Dorm Security Cameras Solicitation Number: FA252119QA005
Question & Answer 10 July 2019
Q1: We do not see the camera placements on the plan sent, is there a separate plan that shows the camera locations possible on the electrical plan. Do you need us to place these camera locations?
A1: See attached drawings (Attachment 1). Note: These are only suggested locations, not mandatory. Facilities are mirrored. Suggested locations for 505 are the same as 506.
Q2: Can you tell us the location of the IT room and the existing rack layout, or does the NVR reside somewhere other than IT rack?
A2: Building. 505, room #115 and Building. 506, room #115. There is no existing rack space available, so you will need to provide and install a Chatsworth CUBE-IT cabinet (or approved equal) in each CC (per the RFQ). Each CC is a standalone system and gets an NVR/VMS Server dedicated to the devices for that particular building and optional associated parking lot(s). The systems will be connected via fiber or wireless, so all video signals will be able to be viewed by the single Monitoring Station. Each building will have a dedicated monitor for viewing their respective cameras at the station.
Q3: Is there existing cable tray available for use?
A3: No, you will have to install any necessary cable tray and J-Hooks required per the
RFQ.
Q4: Will cable be installed above existing ceiling?
A4: Yes
Q5: SOW requires cameras to have 128GB SD card and requires storage of 8 hrs at 30 FPS. Does the 128GB micro SD card meet these storage requirements?
A5: Yes
Q6: Regarding the battery backup design, can you confirm that you require each camera to get a designated power cell to keep it on during power outage and that they must record locally to their SD card and then drop footage onto NVR once power is restored?
A6: Yes, each camera must remain powered up and recording locally for at least 8 hours in the absence of mains power. Once mains power is restored to the respective NVR, the NVR will reach out to each camera and transfer all locally stored video back to the NVR’s/VMS Server’s hard drives.
Q7: Do we need to add more electrical circuits and outlets to power monitoring system?
If so can the new electrical wiring be surfaced mounted? Can you provide electrical as-built drawings?
A7: No additional electrical outlets are required for the Monitoring Station, since all of the components will be plugged into the APC Pro 1500 (or approved equal) specified in the RFQ. New electrical outlets are required in each communications room to be installed in each Chatsworth CUBE-IT cabinet (or approved equal) and that conduit can be surface mounted for those circuits.
Q8: Per the site we are to add cameras in 3 parking lots as an option. Can you provide as-built drawings for each parking area? Also can you advise if there is underground conduit that can be used to run low voltage wires or can the cameras be wireless?
A8: No as-built drawings required, prior to installation. Each parking lot will utilize a single light pole to mount the equipment to for coverage. All video will be streamed back to the main building(s) via PTP or PTMP Wireless Access links (Siklu or approved equal). There are no available empty conduits to those 3 poles, nor will any underground trenching or boring be allowed to install new conduit and fiber optic cables. A BTU Research SolidSwitch (BTU-SS-150W/1400Wh/L3 or approved equal) will be utilized to power up the 3 cameras and access point on each light pole. You will be required to tie the SolidSwitch into 120/240V electrical power at each pole. The cameras will be two 5MP IR motorized varifocal bullet cameras (lens tbd per install location) Avigilon 5.0L- H4A-BOx-IR(-B)* (or approved equal) and a pendant mount 2MP PTZ 30x zoom Avigilon 2.0C-H4PTZ-DC30 (or approved equal) mounted on each of the 3 poles. These particular cameras will be lowlight IP66/IK10 or IP67/IK10 rated. Each camera will be the same brand and have the same attributes as the others on this project. They will require a 128GB micro SD card installed in each one for local storage, as every other camera in this project requires.
Q9: Can you provide as-built structural, electrical and mechanical drawings?
A9: No, those documents not available at this time.
Q10: Can you post sign in sheet from site visit on 7/8/19?
A10: See Attachment 2- Sign-n Sheet.
Q11: Is there a communication link from building 505 and 506? If so can you provide location of each end point in building 505 and 506 and exterior pull box location? Please provide photos of each location.
A11: There is an old conduit system between the buildings, however there are no viable as-built drawings or empty conduits within it. There is one conduit with old unused cables in it, but we cannot guarantee the condition of the conduit. If you wish to try and utilized it, you will have to remove the cables yourself and then inspect the entire length of it to guarantee that it is still viable and in usable condition without any damage throughout. Your other option is to utilize the wireless option stated in the RFQ.
Q12: Is there a firewall between the ceiling/wall?
A12: Yes
Q13: Is there concrete all the way up to the ceiling that we will have to drill through.
A13: Yes
Q14: In order to get cameras outside we will need to drill through the walls- need to make sure this would be approved.
A14: Yes
Q15: Would we be doing the network install or would switches be provided by the military for security purposes?
A15: You will, per the RFQ.
