Section L Instructions, paragraph 3.6.1

Reference: Section L.3.1 requires offerors to Identify and provide resumes for the offerors proposed key personnel. Resumes are currently within the page limitation as part of the Program Management Section.

Question: Will the Government allow offerors provide resumes as a separate attachment with a page limit of 3 pages each? No. Resumes are counted within the 110 page limit of Volume II

Section L Instructions, paragraph 3.6.1

Reference: Section L.3.1 requires offerors to submit letters of commitment for key personnel that are within the page count.

Question: Please clarify that commitment letters are not counted against the page limitation for the Technical Capability/Risk volume.

No. Commitment letters are counted within the 110 page limit of Volume II

Section L Instructions and Section M Evaluation Criteria, L.3.6.1 and M.3.6.1

Reference: Section L.3.1 requires offerors to Identify key personnel and provide resumes. The Evaluation Criteria {M.3.6.1) does not provide what criteria will be used to evaluate key personnel.

Question: Will the Government describe how key personnel will be evaluated within the Program Management criteria?

The match between key personnel assigned roles and responsibilities and their qualifications and experience reflected in the resumes is considered in the evaluation of M.3.6.1

Section L Instructions, paragraph 1.8

Reference: Section L.1.8 states "All segments of the document that are primarily text shall use single‐line spacing and 12‐point Arial font. Text inside graphics, matrices, spreadsheets, focus boxes, and tables shall use single‐line spacing and shall be 10‐ point Arial font.

Otherwise, text may be used sparingly to describe the depicted pictures or graphics and shall use single‐line spacing and be no smaller than 8‐point Arial font."

Question: Please clarify that "text may be used sparingly to describe the depicted pictures or graphics and shall use single‐line spacing and be no smaller than 8‐point Arial font" is referring to captions.

Offerors shall not include lengthy blocks of 8‐point Arial font text inside (within) graphics and tables. Captions are external to graphics and tables and thus shall be 12‐point Arial font.

Solicitation

Reference: Per June 7, 2023 Q&A delivery line number 725 reference that the anticipated proposal development period is approximately 40 working days.

Question: Given the relatively significant number of changes between the Draft RFP and Final RFP deliverables, would the government consider extending the response due date to the 40 working days outlined in the previous Q&A responses. This will give non‐incumbent offerors time to process the changes and modify our response approaches as outlined by the changes.

No, the Government does not consider the changes to the final RFP to be significant enough to warrant an extension. Any extension would be set forth through the amendment process.

6 Solicitation CLIN X010

Reference: In the Section L 15.2 attachment the Work Breakdown Structure, the travel and training PWS items in lines 233‐244 are designated at CLIN X010, however they are listed as the CLIN Type FFP, instead of CR.

Question: Can the government clarify which price arrangement the travel and training scope will be classified as during execution? The Travel/Training CLIN is CR. WBS will be updated.

7 Performance Work Statement Section 1.5

Reference: Government Property: PWS 1.5 provides that the contractor is to manage all Government Property (including GFP, incidental and CAP) pursuant to FAR 52.245‐1.

Question: We assume this applies for all contract types, unless agreed otherwise in a specific Task Order. If this is not the case, please explain. Correct. It applies to all contract types.

8 Solicitation Insurance Requirement

Question: Recognizing the specific insurance necessary or appropriate for a Task Order may vary, we assume FAR 52.228‐7 applies to all task orders, unless otherwise agreed in a specific Task Order. If this is not the case, please explain. Correct.

9 Solicitation Inspection Requirement

Reference: The RFP includes numerous inspection clauses.

Question: What inspection clause applies to the enterprise management services ‐‐ or is this to be agreed for specific Task Orders?

With the exception of Construction, all inspection clauses pertain to all task orders associated with its respective CLIN type.

10 Solicitation Liquidated Clauses

Reference: The RFP includes FAR 52.211‐12 Liquidated Damages—Construction.

Question: We assume the level of liquidated damages, if any, would be agreed for a specific Task Order. If this is not the case, please explain. Correct.

11 Section F & Attachment 6

Reference: The CLIN period of performance listed in Section F does not align with the evaluation periods listed in Attachment 6 Annex 3.

Question: Please clarify the CLIN period of performance.

The period of performance is as indicated in Section F. Attachment 6 Annex 3 refers to the evaluation period associated with any award fee earned during contract administration.

12 Solicitation Payment of Fee

Reference: The solicitation does not mention of how the fixed fee is paid.

Questions: 1) Is the fixed fee portion paid monthly?

2) Is there a monthly provisional fee payment for the award fee portion?

1) Fixed Fee will be paid per invoice. 2) Any award Fee earned will be paid in one lump sump via a task order.

13 PWS section 5.5; Appendix 1 Work Load Factors

Reference: For the 50,000LF of copper cable outside plant cable to be installed.

Question: Can the number of conductors (i.e. 25 pairs,50 pairs, 100 pairs, 200 pairs) per cable please be identified to help establish a basis of estimate?

23 Past Performance Questionnaire (PPQ)

Reference: The current version of the Past Performance Questionnaire does not contain editable fields.

Question: Will the Government please provide a copy of the PPQ that allows customers to complete the appropriate fields either in MS Word or in a PDF file? Yes.

24 Solicitation Section H‐3 ‐ 3.2

Reference: The SFRC Task Order Process presented by USSF at the SFR MFT on 3 May 2023 provided a detailed and helpful explanation of the task order process, including a step by step explanation.

Question: We assume these terms are intended to and would apply to the TORP process in the Range Contract, which is included in Section H.3.2 of the RFP. For clarity, we request that the language in Step 5 – Contractor Reviews TORP and in Step 6, CO Issues Task Order, both be included in Section 3.2 of H‐3. H‐3 is sufficient as is.

25 Section L ‐4.1 and Section L Attachment 7

Reference: Section L.4.1 requires Offerors to submit the Small business Participation Commitment Documents (SBPCD) using the provided template in Section J ‐ Attachment 7. This template is a non‐editable PDF file that has 12 point Times New Roman font.

The instructions within the template state that the offeror cannot create their own template.

Question: Please confirm that offerors can recreate this template into a MS Word document using the required 12 point Arial font for text and 10 point Arial for tables.

Yes, Offerors may recreate/convert the document into an editable version utilizing required fonts.

26 Small Business Subcontracting Plan

Reference: Offerors are required to submit the Small business Participation Commitment Documents (SBPCD) using the provided template in Section J ‐ Attachment 7. Section 4.6 requires offerors to address the type of performance data that will be accumulated and for offerors to propose quarterly reporting. Section J ‐ Attachment 7 does not provide a field for offerors to address this requirement.

Question: Please confirm that offerors can add this section to the back of the required template.

The SBPCD (attachment 7) will be updated to include a section where offerors can provide the type of performance data that they will accumulate for the quarterly reporting.

27 Section L ‐L.4.6 and Section L ‐ Attachment 7

28 Section L ‐ 3.5.2

Reference: Section L.3.5.2 requires offerors to describe how the Offeror plans to manage Giver/Receiver relationships and potential impacts between the CTRS baseline and future baseline capabilities.

Question: Please define more clearly "giver" and "receiver".

Questioned text appears in L.3.5.3, not L.3.5.2. In this context the giver and receiver refers to relationship between SFRC and the Third Party Developers. During initial phases of a project the SFRC contractor may act as giver when providing LTRS technical data required by the Third Party Developer acting as receiver. Later, during integration and turnover, the Third Party Developer acts as giver of a developed end item and supporting technical data to the SFRC contractor as a receiver in their capacity as eventual operator maintainer.

PWS section 1.3.4.5 Security Compliance and

1.3.7.4.4 Risk Management Framework (RMF)

Compliance

Reference: Section 1.3.4.5 requires offerors to manage the security of classified and unclassified DoD information, Critical Program Information (CPI), and Controlled Unclassified Information (CUI) in Reference Libraries per assigned DoD Impact Levels, and Section

1.3.7.4.4 requires offerors to manage all SFRC systems, accreditation enclaves and TPD projects must undergo Assessment and Authorization (A&A) through the Risk Management Framework (RMF) process.

Question: Can the government provide an estimate on total # of enclaves per region and the number of ATOs (ATCs and IATT) the SFRC contractor will be responsible for? This will help us provide a better Firm Fixed Price the for the effort required to support security compliance requirements.

There are 15 ER enclaves and over 40 ATCs/IATTs that the SFRC contractor will be responsible for ensuring the accreditation packages are delivered in the RMF format and Govt identified templates (i.e.

HW/SW lists, PPSM, etc.). Once all packages meet the RMF and Govt template requirements, all new accreditation packages will be required to sustain that format. The contractor would be expected to deliver RMF accreditation packages 60 days prior to Authority to Disconnect (ATD).

Each enclave ATO, ATC and/or IATT is delivered an ATD upon approval from S6 Authorizing Official (AO).

Since the conversion is already being completed the expectation would be that instead of receiving DIACAP packages, the contractor would be delivering the packages meeting RMF formats. Currently there are 15 ITIPS records, one for each enclave and they are all up‐to‐date. The LISC contract is still on DIACAP and all of their accreditation packages delivered to the Government are delivered in the DIACAP format. There is only one package in an RMF format ( RSHP). The DIACAP packages are being converted into RMF by the SE&I Cyber team before being submitted to S6 for review and approval.

Section L, Para 7.3 Solicitation/Representations and Certifications, pages 22 and 23

Section L, Para 7.3 states “The resultant contract will include the signed Sections A through K, and each of the Attachments identified in Section J, including the Offeror’s Small Business Subcontracting Plan.” Also, in Section J, Attachment 08, page 98 it is shown as “RESERVED.”

Question:

Does the Government want a SB Subcontracting Plan submitted with the Proposal? If so, where will the SB Subcontracting Plan reside in the proposal?

Yes, the SB Subcontracting Plan shall be included in the Offeror's proposal. It should be included in Volume 6, Contract Documentation as required by Section L7.3.

Section L, Para 7.4 Mission Essential Contractor Services Plan, page 24.

Based on the Section L paragraph numbering the Mission Essential Contractor Services Plan should be paragraph 7.5 and the paragraphs that follow should be numbered sequentially 7.6 through 7.11.
