About this file

This Performance Work Statement (PWS) details the procurement of an air compressor system for Patrick Space Force Base Hangar, requiring a comprehensive compressed air solution to support mission-critical operations. The system must include multiple compressor types: a 100 HP QGV Rotary Air Compressor, a 10 HP QOF-10 Oil-Free Scroll Compressor, a 20 HP Reciprocating Air Compressor, a 400-gallon vertical Air Receiver Tank, a 530 CFM Compressed Air Dryer, and a 700 CFM Compressed Air Filter.

The PWS specifies detailed technical requirements for each component, including specific capacity, pressure, and efficiency standards. Installation requirements mandate concrete equipment pads, compliance with SLD45 (PSFB) standards, proper electrical connections by a licensed electrician, and adherence to OSHA and UCF standards. The contractor must provide comprehensive documentation, including technical manuals, warranty documents, dimensional drawings, ISO compliance certifications, and operations training. The equipment must include manufacturer warranties, with a 10-year warranty on certain components and a 1-year full unit warranty. Delivery will be FOB destination to Patrick Space Force Base in Florida, with Base Bioenvironmental Engineering required to perform acceptance sampling before initial use.

Performance Work Statement (PWS)

Air Compressor System Procurement for Parick Space Force Base Hangar

28 Aug 25

1.0 Scope

The objective of this requirement is to furnish and deliver a complete air compressor system suitable for installation and operation. This system shall support mission-critical operations by providing a reliable source of compressed utility and breathing air.

2.0 Background

The hangar operations require a high-efficiency, low-maintenance compressed air solution to support various applications. The system shall include rotary air compressors, an air receiver tank, air dryer, and filtration components, all compliant with USAF standards and energy-efficient specifications.

3.0 Requirements

3.1 Equipment Specifications

The contractor shall provide equipment that meets or exceeds the following minimum requirements:

• QGV Rotary Air Compressor o 100 HP o Capacity: Minimum 466.6 ACFM at 125 PSIG o TEFC motor, variable speed drive, 10-year air end warranty o Sound level: Max 75 dB(A)

• QOF-10 Oil-Free Scroll Compressor o 10 HP o Max Pressure: 145 PSIG o Capacity: Minimum 24.2 ACFM o Integrated refrigerated dryer o ISO 8573-1 Class 0 certified

• Reciprocating Air Compressor o 20 HP o 64 ACFM @ 175 PSIG o Mounted on a 120-gallon tank o ODP premium efficiency motor

• Air Receiver Tank o Capacity: 400 gallons o Max Pressure: 165 PSIG o Vertical configuration

• Compressed Air Dryer o Capacity: 530 CFM o Dew Point: 39°F o Zero-loss drain and diagnostic display

• Compressed Air Filter o Capacity: 700 CFM o Filtration Rating: 0.003 PPM o ISO-compliant housing

3.2 Delivery and Installation

• Delivery shall be FOB destination to the designated USAF facility at Patrick SFB, Florida.

• Installation key requirements o Concrete equipment pads are mandatory, built to applicable codes and SLD45 (PSFB) standards. All compressor equipment must be securely anchored to these pads. Vibration isolation mounts are required “as necessary” to minimize noise and vibration.

o Electrical connections to existing power must comply with all applicable codes and SLD45 (PSFB) standards. A qualified licensed electrician must perform all electrical connections. Dedicated circuits will power the equipment terminating in a wall mount disconnect box using flexible conduit.

Final connections from the compressor to the disconnect box must be made by the compressor installer.

o Air distribution connections to existing air distribution lines must maintain system integrity and efficiency. All air distribution connections both for utility air and breathing air must adhere to applicable OSHA, UCF and (PSFB) standards.

o Air inlet/exhaust louvers must be inspected to verify proper operation, adequate air flow, proper sealing and compliance with applicable codes and PSFB standards.

o Remote monitoring is not required; the equipment’s existing monitoring capabilities should be enabled.

o Piping runs should be secure and installed in accordance with SLD45 (PSFB) standards. Standards to be provided.

o Important considerations; compliance with standards is paramount.

3.3 Documentation The contractor shall provide the following:

• Technical manuals and warranty documents

• Dimensional drawings and maintenance guidelines

• Certification of ISO compliance for oil-free compressor components

• Operations and maintenance training

• Certification of the breathing air system in accordance with applicable OSHA, UCF and SLD45 (PSFB) standards. Acceptance sampling by Base Bioenvironmental Engineering is required before initial use.

4.0 Place of Performance Delivery Address:

Patrick Space Force Base

5.0 Warranty

Equipment must include the manufacturer’s standard warranties, including a 10-year warranty and 1-year full unit warranty, where applicable.
