About this file
This is a Questions and Answers (Q&A) document for a Request for Quote (RFQ) issued by the U.S. Air Force for a Catholic Religious Education Coordinator position at Patrick Space Force Base. The solicitation number is FA252126QB023B, and the requirement is governed by a Performance Work Statement dated 24 March 2026. Offerors must submit a technical quote and price proposal with no specified page limits or formatting restrictions. The Government anticipates issuing the contract award prior to 1 October 2026, with all pre-performance and base access requirements to be completed within 30 calendar days of award. The exact performance start date will be mutually agreed upon immediately following award. The contract covers a one-year base period with four option years.
Qualification requirements mandate that all offerors possess and provide evidence of an approved AMS Catechist Certification at the time of quote submission, along with evidence of an approved background investigation in accordance with Public Law 101-647, Section 231. Concurrent with quote submission, offerors must also submit a résumé for the proposed coordinator and a letter of good standing from a Catholic priest. The requirement permits satisfaction through a subcontractor or independent contractor arrangement. Under a best-value evaluation criteria, the Government will assess technical acceptability, price, and schedule equally. Current program operations include approximately 24 children in Grades K-12 religious education, 23 adult attendees, and approximately 5 and 4 annual participants in first communion and confirmation sacramental preparation, respectively. Approximately nine active volunteer catechists and volunteers currently support the program. The average annual coordinator workload is estimated at 400-450 hours. Program materials, event costs, and curriculum are funded through Chapel Tithes and Offering Funds or appropriated funds and are not expected to be included in the contractor's proposed price beyond coordination services.

1. The solicitation number is referenced inconsistently across the issued documents:
“FA252126QB023B” appears in sam.gov and on the RFQ cover and in Section 2
(Special Notices); “FA252126QB023A” appears in the 52.212-1 provision text
(Instructions to Offerors, paragraph (a)(1)); and “FA252126QB023” (no suffix) appears as the Document Number on the Clauses attachment. Which number should offerors reference on the quote and all related correspondence?
Offerors must reference solicitation number FA252126QB023B on all quotes and related correspondence.
2. Section 1 (General Information) of the RFQ states the requirement is “in accordance with PWS, dated 08 Jan 26,” but the PWS document furnished with the solicitation is dated March 24, 2026. Please confirm which PWS version and date governs this requirement.
The Performance Work Statement (PWS) dated 24 March 2026 is the official version that governs this requirement.
3. Is there a page limit or specific format requirement for the technical and price quote? The RFQ does not appear to state one.
There are no page limits or specific formatting restrictions for the technical capabilities or price quote submissions.
4. Is this a new requirement, or a recompete/re-release of a prior Catholic Religious
Education Coordinator requirement at Patrick SFB? A prior solicitation for this same position appears to have been synopsized earlier in 2026 with an anticipated quote due date in May 2026. Was that prior action cancelled, unfunded, or did it result in an award?
This is a new requirement; however, this specific posting serves as a re-release of the solicitation on SAM.gov.
5. If there is a current or prior incumbent contractor, please provide the contractor name and contract number.
There is no incumbent contractor for this effort. This is a new requirement.
6. The RFQ does not state an anticipated award date or desired performance start date, and the PWS identifies only a one-year base period with four option years. Can the
Government provide the anticipated contract award date and desired performance start date?
The Government anticipates issuing the contract award prior to 1 October 2026.
7. RFQ Section 2(f) requires evidence of an approved AMS Catechist certification and an approved background investigation (in accordance with Public Law 101-647, Section 231) submitted with the quote, or the offer will be deemed non-responsive.
Given the lead time typically required to complete AMS Catechist certification and a background investigation, would the Government be open to accepting a quote in which both the AMS Catechist certification process and the background investigation are formally initiated within 10 business days of contract award, rather than fully completed and approved at the time of quote submission?
No. The Government requires all offerors to possess and provide evidence of an approved
AMS Catechist Certification at the time of quote submission.
8. Beyond the AMS Catechist certification and background investigation evidence required by RFQ Section 2(f), does the Government require the quote to also include a résumé for the proposed Catholic Religious Education Coordinator and a letter of good standing from a Catholic priest (per PWS Qualification 1) at the time of quote submission?
Yes. Offerors must include both a résumé for the proposed Catholic Religious Education
Coordinator and a letter of good standing from a Catholic priest concurrently with their quote submission.
9. Can the Government provide the anticipated timeline, following contract award, for completion of the background investigation, installation access, and issuance of a
Common Access Card (CAC), as referenced in PWS “Additional Information” #4?
The contract awardee is expected to complete all pre-performance and base access requirements within 30 calendar days of contract award. The exact performance start date will be finalized and mutually agreed upon immediately following award.
10. The RFQ incorporates 52.232-18, Availability of Funds, stating funds are not presently available for this contract. What is the current appropriations status for this requirement, and what is the Government’s estimated timeline for fund availability post-award?
While funds are not presently active under FAR 52.232-18, the Government fully anticipates that formal funding will be secured and available at the time of contract award.
11. Does the RFQ permit the prime contractor to satisfy this requirement through a subcontractor or independent contractor arrangement, provided the individual meets all PWS qualifications?
Yes. The requirement permits the Prime to satisfy the requirement through their subcontractor or independent contractor.
12. 52.212-2, Evaluation, states the Government will consider technical acceptability, price, and schedule, and award on a best-value basis — noting that “the final selection may not be the lowest priced offer.” What are the relative weights assigned to technical acceptability, price, and schedule under this best-value tradeoff?
For the evaluation of the proposed offer, the government intends to assess the multiple factors equally and when combined the winning offeror will represent the overall best value to the Government.
13. Is a contracted personnel or a volunteer currently providing Catholic Religious
Education Coordinator services at Patrick SFB? If a volunteer/contracted personnel has been filling this role, does the Government intend to retain that individual, or is it open to a new candidate meeting the PWS qualifications?
A volunteer has been providing CREC services as the program runs throughout the year.
The Government is open to a new candidate who meets the PWS qualifications.
14. Will the Government provide an overlap or transition period with any current contractor or volunteer coordinator, and will the incoming contractor have access to existing Religious Education curriculum, lesson plans, enrollment records, volunteer rosters, calendars, and other continuity materials referenced throughout the PWS (e.g., PWS “Maintain continuity and Community Group records”)?
Overlap/transition will be provided as well as access to existing curriculum and lesson plans.
15. What has been the historical volunteer recruitment success rate for the Catholic
Religious Education program at Patrick SFB? PWS Task 2 states that if the
Contractor is unable to recruit volunteers, the Contractor is responsible for conducting classes/lessons directly, if volunteer recruitment has been unsuccessful in the past, what is the expected personal teaching load on the coordinator (classes per week, grade levels)?
The recruitment success rate has been about 90% for full time catechists/volunteers, however when a regular catechist is unable to lead a class, we have additional volunteers willing to step forward. We do not have individual teachers alone in a classroom and thus we utilize other volunteers to assist in the classroom if the regular assistant is unable to be there.
16. For planning purposes, can the Government provide approximate current enrollment for Children’s Religious Education (Grades K–12), sacramental preparation classes, adult Religious Education, and Vacation Bible School (when conducted), as referenced in the PWS Scope of Work and Tasks sections?
Approximate current enrollment for Children’s Religious Education (Grades K–12), would be 24, to include the sacramental preparation classes. Recent enrollment in first communion has been approximately 5 and in confirmation approximately 4 annually.
We have utilized online classes for sacramental prep in conjunction with the regular classes as we sometimes have students of various ages/grades needing instruction at their level of understanding. The adult Religious Education program currently has approximately 23 attendees and some of these are parents of the children/youth attending the K – 12 classes. Due to Covid, Vacation Bible School has not been conducted since
2019.
17. Approximately how many active volunteer catechists and volunteers currently support the Religious Education program, per PWS Task 2 (recruiting and training volunteer teachers)?
As catechists and volunteers are required to have background checks, and annual Safe
Environment training, we have been fortunate to have committed members assisting in these programs, six who volunteer regularly and 3 who are willing to fill in as needed.
18. How many Vacation Bible School programs, per PWS Task 5, have been conducted over the past five years, and what has been the average attendance?
Due to Covid, Vacation Bible School has not been conducted since 2019
19. The PWS establishes a minimum of 30 hours per month, with additional hours required for major functions (e.g., Christmas, Easter, Vacation Bible School) per the PWS “Hours of Operation” section. What has been the average total annual hours actually worked by the coordinator historically?
The average number of hours worked annually is a difficult number to pin down as there are higher demanding seasons of the year, administration of First Communion and
Confirmation. The Advent, Christmas and Lent/Easter seasons all have additional requirements to be filled, reconciliation services and coordination of the visit by the episcopal representative of the Archdiocese of the Military Services, USA for the administration of Confirmation. Not having hours logged, but more based upon meeting the tasks of the PWS a best guess would be ~400 – 450 hours.
20. For special events such as Vacation Bible School and the annual volunteer appreciation event referenced in PWS Task 10, can the Government confirm that all associated program materials and event costs are funded through the Chapel Tithes and Offering Fund (CTOF) and/or appropriated funds, and are not expected to be included in the contractor's proposed price other than the coordination?
The events referenced would be funded through the CTOF or APF. APFs are available to support requirements. Curriculum is an APF requirement. Supplies and special events are budgeted through CTOF. They are not expected to be included in the contractor’s proposed price.
