BMP Requirements

A.1

General Conditions and Ground Rules Applying to All Discharges

1. There shall be no discharges directly to surface waters.

2. There shall be no discharges directly to storm water conveyance/treatment systems unless stated in the specific BMP.

3. All discharges shall be directed to grade or a “Department Approved” facility.

4. Discharges to grade shall cause no erosion.

5. Discharges to grade shall not indirectly flow to surface waters.

6. Discharges to grade within 75 feet of any subsurface well cannot occur without prior approval of the Department

7. Exceptions to the above conditions/rules shall be per specific approval of the

Department.

8. All discharges shall meet requirements of the Underground Injection Control regulations. (See section D.1)

9. For all wastewater discharges, a process has been adopted by the 45 SW to evaluate the proper disposal of the discharge. A Process Waste Questionnaire (PWQ) is completed by the generating organization and either approved or denied with a technical response package by the Air Force or its designated contractor. Generators should contact 45 CES/CEIE or ESC for more information and assistance on completing the

PWQ. Wastewater discharges are not permitted without approval through this process.

B.1

Surface Cleaning/Washing/Wet Blasting Operations for Painting Preparation and Corrosion Control

Description: Water washing and water/wet blasting operations for surface cleaning of buildings, fixed and temporary structures, MLPs, and non-wheeled gaseous tube banks or other equipment/structures.

Frequency: No more than once per year of buildings/structures as part of preparation for painting, once per launch flow for MLPs, and once per six-month period for gaseous tube banks.

BMP: If no coating loss is anticipated, washdown water is drained to adjacent dry ground areas (no erosion) where it percolates. Spray nozzle pressures will be adjusted to preclude paint/coating removal.

If paint or coating is removed, stop operation and contact the 45 SW Environmental Office immediately.

If coating loss is anticipated then:

A. Sampling

1. TCLP Metals and PCB analysis shall be conducted

2. If coating/ paint can be proven non-hazardous (previous analysis, process history/knowledge, etc.) then sampling may be disregarded B. Record Keeping Analysis, sample locations, and dates will be retained by contractor and available for a minimum 3 years from date sample results are reported by the laboratory.

C. If TCLP and PCB analysis DOES NOT exceed limits for hazardous waste characterization:

1. Discharge will be screened by a 40 micron (or finer) filter mesh.

2. Any solid waste collected will be contained and disposed of in an approved manner as non-hazardous.

3. Any liquid waste water must be:

a.) Released/directed to grade without erosion to the area, that is at least 75 feet from any wells in the land (grade) application area, and without runoff to surface waters or wetlands, or b.) Collected and released to grade at another Wing site, or c.) Collected and disposed of as industrial wastewater in a

FDEP approved treatment facility.

D. If TCLP and PCB analysis EXCEEDS the limits for hazardous waste characterization:

1. Prior to selecting water blasting operation, alternatives which ensure complete containment of debris must be considered.

Examples include: hand scraping, chemical removal, dry abrasive, etc. All waste generated by these methods will be analyzed and disposed of IAW RCRA regulations.

2. If using water blasting is justified operations may be conducted per the following requirements:

a.) Waste streams, both solid and liquid, generated by the operation are hazardous waste and must be properly and fully contained on site and must be managed and disposed of per RCRA regulations b.) An exception to the above requirement is, after containment:

i.) Solids may be separated from the waste stream by filtering, collecting, and disposing of as hazardous waste per RCRA ii.) The filtered liquids waste stream may then be sampled for TCLP constituent(s). If sample results indicate non-hazardous then a request can be submitted to the Wastewater Operator for disposal to the sanitary sewer.

iii.) If sample results indicate hazardous waste, then the water must be disposed of per RCRA requirements.

Regulatory Coordination:

No permit required. The database will be maintained to identify all known locations.
