Statement of Work (SOW)

For

Technical Range ArChitect Engineering Services (TRACES)

Dated

REVISION 1

1 Dec 2017

1.0 SCOPE

This Statement of Work (SOW) describes the requirement for Title I, Title II, and Other Architectural and Engineer (A-E) Services and limited Design/Build Construction Services, for the 45th Space Wing (45 SW) under an indefinite delivery/indefinite quantity (IDIQ) contract. Specific project requirements will be outlined in the individual task order (TO) descriptions and in subsequent pre-design meetings. The locations of services to be provided potentially include all 45 SW assets: Cape Canaveral Air Force Station FL (CCAFS), Patrick Air Force Base FL (PAFB), Jonathan Dickinson Missile Tracking Annex-FL, Malabar Missile Tracking Annex-FL, and Ascension Auxiliary Airfield-South Atlantic. However, the majority of the work will occur at CCAFS and PAFB. The Government will provide approximately 5000 S.F. of net office space located on Cape Canaveral Air Force Station (CCAFS) for use by the contractor in accomplishment of this contract.

2.0 REQUIREMENTS

2.1 GENERAL

The Technical Range ArChitect Engineering Services (TRACES) contract consists of furnishing all materials, labor, and equipment to supply services such as but not limited to project management, engineering programming, engineering studies, engineering design and review, environmental compliance support, testing, inspection, cost control, scheduling, cost estimating, life-cycle cost analysis, economic analysis, energy management and business plan development and analysis, and limited design/build construction services. These services shall support a continuous need to maintain, repair, modify, and construct critical launch facilities, launch support facilities, utilities and ground systems to meet both continuing and changing mission needs.

2.1.1 Facility Types

The services shall be performed on a variety of facility types including launch complexes and support facilities, spacecraft payload processing and support facilities, associated critical space-lift support facilities, administrative facilities, base utility infrastructure and other industrial and commercial facilities.

2.1.2 Staffing

The Contractor shall provide services to include but are not limited to engineering services as planning, design, study and analysis, environmental permit documentation and tracking, drafting and documentation, document revision and maintenance, cost estimating, construction surveillance, project coordination, support and scheduling, quality control, testing, inspection, restricted area escorting, surveying, security program support, energy program support and construction. Personnel performing tasks for the TRACES contract are expected to be readily available for all meetings, conferences, and discussions as required. All project documentation such as but not limited to project orders, and invoices will be picked up from, and delivered to, the Government provided on-site office. All key individuals should expect to attend, at a minimum, weekly status meetings, all design review meetings and any emergent/urgent meetings. Travel expenses will not be authorized for meetings scheduled at CCAFS or PAFB.

2.1.3 Workload

Based on the historical amount of work performed in the past, the contractor can expect to process 35-65 Design-Phase Title I service task orders per year, shall provide Construction Phase Title II services for 30-50 projects per year, varying in complexity and duration and Other A-E services for 3-10 projects per year. Design/Build Task Orders will vary depending on the need and determination. However, this number of project task orders is not guaranteed by the Government.

2.1.4 Government Furnished Property/Equipment/Services (GFP) (GFE) (GFS) The Government will provide approximately 5000 S.F. of net office space located on CCAFS for use by the contractor in accomplishment of the TRACES contract. Unless otherwise stipulated in the contract schedule, these facilities will be provided on an “as-is” and no-charge-for-use basis. Utilities and building maintenance services will be made available to the contractor at no charge at the same level as provided to other Government facilities. The Government retains the authority to modify or realign facilities and space provided to the contractor based on mission or personnel requirements, and to reduce or modify utility and maintenance services provided to all Government facilities. The Government will provide fire protection, janitorial services, security services and emergency medical services for the Government furnished office space located at

CCAFS.

2.1.5 Contractor Furnished Property/Equipment/Services

The contractor shall provide all property, equipment and services required to perform work to include but not limited to telephone equipment and services (local/long distance, internet), computers, cell phones, plotters, printers, and any remaining property, equipment or services not provided by the Government at contractor’s own expense.

2.1.6 Government Interface

The primary interface with the Government will be with the Requiring Activity, 45th Civil Engineer Squadron (45 CES) and the 45th Contracting Office (45 CONS).

Additional interface will be required with other Air Force personnel, and contractors.

2.1.7 Data Requirements

2.1.7.1 General Requirements

All deliverables shall be provided in native electronic format (AutoCAD, Word, Excel, etc.) and in PDF format and hard copy, reduction shall be such that all printing is legible and reproducible. Electronic format and the required number of hard copies will be specified in each individual task order. Supporting data or report tables shall be provided in spreadsheet format (Excel or as specified in the task order). Specifications shall be provided in Word, or as specified in the task order, and in pdf. Pdf file shall be created directly from Word. Cost Estimates will be provided in Excel and in PDF. The following software versions are acceptable. Approval is required for higher versions due to AF restraints/ requirements.

2.1.7.2 Survey Requirements

Survey drawings shall be provided in digital format (AutoCAD Civil 3D).

Information should be provided in separate layers/levels as specified by GIS/GeoBase Development Manager and in at least the same degree of separation as the design drawings that were provided. Designation for naming of layers/levels shall adhere to current DOD, A/E/C CAD Standards with strict adherence to layer format. https://cadbimcenter.erdc.dren.mil/ New like items shall be contained in the same levels to permit easy conversion to ArcGIS layers.

All Civil features contained within the drawing package shall be drawn in ArcGIS layers conforming to the most current SDSFIE schema standard. All applicable attribution will be filled in prior to final delivery. Layers will be in shape file, personal geodatabase or file geodatabase. Upon completion of survey, the as-built drawings will be certified by professional licensed surveyor.

2.1.7.2.1 Horizontal Reference Datum

All surveys shall be referenced to WGS1984 17 North UTM (G1674) – 2012 aligned to with ITRF08 (epoch date 2005.0), unless specified otherwise by the GIS/GeoBase Development Manager.

2.1.7.2.2 Vertical Reference Datum

All surveys shall be referenced to EGM96, unless specified otherwise by the GIS/GeoBase Development Manager. The survey shall include a description of the reference benchmarks from which the EGM96 has been determined.

2.2 SPECIAL REQUIREMENTS

2.2.1 Information Protection

2.2.1.1 Internal Information

The contractor shall maintain separate data files for Title I Services including:

Professional Engineering or Architectural Services, Technical Engineering Services, Cost Estimating and Cost Control System, and Engineering Services;

and Title II, Construction Inspection Services. The contractor shall ensure that processes are established to prevent data from Title II service files from being disclosed to Title I service providers. The Government considers the sharing of Title II service information with Title I service providers to be a Conflict of Interest. The Government reserves the right to inspect files for compliance and take enforcement action under FAR Subpart 9.505, Organizational and Consultant Conflicts of Interest.

2.2.1.2. Third Party Information

The contractor shall not disclose information of any kind on project Task Orders (TO) awarded under this SOW to third parties unless authorized in writing by the (CO). The Government considers all such information to be protected Unlimited Government Data Rights under DFARS Clause 252.227-7022.

2.2.2 Response Time

Upon emergency notification for hurricane or other disasters by the Contracting Officer (CO), the Contractor shall respond within 4 hours with a plan and be on site within 24 hours in order to deploy engineering and construction management personnel to the various locations described above. The contractor may be tasked to assist in performing a comprehensive facility damage assessment as required. Since CCAFS and PAFB are the primary location for services pertaining to this contract, expenses will only be paid to transport personnel from CCAFS or PAFB, to the anomaly site. If the anomaly is at CCAFS or PAFB no travel expenses will be authorized. During non-emergency times the response time will be dictated by each negotiated Task Order.

2.2.3 Contractor Manpower Reporting

The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Architect-Engineering and Inspection Services via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address https://afcmra.dmdc.osd.mil. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the ECMRA help desk. Uses and Safeguarding of Information:

Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor’s name and contract number associated with the data. Contractors can visit https://cmra.army.mil/help/help.html to review user manuals and gain an understanding about the data fields that will be included in the reporting. Applicability: The reporting requirement applies to all contracted services, provided the organization that is receiving or benefiting from the contracted services is a Department of Defense organization, including reimbursable appropriated funding sources from non-DoD executive agencies where the Defense Component requiring activity is executive agent for the function performed. The reporting requirement does not apply to situations where a Defense Component is merely a contracting agent for another executive agency.

2.3 AWARD OF INDIVIDUAL PROJECTS

2.3.1 Task Order Precedence

The Task Order provides specific guidance and instructions for each project. The details contained in the TO may be more restrictive then the SOW and therefore would take https://afcmra.dmdc.osd.mil/ https://cmra.army.mil/help/help.html precedence. All provisions of the contract SOW remain fully applicable to the individual project unless more restrictive requirements are listed.

2.3.2 Fee Proposal

Upon receipt of a Request for Proposal (RFP), in accordance with Section H Ordering Procedures the contractor will prepare a proposal, using the negotiated rates. The proposal shall be submitted for each individual TO utilizing a standard template created by the contractor. These documents will be submitted to the CO or designated contracting specialist by the date in the RFP. Should additional time be required a request should be submitted in a timely manner.

2.3.3 Task Order Issuance

Following successful fee negotiation, 45 CONS shall issue a TO. The contractor will begin work in accordance with this SOW and the TO instructions. Projects will be identified and TOs issued on an “as needed” basis. 45 SW does not guarantee more than the minimum award amount stated in the Request for Proposal (RFP) and award.

2.4 CONTRACT PERFORMANCE TIMES

Performance times for individual projects will be established in TOs and will vary with complexity, urgency, and submittal requirements of each project.

2.5 DETAILED TASKS

2.5.1 Areas of Experience

The Contractor shall be experienced in industrial, commercial, military, aerospace design and construction practices and shall provide complete and timely services. The Contractor’s efforts shall include such services as project management, engineering programming, engineering studies, engineering design development and review, environmental planning, environmental permit application preparation and certificates of completion, subcontracting, testing, inspection, documentation, cost control, scheduling, cost estimating, energy management, escorting, surveying, BUILDERTM Sustainment Management System, and business plan development and analysis. The Contractor shall provide all personnel, equipment, tools, materials, supervision, management, services, and resources to perform the tasks as specified in this statement of work.

2.5.2 Specialties

The Contractor shall provide an experienced and knowledgeable staff capable of performing various engineering tasks to include but not limited to civil, electrical, mechanical, structural, architectural, roof and envelope design, urban and regional planning, landscape architecture, interior design and space planning, fire detection and protection, lightning protection, physical security features and systems, acoustics, electromagnetic and radio frequency interference shielding, welding, power production, lighting, control systems, safety, environmental protection, corrosion control, water treatment, airfields, specification preparation, drafting, document control, condition assessments, construction management, and construction surveillance.

2.5.3 Security Clearance

All contractor personnel identified in 2.5.5 involved with specific projects requiring a SECRET security clearance will have the required clearance. At a minimum, the Project Management personnel and the Construction Manager shall have secret clearances.

2.5.4 Professional Engineering or Architectural Services

These services shall be performed in accordance with all appropriate federal, state, and local laws, regulations, standards and instructions to include but not be limited to signing and sealing final design documents plans, specifications, design analysis, cost estimates, environmental permit applications and certificates of completion, reports, and studies.

Each document shall be signed and sealed by licensed professionals with experience in the relevant disciplines. Professional licenses must be current and issued in the United States or its possessions.

2.5.5 Key Functions/Qualifications

The contractor shall staff positions with personnel possessing at least the minimum experience and qualifications indicated below

2.5.5.1 Project Management

Project Management shall be responsible for the overall management and direction of the Contractor’s staff operations and for the execution of all work under this contract. As a minimum, Project Management personnel (Project Director, Engineering Manager) shall have five years in program management and be familiar with Government facilities and contracting regulations. It is highly desirable, but not required for the Project Management personnel to be Licensed Professional Engineers or Registered Architects.

2.5.5.2 Quality Engineer

A Quality Engineer shall be responsible for planning, directing, and coordinating quality assurance programs. Formulate quality control policies and control quality of production efforts. The Quality Engineer will be responsible for reviewing project designs, studies and other associated documents requested within a delivery order. As a minimum the Quality Engineer will be a Licensed Professional Engineer or Registered Architect

2.5.5.3 Mechanical Engineering (ME)

Mechanical Engineering shall be responsible for the design, repair, upgrade, as-built documentation, and troubleshooting of new and existing mechanical systems. The ME shall have experience with plumbing systems, fire suppression systems, central chilled water systems, central air handling units, specialized HEPA filtration systems, humidity control, pumps, water treatment, and indoor air quality, to include but not limited to critical space launch facilities. Experience with central energy management control systems and interfaces are required. As a minimum, the ME function lead shall have a current Professional Engineer license and issued by the United States.

2.5.5.4 Electrical Engineering (EE)

Electrical Engineering shall be responsible for the design, repair, upgrade, as-built documentation, and troubleshooting of new and existing electrical systems. The EE shall have experience and knowledge of critical back-up power generation systems, technical power and utility power interfaces, critical grounding systems, including critical space launch facilities, hardware protection, fire detection and alarm systems, harmonics, uninterruptible power supply (UPS), and other power systems grounding applications. Experience with lighting, day-lighting, and energy management control systems is required. As a minimum, the EE function lead shall have a current Professional Engineer license and issued by the United States.

2.5.5.5 Civil/Structural Engineering (C/S)

Civil/Structural Engineering shall be responsible for civil and structural design, repair, upgrade, as-built documentation, and troubleshooting. The C/S engineer shall have experience and knowledge of surveying, storm water control and permitting, concrete structures and foundations, steel structures and corrosion control design for space launch facilities, and underground utility design. As a minimum, the C/S function lead shall have a current Professional Engineer license and issued by the United States.

2.5.5.6 Environmental Engineer

Environmental Engineer shall be responsible for providing technical support for environmental remediation on project designs. They shall obtain, update, and maintain plans and permits as required as part of the design. They shall have completed the required training (inspector, management planning, project designer and respiratory protection) associated with the Florida asbestos consultants licenses or state equivalent. Possess the ability to identify sample locations and interpret asbestos sample data results as necessary in support of designs while complying with industry standards, practices and OSHA. As a minimum, the Environmental Engineer lead shall have a degree in a physical science or twelve years equivalent experience.

2.5.5.7 Architecture/Interior Design (A/I)

Architecture/Interior Design personnel shall be responsible for architectural design, repair, upgrade, and as-built documentation. The A/I shall have experience and knowledge of life safety and model building codes, architectural design, roofing design and repair, space planning, interior design and landscape design. As a minimum, the A/I function lead shall have a current Registered Architect license and issued by the United States.

2.5.5.8 Facility/Community Planner

Planner personnel shall be responsible for the development of comprehensive plans and programs for use in facility/community planning. The planner’s role is to provide the big picture and to relate the project to various goals and guidelines to meet the needs of the customer. They will produce sketches, renderings, maps, studies and planning reports with limited or variable complexity. Advise 45 CES planning on project feasibility, cost-effectiveness, regulatory conformance, or possible alternatives. Conduct field investigations, surveys, impact studies, or other research to compile and analyze data on economic, social, regulatory, or physical factors affecting various projects. As a minimum, Planner will have a Bachelor’s degree in related field or equivalent; advanced degree preferred; 5+ years of experience; AICP or active involvement in APA or other professional organizations.

2.5.5.9 Land Surveyor

Land Surveyor shall be responsible for all survey requirements. The surveyor shall have experience and knowledge of boundary and topographic surveying, as well as construction surveying and as-built work. Responsibilities also include any easement descriptions and deed research. As a minimum, the Survey function lead shall have a current Professional Land Surveyor license issued by the United States.

2.5.5.10 Drafting/GIS

Drafting personnel shall possess the capability for conversion, development, and maintenance of designs, as-built documentation and other engineering documents in both AutoCAD and Intergraph formats. Geographic Information System (GIS) Specialist shall be responsible for working with related software programs to create and maintain data and/or maps that can be combined with geographically referenced data utilized in project designs as needed. The minimum education and experience requirement for draftsmen is a two-year technical certificate in Computer Aided Design/Drafting (CADD), or three years CADD experience, and familiarity with AutoCAD and Intergraph. GIS specialist shall have a Geographic Information Systems Professional (GISP) Certification.

2.5.5.11 Construction Management/Inspection (CM)

Construction Management/Inspection personnel shall be responsible for the inspection of Operations and Maintenance (O&M) projects. The CM function shall also be responsible for management and inspection support of Military Construction program (MILCON) projects as assigned. Compliance with specifications, safety, security, environmental requirements, construction submittal review and tracking, job site access coordination, and other duties related to construction management shall be accomplished. The CM shall have experience with the construction of electrical systems, mechanical systems, structural systems, public works, building envelopes, and interior construction.

As a minimum, the CM lead shall have at least three years CM experience in these fields is required.

2.5.5.12 Fire Protection Engineer

The Fire Protection Engineer shall be an engineer having a Bachelor of Science or Master of Science Degree in Fire Protection Engineering from an accredited university engineering program, plus a minimum of 5 years work experience in fire protection engineering, OR a registered professional engineer who has passed the fire protection engineering written examination administered by the National Council of Examiners for Engineering and Surveys (NCEES), OR a registered professional engineer in a related engineering discipline with a minimum of 5 years’ work experience, dedicated to fire protection engineering that can be verified with documentation.

2.5.5.13 Corrosion Engineer

The Corrosion Engineer shall have a highly sufficient aptitude in an array of corrosion control techniques and technologies including coatings, cathodic protection, internal corrosion and integrity management. They shall be certified by the National Association of Corrosion Engineers (NACE).

2.5.5.14 Construction Cost Estimator

The Construction Cost Estimator shall have the skills needed to develop programmatic and detailed facility project cost estimates illustrating material, labor, and equipment costs and quantities following the most current Construction Specifications Institute’s Uniformat and Master Format designations as applicable. As a minimum, the construction cost estimator shall have work experience in the construction industry and least 2 years of experience in estimating.

2.5.5.15 Restricted Area Escort

Provide as needed restricted area escort services. Use 45 SW 31-1 and Restricted Area Badge Processing Guide as a baseline for the requirements and procedures to obtain a restricted area badge for the designated escorts. Coordinate with contractors requiring escorts to determine appropriate staffing levels, escorting needs, requirements, and contractor’s work schedule. Communicate escort needs and schedule with 45 SW Security Forces in order to maximize use of available light duty officers. Coordinate with 45 CES for all approved projects requiring escorts.

2.6 Hours of Operation

The normal working hours for 45 SW personnel are 0700 to 1630, Monday – Friday, excluding all legal federal holidays, unless otherwise specified. There is a potential for weekend work for construction management/inspection as determined by the individual construction projects. The Contractor may need to plan on being evacuated from specific areas the Contractor is occupying due to hurricanes or other natural disasters as directed by the 45 SW.

2.6.1 Launch Schedules

The Contractor shall remain cognizant of the launch schedule, maintenance windows, and outages. The Contractor may need to plan on being evacuated from the site during launches that affect the specific areas of CCAFS as directed by the 45 SW personnel.

2.7 Training

The Government will provide guidance for coordinating security and safety training to permit access to restricted facilities. The Contractor shall be responsible for scheduling such training.

2.8 Vehicles

Vehicles shall be supplied by the Contractor.

2.9 Supplies

The Contractor shall provide all supplies to accomplish tasks under this contract.

2.10 Reproduction Services

The Contractor shall provide all reproduction and binding services to accomplish tasks under this contract. The Contractor shall provide both high volume reproduction and low volume office reproduction. The Contractor shall provide black and white reproductions, color reproductions, and other printing services when directed by the Government. Reproduction of classified documents by the contractor is prohibited.

2.11 Technical Engineering Services

2.11.1 Program Management

2.11.1.1 Management and Control

The Contractor shall provide the necessary personnel and resources to accomplish contract requirements. The Contractor shall be responsible for prioritizing and classifying all work to ensure accomplishment of contract requirements within the accepted timeline established/approved by the Government. Develop, maintain and analyze metrics for the contract requirements and provide management reviews. Collect and input required data into the Government’s management information systems to support Government reporting requirements. Support meetings, briefings, and inspections associated with contract requirements.

Prepare, maintain, and submit all correspondence, records, reports, and data associated with the contract requirements. The Contractor shall prepare and provide briefings showing overall contract status and facility activities. The Contractor shall provide the administrative services to support this SOW.

2.11.1.2 Program Review

The Contractor shall perform two levels of program review; the Weekly Status Meeting and the Quarterly Status Review (QSR). The Contractor shall participate in and perform secretariat functions for working groups, technical interchange meetings (TIM), reviews, and other meetings in order to accomplish the tasks set forth in this contract. The secretariat function shall include action item tracking and reporting.

2.11.1.2.1 Weekly Status Meeting

The Contractor shall conduct a weekly meeting to discuss the status of all open delivery orders and construction inspection.

2.11.1.2.2 Quarterly Status Review (QSR)

The Contractor shall conduct a QSR to discuss overall health of the contract, design/project status, construction management, problems, items of interest, etc. The QSR shall be conducted by the TRACES Management and will be attended by the 45 CES/CC or designee, Contracting Officer, Contracting Specialist and COR.

2.11.1.3 Safety Program

The Contractor shall plan, establish, maintain, coordinate and conduct a comprehensive Safety Program (must conform to OSHA). This shall include identification of current safety requirements, criteria, constraints, and assessment of the requirement’s impact on personnel, facilities, testing, maintenance, storage, and transportation. The Contractor shall establish and use methods and procedures to identify and eliminate or minimize hazards and safety problems.

Risks shall be identified with sufficient time so as to allow either correction or acceptance of risk with no impact to major mission milestones or operational schedules. The Contractor shall comply with pertinent 45 SW regulations and procedures and safety regulations and procedures. Where the manufacture, transportation, or utilization of hazardous materials (including pneumatic pressure vessels) involves contractor or other non-federal personnel, applicable state or federal safety regulations shall be complied with. The contractor must be familiar with and comply with the Government’s list of chemicals/materials not allowed on CCAFS properties. The need for compliance with these safety regulations (including possible variance procedures) shall be coordinated with the Office of Primary Responsibility (OPR). The Contractor shall comply with all local safety, traffic control, and fire prevention requirements. Contractor operations that result in a mishap of non-contractor personnel (including first aid requirements) or damage to non-contractor owned property or equipment shall be reported to the 45 SW Ground Safety Office in accordance with local safety regulations.

2.11.1.4 Security Program

The Contractor shall comply with local security procedures and requirements for entrance to Department of Defense facilities, USAF controlled areas, and USAF restricted areas. The contractor shall comply with the contract DD Form 254. The Contractor shall obtain necessary identification and provide documentation for completion of personnel and security investigations required for entry into the USAF controlled and restricted areas. The Contractor shall establish a security program within 90 days of contract award including physical, personnel, information, communications, and Automated Data Processing (ADP) using 45 SW OPLAN 31-101 and 45 SWI 31-101 as a guide. The Contractor must obtain favorable trustworthy National Agency Check Investigations for its employees for entrance to restricted areas. The Contractor shall provide escorts for short-term work in restricted areas.

2.11.1.5 Industrial Security

The Contractor shall establish an industrial security program. The Contractor shall be responsible for obtaining personnel security clearances, facility security clearances, security awareness training, maintaining records and reports, and participating in security program reviews in accordance with AFI 31-601 and AFH 31-602. The Contractor shall not generate or store classified documents within their facility or have access to classified documents outside of Government control.

2.11.1.6 Access to Contractor Controlled Areas

The Contractor shall have access to facilities controlled by other Government contractors. The Contractor is responsible for arranging for access to contractor controlled facilities. Access to these facilities shall be limited to only those areas required to perform an assigned task.

2.11.1.7 Quality Control program

The Contractor shall establish, maintain, and conduct a complete Quality Control program (ISO 9000 or equivalent) to assure that all contract requirements are accomplished. The Contractor shall establish and maintain procedures for quality control, to include a basic quality control plan for all work to be accomplished.

The Contractor shall establish formal progress inspections and test procedures, and accomplish progressive inspections of the work being accomplished in accordance with procedures. These procedures will be included in the contractor’s quality control program and plan.

2.11.1.8 Cost Estimating and Cost Control System

The Contractor shall provide and maintain an automated cost estimating and cost control system. The system shall provide accurate and current cost data for facility projects, as well as monitor facility project funds throughout design, construction, installation, and activation efforts. The system shall be capable of developing and validating both programmatic and detailed cost estimates. The Contractor shall develop programmatic and detailed facility project cost estimates illustrating material, labor, and equipment costs and quantities following the most current Construction Specifications Institute’s Uniformat and Master Format designations as applicable. The Contractor shall not employ unsupported lump sum pricing. Contractor shall provide all sources used for preparing cost estimates such as RSMeans. Construction cost estimates will be utilized in preparing Government estimates for evaluating bids and estimating funding levels. Therefore, final cost estimates should be in an AF Form 3052 format. The Contractor shall have the ability to provide cost estimates using eGordian for any SABER design projects and upon government request. The Contractor shall prepare bid schedules, including additives, alternates, and deductive line items.

The Contractor shall provide a narrative to support his cost estimates and explain the assumptions used to formulate the estimate.

2.11.1.9 Project Criteria Definitions

The Contractor shall investigate and consolidate various user requirements into specific or generic facility project criteria definitions. These definitions shall be used by the designer as guidance for project design efforts. The Contractor shall prepare Requirements and Management Plans, Project Management Plans, Project Definition documents, and Military Construction Project Data forms (DD Form 1391) when directed.

2.11.1.10 Programmatic Schedules

The Contractor shall develop programmatic schedules, Gantt charts, or detailed critical path schedules when directed for requirement definitions, design efforts, and construction projects. The ability to interface with Microsoft Project is required.

2.11.1.11 Project Status Reports

The Contractor shall provide weekly and quarterly design and construction project status reports.

2.11.2 Engineering Services

2.11.2.1 Design Services

The Contractor shall provide design services to accomplish various tasks under this contract.

2.11.2.2 Design Efforts

Design efforts include pre-design studies, plans and specification preparation, cost estimates, design reviews, design analysis, as-built documentation, and environmental permit applications as required. Design review comments and meeting minutes shall be distributed within five working days of the applicable meeting.

2.11.2.2.1 Design Documents

The Contractor shall prepare all design documents in conformance with the Installation Facilities Excellence Plan, General Plan, and applicable portions of the following: the current edition of the Florida Building Code;

OSHA codes; federal, state, and local environmental laws and regulations;

National Electric Code, Uniform Plumbing Code; National Fire Protection Association Standards; Unified Facilities Criteria (UFC), and other applicable criteria and standards established within good engineering practices.

2.11.2.2.2 Pre-Design Studies

The Contractor shall conduct all pre-design studies to develop plans and specifications for a given project tasking. Examples of studies include but are not limited to geotechnical exploration, topographical surveys, site investigations and record drawing verification, evaluations of utility systems capacities, corrosion studies, and preliminary environmental impact statements.

2.11.2.2.3 Plans

Plans shall be clear, accurate and complete to properly identify the work to be performed in accordance with standard business practices.

2.11.2.2.4 Specifications

Specifications shall employ applicable Federal Specifications and industry standards in preference to trade and brand names. Include the publication date of the reference standard in accordance with Federal Acquisition Regulation (FAR). When brand name descriptions are required, the specifications must clearly identify the particular physical, functional or other characteristics of the item, which is essential to satisfying the requirement. Provide written sole source justifications when the supply of an item is limited to a single manufacturer. These justifications must be acceptable to the CO to adequately describe the reasons for the sole source justification as required by the Federal Acquisition Regulation governing sole source justifications.

2.11.2.2.5 Green Procurement Program (GPP)

The contractor shall comply with 45 SW Green Procurement Program (GPP) as described in the GPP Fact Sheet, and in AFI 32-7001 Environmental Management. The Contractor shall provide the minimum percentage of recovered materials to ensure compliance with the affirmative procurement requirements by considering the use of recovered content materials to the maximum extent practicable. Facility design contracts shall require that the architect-engineer firm specify, in the construction design specifications, use of the maximum practicable amount of EPA-designated items consistent with the performance requirements. Availability, price reasonableness, and cost-effectiveness are considered. The architect-engineer firm must consider energy conservation, pollution prevention and waste reduction to the maximum extent practicable in developing the construction design specifications.

2.11.2.3 Technical Engineering Support

The Contractor shall provide technical engineering support in the form of concept development and technical problem resolution.

2.11.2.4 Design Analysis

The Contractor shall provide a complete design analysis explaining the functional and engineering criteria employed to develop the design (each applicable engineering discipline must be detailed). The design analysis shall include supporting data such as drawings, calculations, field and meeting notes, narratives, catalog data, photographs and other information as required to explain the design.

2.11.2.5 Environmental Compliance Support

The Contractor shall provide environmental compliance support to the Government’s environmental office, as well as the various Base Operation Support (BOS) contact and Base Maintenance Contracts (BMC) at Cape Canaveral and Ascension Auxiliary Air Field and the Environmental Support Contract having responsibility for environmental review of 45 SW assets. This support shall include preparing Environmental Impact Analysis documents, studies, air quality permits, authority to construct applications, industrial waste discharge permits, water quality permits, storm water discharge permits, as-built certification, and support development of hazardous waste management plans.

The Contractor shall provide plans and specifications for asbestos abatement and heavy metals/PCB contaminated coatings removal based on survey data provided by the governments from the environmental contract. The contractor shall have the ability to sample and analyze asbestos as necessary in support of delivery orders where data is not available. The contractor will be responsible for any fines or penalties issued by any State or Federal authority because of the Contractor’s failure to comply with any environmental regulation or law.

2.11.3 Construction Inspection Services

2.11.3.1 Surveillance and Inspection

The Contractor shall conduct on site surveillance and inspection of construction projects to verify compliance with design requirements, schedules, cost, and quality. The Contractor should anticipate providing inspection services under the initial comprehensive TO and follow-on TOs as required. The source of the construction documents may not necessarily originate under this contract.

2.11.3.2 Construction Management

The construction management function will also be required to review engineering drawings for constructability, coordinate work clearance requests (dig permits), process construction submittals and progress schedules, attend construction meetings, provide and maintain digital construction photographs, complete final project closeout documentation, and perform nine month warranty inspections for all construction projects. If any deficiencies are noted during review for constructability, annotate and recommend way forward to correct the issue to the CE project manager.

2.11.3.3 Compliance

The Contractor shall at minimum monitor project progress, shop drawings, compaction tests, and other submittals to ensure compliance with plans, specifications, and environmental permit requirements. Discrepancies noted shall be provided to the Government immediately upon discovery and followed up in writing within three (3) days.

2.11.3.4 Construction Project Folders

The Contractor shall maintain within the construction project folders in conjunction with the 45 CES project managers the following documentation. The documents shall be maintained by the Contractor and transmitted to the 45 CES project manager and the CO after completion of construction. These documents shall become the property of the Government at the conclusion of the construction contract.

2.11.3.4.1 AF Form 1477 Construction Inspection Record

This will be reviewed by the Government. The frequency of such inspections shall be dependent upon the Contractor’s involvement with the particular project as well as the project itself. A minimum of daily inspection to ensure familiarity with the progress of the work is required for all projects.

2.11.3.4.2 AF Form 3064, Contract Progress schedule

The contractor will provide concurrence on the document and maintain within the project folder.

2.11.3.4.3 AF Form 3065 Contract Progress Report

The contractor will provide concurrence on the document and maintain within the project folder.

2.11.3.4.4 AF Form 3000 Material Submittal Approval

Reviewed/approved submittals will be maintained within the project folder.

2.11.3.4.5 AF Form103 Base Civil Engineering Work Clearance Request Coordination on work clearance requests and permits shall be completed within ten working days.

2.11.3.4.6 Material Disposal Log

Contractor will ensure construction contractors submit quarterly and at the completion of the project a disposal log of all materials removed from the job site. This inventory shall include waste materials disposed in landfills and materials reused on the job, sold for salvage and recycled. At a minimum the construction contractor shall identify the type of materials, material weight, disposition (landfill or recycle), receiving facility (name, address and phone number).

2.11.3.4.7 DD Form 1354 Transfer & Acceptance of DoD Real Property Contractor will provide assistance to government project manager for collecting necessary data in order to close out projects.

2.11.3.5 Changes to Plans/RFI

Changes to plans will be reflected by submitting redlined drawings, and specifications. All approved changes shall be provided at all acceptance tests and inspections or upon request. Request for Information (RFI) will be routed through the 45 CES program manager and provided to construction management for coordination. 45 CES project manager will determine if additional assistance is needed to respond and request support as required.

2.11.3.6 Outage Coordination

The Contractor shall coordinate construction progress schedules, utility outages, requests for base support, and non-access times with all applicable Government agencies and contractors. Coordination on outages and base support shall be completed within two working days.

2.11.3.7 Problems Identification

The Contractor shall identify problems encountered during the construction effort and recommend solutions to those problems.

2.12 Design/Build Construction Services

2.12.1 Design/Build Criteria

This capability is to be exercised only for urgent mission-critical construction projects that cannot be executed using standard contracting vehicles without causing a launch delay. This determination is made by the government prior to requesting any RFP for design/build.

2.12.2 Design/Build Construction Administration

The Government will issue a RFP to the TRACES contractor for design/build construction. The TRACES Contractor shall prepare a proposal for government review.

The proposal shall contain any assumptions and all bids from potential subcontractors.

The Contractor shall provide contract planning and schedule support for all tasks required under this contract. The Contractor shall develop and maintain schedules of all task activities to assure performance consistent with contract requirements and develop status reports.

2.12.3 Design/Build Restriction on Inspection Services

The contractor will have oversight responsibility for their subcontractors during design-build construction; however, the government will provide independent inspection services of all such projects. The TRACES contractor will be asked to provide a mitigation plan with the RFP which will be reviewed and approved by the government to further mitigate this potential risk.

All work performed under this contract shall comply with the most current edition of federal, state, and local regulations and laws. The contractor shall be responsible for identifying the applicable federal, state, and local laws and regulations that impact each TO and shall apply the procedures and protocols as required.

3.1 Publication Dates

Dates of publications may change frequently. The Contractor shall maintain the most current date of each applicable publication.

3.2 Compliance Documents

All work must comply with all applicable compliance documents as stated in TO to include but are not limited to all federal, state and local laws and regulations. The documents are available to the public electronically. It is the Contractor’s responsibility to ensure that all compliance documents used are current and the strictest requirements are applied. If the contractor encounters conflicting information, contact the assigned Project Manager or CO for instructions.

3.3 Reference/Guidance Documents

All work must consider all applicable reference/guidance documents as stated in TO to ensure the best business practices are implemented. The documents are available to the public electronically. It is the contractor’s responsibility to ensure all reference and guidance documents used are current and implemented as required and applicable. If the contractor encounters conflicting information contact the assigned Project Manager or CO for instructions.
