QUESTIONS AND ANSWERS
Ref: FA252118R0012 Simplified Acquisition of Base Engineering (SABER), Patrick AFB, FL
Question 1. Is teaming of a Prime/Sub allowed? If yes, will the past performance of the sub be allowed and evaluated?
Answer 1. Yes, teaming is allowed (see answer to question 7 below) within the 8a teaming regulations of the SBA. As to the past performance portion of this question: As long as the Subcontractor will perform major or critical aspects of the project, then the past performance is allowable for evaluation. In accordance with FAR Part 15.305Propsal Evaluation (a)(2) past Performance Evaluation (iii); the evaluation should take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition.
Question 2. Can a completed CPARS be submitted in lieu of your PEQ? Most of our CO’s are not interested in filling out PPQs when they’ve already completed a CPARS.
Answer 2. We ask that you request PEQs from your COs. If they are refusing, provide the CPARS information as well. Our agency will pull and review all CPARS in addition to PEQs.
Question 3. We have Past Performance Questionnaires, signed by our Government Clients, on the standard NAVFAC/USACE PPQ form. We’ve recently collected these from our clients for other proposals. In an effort to lessen the burden on our Government clients, especially at year-end, can we submit these forms in lieu of sending out a reference package for very similar information to the same people?
Answer 3. For competition purposes our evaluation team requires a standard PEQ from all offerors to evaluate. We understand that the identified form in the question is similar, but there are differences. We apologize for the inconvenience this may cause you and your Government Clients.
Question 4. As far as a site visit is concerned, it is just whenever the contractor wants to schedule a time? I called the person listed in the solicitation as the POC for site visits, he said he was unaware of this and to contact the contracting POC.
Answer 4. Site visits will be scheduled per task order and Amendment A00002 reflects this information under clause 52.236-27.
Question 5a. The SF1442 states that an offer guarantee (Bid Bond) is required, yet Section L Volume II para d. states “Offeror shall provide a letter from a surety attesting to bondability of $5,000,000. Is a bid bond required, or just a bonding capability letter?
Answer 5a. We require a bond capabilities letter for this solicitation, as identified in section L.
Bonds will be required for individual task orders upon contract award. In Amendment A00002 the bondability amount has changed from $5,000,000 to $8,500,000 under section L.
Question 5b. P&P bonds are required 10 days after award. For the August 16th proposal due date is there any other requirement for bonding aside from the bonding letter from the bonding agent/surety?
Answer 5b. We require a bond capabilities letter for this solicitation, as identified in section L.
Bonds will be required for individual task orders upon contract award.
Question 6. The solicitation states: “Each volume of the electronic proposal shall be in its own subdirectory on the CDROM, sequentially labeled Volume 1 through Volume 3.
Proposal Table of Contents file (TBLCONT.PDF). This file serves as a table of contents for the proposal information. The offeror shall provide the capability to “jump” from this file using hypertext links to all other PDF files on the CD-ROM. Also include the list of key terms used in the proposal with their definitions, and a list of acronyms and abbreviations used in the proposal. His should be prepared in Microsoft Excel and must cross reference to Section B, CLINs. All of the cells should show the calculations and be unlocked”
It is the Government’s intent for a separate file on the CD to be a table of contents of the volumes of the CD? And this table of contents should be navigable to each document? This table of contents document should also include a list of key terms and acronyms and abbreviations? Or is this information just to be included in each volume individually? Also, the last 2 sentences don’t seem to make sense. The Table of Contents is supposed to be a PDF file, however it should also be an Excel spreadsheet that cross references to the Bid Schedule? Would the Government please clarify the intent here?
Answer 6. Each volume shall be submitted in electronic format. All reference to CD-ROMs have been removed. Please submit electronically only. Section L will be amended to reflect this change.
Question 7. Can the Government please clarify what they consider the “Geographical Competitive Area in the following statement on the SF 1442: THIS ACQUISITION IS BEING ISSUED AS AN 8(a) SMALL BUSINESS SET-ASIDE WITHIN THE
GEOGRAPHICAL AREA SERVICED BY SBA FLORIDA DISTRICT OFFICE, AND
OTHER 8(a) CONSTRUCTION FIRMS WITH A BONA FIDE PLACE OF BUSINESS
WITHIN THE GEOGRAPHICAL COMPETITIVE AREA, AND THE ASSIGNED
NAICS CODE. 8(a) FIRMS NOT MEETING THIS CRITERIA WILL BE DEEMED
NON-RESPONSIVE AND INELIGIBLE FOR AWARD.
Answer 7. This acquisition falls under SBA South Florida District. If you have questions on the geographical area service by SBA South Florida District, please contact your SBA. The word South has been added to Amendment A00002.
Question 8. Is there an incumbent 8(a) or other small business incumbent for this IDIQ? If so what is the name of that contractor?
Answer 8. Yes, the incumbent is Atlantic Icon Corporation
Question 9. How can I obtain a set of drawings for the Patrick Air Force Base project?
Answer 9. No base drawings are available. A SABER contract is a Task Order type and a typical TO have a design/shop drawings that is up to 30%. Task orders may be assigned upon award.
