About this file

This Request for Information (RFI) for Solicitation FA252125QB057 covers maintenance and operational requirements for AFTAC data centers with 57 InRow RP chilled-water units located on the same floor at Patrick Space Force Base. Key details include: preventive maintenance (PM) activities to be performed during normal business hours (Mon-Fri), potential after-hours work restrictions, and specific operational constraints such as no cell phones or Wi-Fi devices in the facility. The contractor will be responsible for supplying filters for the cooling units and must adhere to strict facility access protocols, requiring advance scheduling with AFTAC facilities and security for any equipment entry.

Specific technical requirements involve cleaning drains and coils, with careful consideration needed around the VESDA fire suppression system. Filter changes should follow manufacturer recommendations, and firmware/software updates must be performed as they become available. The document indicates that question and solicitation due dates have been extended, and the contractor must take extreme caution not to trigger the fire suppression system during any maintenance activities. Access to the data centers requires coordinated scheduling and adherence to strict security protocols.

RFI for Solicitation FA252125QB057

1. IOM says that drains should be cleaned using nitrogen. Does the base permit nitrogen in their data rooms for cleaning drains and coils? See response to question no. 8, please.

2. IOM says that filters should be changed as needed. During the walk through we were told that the filters had recently been changed but prior to that it may have been years. Which we have (4) questions.

a.) Are filter changes required in the PM? I would suggest using the PM schedule of the manufacture.

b.) How often do they want them changed? As recommended by the manufacture.

c.) Who is supplying the filters? The contractor d.) IF we are responsible for changing filters, can the filters be stored in data room? According to the data center manager, Yes. (SSgt Morris) The fire code will have to be adhered to if filters are to be stored in the data center.

It’s probably going to depend on how many.

3. We are not permitted to have cell phones, computers or any Wi-fi device in the building.

The PWS requires firmware and software updates on equipment as they become available. Would it be permitted to have bring firmware/software updates on hard drive and upload to Schneider In Row Coolers? No, cell phones or Wifi devices, laptop computers can be brought into the facility, but it will have to be scheduled in advance with AFTAC facilities and AFTAC security.

Unit Locations

4. Are all 57 InRow RP chilled-water units located within a single AFTAC data center at Patrick SFB? AFTAC data centers, there are two, located on the same floor.

Preventive Maintenance (PM) Windows

5. Should all PM activities be performed during normal business hours (e.g., Mon–Fri, duty hours)? Yes

6. Are there any after-hours requirements/restrictions, change windows, blackout periods, or mission schedules we must plan around? Potentially, yes.

7. They said, currently they have filters for these in row coolers. Are we supplying them the filters or are they ordering them and keeping them on site? The contractor is responsible for supplying the filters.

8. With any service comes cleaning are we allowed to use at least pump-up sprays with cleaners in them to clean drains and coils? If we can not use liquid how about blasting the coils with nitrogen to clean debris out of them and the drains. There is a VESDA system

08/29/2025 Accord Federal Servies, LLC located in both data centers below and above floor, whatever method of cleaning the contractor decides, extreme should be taken not to trigger the fire suppression system.

9. Will the deadline for questions be extended?
