actions to obtain an approve pass from CCSFS. The lead time for requesting a pass or badge is 3 business days. Access to the facility will be restricted for mission purposes, weekends and official government holidays.
10. On-Site Storage & Government-Furnished Utilities: Will the Government provide secured, lockable janitorial closet space and access to water and electrical utilities at Facilities
28001 and 28003 at no cost to the contractor for storing equipment (e.g., floor buffers, mops, vacuums) and consumable supplies between service cycles?
The government will provide secured space at no cost for materials and equipment needed to achieve tasks associated with the scope of work for this location only. The contractor will be provided with access to water and electrical utilities at no cost for the assigned services.
11. Consumable Product Dispensers & Replacement Responsibility: The PWS requires the contractor to supply and replenish liquid hand soap and paper products in all installed dispensers.
Could the Government confirm if all installed dispensers are currently Government-owned and fully operational? If a dispenser requires repair or replacement during performance, is the hardware replacement the responsibility of the Government or the Contractor? Furthermore, are there specific biobased/green procurement standards (FAR 52.223-1) or dispenser-specific product sizes required?
The dispensers currently in place are not government property. It is the responsibility of the contractor to replace or repair the dispensers. At the time of this request the containers are fully operational. No specific sizes have been outlined, however for ease of maintenance and cost management, the existing dispensers may be used to avoid additional expenses.
Cleaning supplies and products should adhere to the standards outlined in (FAR 52.223-1). The size of the container should reflect the quantity required to satisfy the rate of use and occupancy for the assigned area. Examples of products are listed on the following site/link:
https://www.biopreferred.gov/BioPreferred/faces/catalog/Catalog.xhtml
12. Site Walkthrough Opportunity: The solicitation does not state whether an organized pre-quote site visit will be held. Given the specific square footage allocations for Category 1 tile/carpet and Category 2 restrooms across Facilities 28001 and 28003, will the Government offer an organized site visit prior to the quote submission deadline?
Due to an extremely short deadline and time-based government restrictions regarding federal fiscal year deadlines and the remote location of this site, an organized site visit is not feasible.
Any contractor submitting a proposal for this requirement does so with the understanding that there will be no pre-bid walkthrough.
