Question and Answers for FA2521-18-R-0008
Question 1: We would like to confirm if the roles listed in the Statement of Work, Section
2.5.5 are the roles required for this IDIQ.
Answer 1: Yes, as listed in the Statement of Work, Section 2.5.5. Key Functions/Qualifications as identified in 2.5.5.1 through 2.5.5.15.
Question 2: We would also like confirm if 11x17 paper will be accepted.
Answer 2: Yes, 11x17 paper will be accepted for use only in Section D and Section H as applicable.
Question 3: Confirm if there is a font/font size requirement.
Answer 3: Times New Roman is the standard Air Force font and shall be used, and font size shall be no smaller than 10 point.
Question 4: Confirm if there is a page limitation for Sections E, and H.
Answer 4: The submission package page limitation is 100 pages. Distribution of pages is not restricted for specific sections.
Question 5: In the TRACES SOW, page 8, item 2.5.5.6 Environmental Engineer, the text states (in part), “They shall have a Florida asbestos surveyor certification or equivalent with the ability to sample and analyze asbestos as necessary in support of delivery orders while complying with industry standards and practices and OSHA.” May we propose an individual with over five years of applied asbestos abatement experience at CCAFS and direct management of Florida licensed asbestos abatement subcontractors in full compliance with industry standards and practices and OSHA as meeting the “or equivalent” requirement for qualification?
Answer 5: Paragraph 2.5.5.6 Environmental Engineer has been revised in the TRACES Statement of
Work dated 1 December 2017 as follows:
2.5.5.6 Environmental Engineer
Environmental Engineer shall be responsible for providing technical support for environmental remediation on project designs. They shall obtain, update, and maintain plans and permits as required as part of the design. They shall have completed the required training
(inspector, management planning, project designer and respiratory protection) associated with the Florida asbestos consultants licenses or state equivalent. Possess the ability to identify sample locations and interpret asbestos sample data results as necessary in support of designs while complying with industry standards, practices and OSHA. As a minimum, the
Environmental Engineer lead shall have a degree in a physical science or twelve years equivalent experience.
For the specific state requirements concerning the State of Florida refer to http://www.myfloridalicense.com/dbpr/pro/asbest/index.html. Contractors are responsible to confirm whether another states training would be equivalent to Florida's state requirement.
Question 6: In regards to section 2.5.5.7 – Architecture/Interior Design (A/I). The last sentence references “As a minimum, the A/I function lead shall have a current Professional
Engineer license and issued by the United States.”. Question: Should this be “Interior
Designer and or Architect” license?

Answer 6: Paragraph 2.5.5.7 Architecture/Interior Design has been revised in the TRACES
Statement of Work, Revision 1, dated 1 December 2017. Refer to paragraph 2.5.5.7 for update.
Question 7: In regards to Section 2.2.1.1 Internal Information: Question: Is it the desire of the CO that Title II services be completed by separate professionals (team members) than
Title I design services professionals to ensure confidentiality?
Answer 7: Section 2.2.1.1. Internal Information. The intent of the government is to ensure a separation of data files for Title I Services and Title II Services. Title II data must remain independent and separate from Title I. The government does not have a preference on how the contractor will provide Title I or Title II services.
Question 8: Given that the TRACES RFP was released prior to a major federal holiday
(Thanksgiving), please give consideration to extending the due date of the proposal to
December 22, 2017.
Answer 8: FAR 5.203 requires a 30 day posting period. The Request for Technical
Qualifications package is due 18 December 2017 at 2:00 EST which exceeds the 30 day requirement.
Question 9: In the Pre-Solicitation Synopsis, the requirements state to, “Limit the submission package to 100 pages.” We assume that this 100-page limit applies to the SF330
Part I only and that the SF330 Part II forms are excluded from the page limit—is this assumption correct?
Answer 9: SF330 Part I has a 100 page limitation.
Question 10: With regard to the use of the PPQ forms for project examples, may we use recent CPARS or completed ACASS or CCASS Performance Evaluations in lieu of PPQs to provide relevant information and reduce workload on our customers?
Answer 10: Recent CPARS or completed ACASS or CCASS performance evaluations are not to be submitted in lieu of the Past Performance Questionnaire but may be included as additional information.
Question 11: In the TRACES SOW, under 2.5.5 Key Functions and Qualifications, Item
2.5.5.7 Architecture/ Interior Design, the last sentence of the qualifications states that the
A/I function lead, “…shall have a current Professional Engineer license…” Architects have
AIA certifications and, typically, not Professional Engineer licenses. We request that this requirement be revised to remove the PE license requirement.
Answer 11: Paragraph 2.5.5.7 Architecture/Interior Design has been revised in the TRACES
Statement of Work, Revision 1, dated 1 December 2017. Refer to paragraph 2.5.5.7 for update.
Question 12: For the information entered in the SF330 forms, we assume that we may use
10 point Arial Narrow font as a legible font as has been permitted in the past.
Answer 12: Times New Roman is the standard Air Force font and shall be used, and font size shall be no smaller than 10 point.
Question 13: For graphics displays such as the SF330 Section D Organization Chart, is it permissible to use 11 inch x 17 inch pages and have these counted as one page?
Answer 13: Yes, 11x17 paper will be accepted for use in Section D and is counted as one page.
Question 14: We assume that the cover letter, cover, tabs (with titles only), divider sheets
(with titles only), and Acronym List are not counted in the overall page count—is this correct?
Answer 14: Yes, the cover letter, cover, tabs (with titles only), divider sheets (with titles only), and Acronym List will not be included in the submission package 100 page limitation.
Question 15: The PPQ Part 1 Forms (one for each of the 10 projects) are to be provided in the SF330—we assume that these forms do not count in the overall page limitation of 100 pages. Is this correct?
Answer 15: Past Performance Questionnaire (PPQ) are not part of the SF 330 Part I or Part II.
Past Performance Questionnaires are in addition to SF330 required documentation. The Past
Performance Questionnaire Part 1 forms are to be in addition to the SF330. The inference in the part of the question stating “(one for each of the 10 projects)” is not correct. The Past
Performance Questionnaire may have similar projects as the SF330 but are not required to be linked.
Past Performance Questionnaire Contractor Information (Part 1) and are not included in the 100 page limitation.
Question 16: The PPQ Part 1 Forms (one for each of the 10 projects) are to be provided in the SF330—where should we include these in the SF330 package?
Answer 16: Past Performance Questionnaire (PPQ) are not part of the SF 330 Part I or Part II.
Past Performance Questionnaires are in addition to SF330 required documentation. The Past
Performance Questionnaire Part 1 forms are to be in addition to the SF330. The inference in the part of the question stating “(one for each of the 10 projects)” is not correct. The Past
Performance Questionnaire may have similar projects as the SF330 but are not required to be linked.
Past Performance Questionnaires shall be submitted with the submission package.
Question 17: When are the PPQ Part 2 forms due back to the USAF Space Command 45th
Space Wing? (We understand that the PPQ Part 1 forms will be included in the SF330 submittal.)
Answer 17: Past Performance Questionnaire Respondent Information (Part2) is due no later than
18 December 2017 at 2:00 EST.
Question 18: The existing 45SW PPQ Instructions tell the reviewers to return pages 2-4 to the 45SW. However, it they do that, the 45SW will not know which contractor the PPQ applies to and which Team it should be scored against because there is no place on pages 2, 3, or 4 for this information. Therefore, we respectfully request that you modify the PPQ
Instructions on Page 4 to tell reviewers to return all four pages to the 45SW so that you will be able to tell which Team the PPQ should be applied to.
Answer 18: The Past Performance Questionnaire page four includes sufficient information for the 45SW to identify applicable teams. The Past Performance Questionnaire instructions will not be modified.
Question 19: For the SF330 submittal, are the Teaming Agreements required to be included as Attachments to the SF330 package?
Answer 19: Teaming agreements are not required to be included in the SF330.
Question 20: If the Teaming Agreements are required as part of the SF330, we assume that they are not counted against the overall page limit of 100 pages-is this correct?
Answer 20: Teaming agreements will be counted in the 100 page limitation.
Question 21: This project is 8(a) set aside. Is this opportunity open to all 8(a) in the United
States or restricted to a SBA region for Florida? Thank you for your time.
Answer 21: The restriction of the competition is limited to 8(a) certified firms, and there is not a restriction to the SBA region for Florida.
Question 22: For the Title II services, is it preferred that an entirely separate group of design and construction professionals (architects, engineers and contractors) be listed to ensure confidentiality?
Answer 22: The government does not have a preference on how the contractor will provide Title
I or Title II services.
Question 23: If so, is it okay for us to include to separate org charts for the 330Part D (one for Title I and another for Title II)?
Answer 23: Contractor may provide multiple organizational charts as deemed appropriate.
Question 24: Or are you simply looking for a separate design/build contractor to complete the Title II services?
Answer: Please refer to paragraph 2.12.3 in Statement of Work for Design/Build Restrictions on
Inspection Services.
