RFP Section Paragraph
SOW/Technical Specification/Drawings paragraph/page Section 32 17 23, paragraph 3.1.5
Other (Specify) _Statement of Work, Item 6e
Question: Specification Section 32 17 23, paragraph 3.1.5 and Statement of Work, Item 6e differ in the minimum number of readings required for an acceptable average (10 readings versus 4 readings). Please clarify the number of readings required to be used for an “acceptable average”.
RESPONSE: Retroreflective measurements of the test strip and production markings will be taken in accordance with Specification Section 32 17 23 paragraphs 3.1.5 and 3.4.6 respectively. (The SOW, dated 31 AUG 2021, paragraph 6.c and 6.e, has been revised for this correction.)
SOW/Technical Specification/Drawings paragraph/page _Section 01 11 00.00 30
Other (Specify) Paragraph 1.11.4
Question: There may be a small amount of materials/debris/solid wastes left over after filtering of the water using in the washing process. Paragraph 1.11.4 states that materials and debris shall be disposed by contractor at a C&D State approved disposal site. Please confirm this is acceptable for the wash debris solids.
RESPONSE: When applied, all pavement markings indicated for removal or pressure washing in this project met FS TT-P-1952. Given this, for bidding purposes, the contractor is to assume that the debris from the removal or pressure washing can be disposed of at a C&D State approved disposal site.
However, prior to removal of the existing striping, the contractor is to perform Toxicity Characteristic Leaching Procedure (TCLP) testing on a representative sample of the existing markings. Likewise, prior to disposal of debris from the pressure washing operations at an off-base C&D disposal site, the contractor is to perform Toxicity Characteristic Leaching Procedure (TCLP) testing on a representative sample of the debris from the pressure washing operation. The contractor shall immediately notify Contracting Officer if the TCLP test values indicate the debris cannot be disposed at a C&D disposal site. Also, regardless of the test values, contractor shall submit all TCLP test reports to the Contracting Officer for 45 CES/CEIE review. (The response above has been added to the revised SOW dated, 31 AUG 2021.)
SOW/Technical Specification/Drawings paragraph/page SOW - General
Other (Specify) _Airfield Operations
Question: Will the Airfield be open and operational during pressure washing and painting activities?
RESPONSE: The airfield is open based on PPR (prior permission required). Aircraft need to coordinate permission in order to land/depart from this location. Aircraft operations are normally coordinated days in advance. All aircraft operations will be coordinated with the contractor. Any interruptions to airfield marking project are to be accounted for by the 10 non-dig/access days. Airfield is attended by airfield management Mon-Fri 0800-1600L.
Exceptions may be approved, but in general, the work hours for the contract shall be Mon-Fri 0800-1600L. (The information in this response had been added to the General Notes of the revised SOW dated, 31 AUG 2021.)
