Questions and Answers 3/3/16

1. The Combined Synopsis/Solicitation, page 1, states “The North American Industry

Classification Systems (NAICS) Code proposed 56 1510. The size standard for NAICS is $20.5M.” We are unclear as the purpose of the size standard of $20.5 million as that references the small business standard only. By this reference is NAFI intending that this solicitation is set aside only for small business travel agencies? NAICS and small business information does not apply to this requirement.

2. PWS page 6, paragraph 1.2.7 Tickets states: “Contractor service fees i.e. booking fees, airline reservation fees etc., will be identified on the sales report and will be included as part of the commissionable amount calculated and submitted to the NAFI per the financial terms of the contract.” Paragraph 1.2.8 Financial Requirements, states: “The contractor shall pay promptly and in accordance with the terms of this contract for all fees and other indebtedness incurred in connection with performing this contract….” It is not clear to us what compensation NAFI is seeking under this contract. Can NAFI clarify what compensation or commissions it is expecting or is NAFI leaving that up to each offeror to propose. Clarified commission structure and referenced combined synopsis. Offeror will propose actual amount.

3. PWS, page 6, “nay” should be “any” in paragraph 1.2.8 Financial Requirements – “If the Contractor fails to the Government/NAFI nay amounts due under this contract, by the due date…” Corrected.

4. Questions and Answers, Item 11 stated that the language in PWS Item 1.2.10

Management Controls which states “The Contractor shall use an adjustment voucher to record necessary refunds and ensure that it is signed by the customer and the Contractor” was omitted in the PWS; however, the language remains on PWS page 7.

Deleted.
