Quantities have been removed from the PWS with the exception of the workload indicators in Appendix B. 25PWS and Attachment 3The PWS states that we will get a TO to clear out 2 acres a time. However the CLIN does not line up with this. CLIN xx16 has 10 Acres per 1 unit of issuance. Shouldn’t the amount be 2 acres, with an estimated of amount of issuance at 5 which would equate to 10 acres? With unit of measure being EA?Attachment 3 is correct. The 10 Acres shown in Attachment 3 CLIN X016 column D, reflects the Estimated Annual Amount issued. The unit of issue is provided in column E as price per acre. As shown in the formula for Total Estimate Price (column G), the unit price (column F) is multiplied by the estimated annual amount (column D). Refer to Instructions to Offerors paragraph A. 1. b. for more information.None
26N/ADoes this base have a tree trimming contractor, we did see one during the job walk? If so- is the intent of the special requirement CLINS to assist with tree work in the instance there is a storm or misc trees needing work? Will there be a tree contractor in conjunction with the grounds contractor?Tree trimming is a requierment of this contract and there is no other tree triming contractor. See PWS paragraph 1.7.None
27N/AWill the government provide the contractor with a dumpster for year round for use?See questions 4 and 6None
28N/AWill the government also provide the contractor with a compound in conjunction with the 3,906 SQFT of warehouse space to park Equipment / have employees park? Alongside this, during the job walk we did not get a chance to take a look inside this space. Does this warehouse space also include an office space? Is there a restroom inside for contractor use? Does this space have WIFI?Parking space is available next to the warehouse. There is office space inside the warehouse, but there is no bathroom inside the warehouse. Wifi is not provided by the Government. The only items or services furnished by the Government are those addressed in PWS paragraph 4.None
29PWS para 6.1/6.2We do not see a CLIN associated with 6.1 Phase in and 6.2 Phase out. Is it possible to have a CLIN for this?IAW PWS paragraph 6.1, phase-in is only provide to allow the contractor time to obtain badging and clearances for base access and staging of equipment as needed. As such, there is not CLIN associated with Phase In. Similarly, IAW 6.2, Phase out occurs during the last 30 days of performance and is only for turning in badges and removal of equipment. As such, there is no separate CLIN for Phase-out.None
30PWS section 9I want to confirm that the estimated quantities listed in the chart (section 9) within the PWS is the minimum units required to be performed by the contractor? If so, what if we mow 32 acres +- and we have another 30 acres that need to be done at week since it is not in compliance. Will the contractor be issued a TO for this?
Alongside this, are the estimated workload numbers accurate? IE the bash is 571 acres, Estimated workload is 15 acres per every two weeks. At the estimated rate, the entire growing season will be over by the time we make a full cut cycle on the bash?Section 9, Appendix B, is provided as an idication of work that may be expected annually based on historical data. All services will be ordered via task orders. Please note the estimated work load reflect frequency and not quantity. For example, for mowing the estimated workload is 32 cuts during the growing season as opposed to 9 during the non-growing season.None
31Solicitation page 123In regard to the proposal submission requirements, Can you confirm that we are to also submit the associated excel files with Vol 1? 34Solicitation Page 123Will the Agency consider removing the requirement to fill in unit prices in Section B as this is a duplication of efforts considering pricing is provided in Attachments 2 and 3? Section B pricing is not being required on any other solicitations we have proposed on that provide pricing schedule in Excel format.
Pricing shall be submitted as specified on the Soliciation, Instructions to Offerors. Attachment 2 is requested for calculation of the Total Evaluated Price and will not be incorporated into the resulting contract. As such, Section B pricing shall be consistent with the pricing provided in Attachment 2. (See Instructions to Offerors paragraph A. 1.)None
35Solicitation Page 123Why is there a requirement to write a Technical Capability document if the Offeror has a proven record in the Contractor Performance Assessment Reporting System (CPARS) and a history of DoD awards, which confirms their capability to perform grounds maintenance?
Volume II, Technical Capability is requested for the offeror to demonstrate an understanding of and an approach to accomplishing the requirements specified in the Performance Work Statement (PWS).None
36PWS 1.1.5So that offerors can provide estimated pricing, can the government give a fertilizer ratio so the offeror can obtain quotes for the proposed materials?As shown in PWS Appendix B, fertilization is rarely used due to the various mixture of grasses and or weeds. In most cases, if a task order is issued for fertilization it would be for new sod installation. The standard ratio is sufficient.None
37PWS 1.1.6 and 1.1.6.1Can the government confirm that this section of the PWS is only for controlling weeds and vegetation growing from expansion joints, cracks in the pavement, sidewalks, curbs, parking lots, and pests? Are there other requirements, such as controlling growing weeds in the turfgrass areas?In addition to PWS para 1.6., see para 1.1.2, 1.1.8, 1.2.2, 1.3.2, 1.5 and any other section that references weed and pest control maintenance.None
38PWS 1.1.8The amount per unit of issue on attachment 2 states 5,500 each with an estimated 4 months issued. This would equal 22,000 shrubs, hedges, and other plants trimmed annually. However, 1.1.8 of the PWS states 5,500 annually. Can the government confirm if we are to prune 5,500 shrubs, hedges, and other plants during each service or 5,500 in total annually?The 5,500 represents the over all total number that has to be maintained. The 4 months indicates that this scheduled service is paid quarterly. The offeror is responsible for ensuring the performance thresholds are met at all times during the period ordered. This is a performance based service so the Government does not dictate the frequency of tasks needed in order to meet that performance standard. 39PWS 1.3Is the contractor responsible for providing broadleaf or noxious week eradication in the airfield turf?No.None
40PWS 1.3.3PWS Section 1.3.3 states the airfield light fixtures and perimeter should be maintained between 4- and 6 inches in height. However, Appendix B states these areas should be maintained monthly. Maintaining these areas between 4- and 6 inches in height would require more frequent service. Can the government clarify if Appendix B should be amended? Additionally, PWS Section 1.3.3 states these areas are 300,000 linear feet, and Appendix B shows 300,500. Which is correct?PWS Appendix B provides an idication of the estimated amount of work annually based on historical data for information purposes only. Neither the Government nor the offeror is not bound to these estimates, as the offeror should base their proposal on the frequency of tasks they deem appropriate to meet the performance thresholds. This is a performance-based service so the Government does not dictate the frequency of tasks needed in order to meet that performance standard. 41PWS 1.5Per 1.5 of the PWS, the contractor is responsible for replacing damaged plants and shrubs. Would that be considered interior ditch maintenance once the ground begins to slope down towards the waterline?The top edges are where the horizontal plane and the slope intersect. 2.On attachment 3, Hurricane Disaster Preparation is listed as CLIN 0020. However, in Attachment 2, Hurricane Season Preparation is listed as 0021.
3.On Attachment 3, Xeriscaping, Planting Trees, Shrubs, and Other Vegetative Beds is listed as CLIN 0021. However, on Attachment 2, Xeriscaping, Planting Trees, Shrubs, and Other Vegetative Beds is listed as CLIN 0022.

Additionally, Appendix B states every three weeks during the non-growing season or ten times. Every three weeks during the non-growing season, there would be six services. Can the government confirm the estimated workload for mowing BASH in the growing and non-growing seasons?PWS Appendix B provides an idication of the estimated amount of work annually based on historical data. Is the Contractor permitted to spray fence lines (both interior and perimeter) to prevent vines and vegetation from growing into the fence fabric?Herbicides may be used to prevent 'vines' from growing up into the fence fabric and or onto other structures.None
57PWS 1.1.4This section outlines the Contractor is responsible for removing debris/policing grounds across all 422 improved acres. Can the Government confirm that this paragraph means normal, everyday debris and should the Contractor encounter anything excessive or willfully left by others on base (e.g., construction debris from another Contractor) they will not be responsible for removal? Additionally, will distinction be made for storm-related debris? Meaning, following a weather event, should the base see increased debris (limbs, fronds, branches, leaves, etc) will the Contractor be permitted to bill under CLIN 0019 Emergency and Special Event Services – Debris Removal and Haul Off?The contractor is not responsible for construction debris from another contractor. Normal debris includes storms which are common in Florida. Excesive debris for severe weather events like a tornado and or hurricane would fall under CLIN X019.None
58PWS 1.1.4This paragraph notes the “debris will be discarded in the proper waste or recycling containers”. Will the Contractor have access to the Base’s waste disposal containers or are we to provide our own containers? 59PWS 1.1.5The paragraph notes that “the Contractor shall perform fertilization as required by the specific work order” however Attachment 2 – Total Evaluated Price has a CLIN for 8 acres of fertilization twice annually. Actual quantity of services will be ordered and specified via Task Order.None
60PWS 1.1.5The paragraph states the Contractor is to “apply fertilizer and other soil amendments to bring soil condition to that suitable for the vegetation being treated”. What is the desired grass species of the installation?The desired species is Bahia.None
61PWS 1.1.6This paragraph states that the following pests should be addressed in the Contractor’s Integrated Pest Management Plan: insects, fire ants, moles, chinch bugs, mole crickets, slugs, snails, and fungus. For CLIN -006 Pest and Weed Control in Attachment 2 – Total Evaluated Price, is the Contractor to quote the Government a cost to treat 422 acres for all of these listed pests? For example, turf fungicides are extremely costly chemicals. If the Government requires the Contractor to potentially treat 422 acres on a fungus abatement schedule, the prices would be extremely high. It is our recommendation that these listed pests not be included in the recurring Weed Control portion of the Total Evaluated Price but rather included on the Special Supplies and Services Price Sheet (Attachment 3). If each pest were listed here, the Contractor could price them accordingly and, if a pest problem is identified, the Contractor can report it to the Government and the Government can then order treatment via Work Order.It is not the Government's intent that the contractor treat all improved grounds continuously for all pests and weeds listed. The intent is to inpsect, control and treat when these pest and weeds are present on hard surfaces and vegetative beds. Pest and weed control over and above this level of effort would be ordered as needed under a separately negotiated task order (CLIN X019). 62PWS 1.1.6.1What is the desired grass species? Is the desired grass species the current dominant vegetative species across the 422 acres? If the Contractor is to “restore grounds made barren where weeds are removed” can it be confirmed that the current dominant species is the desired species? This is asked because if broadleaf weeds dominate and we are tasked with seeding or sodding the grounds after we apply herbicide to kill broadleaf weeds, this could potentially be very costly across 422 acres. Alternatively, can the Government confirm that the goal of the Weed Control portion of this contract is to “maintain a professional appearance” regardless of species dominance?The desired species is bahia, but it is not the dominant species. The goal is to "maintain professional appearance" regardless of the species.None
63PWS 1.5The paragraph states the maintenance activities for these areas may include watering.
