NOTE: As this question has large impact to all offeror’s proposal responses, if the Government would please consider providing the answer to this question prior to waiting for all Q&A to be released, it would be greatly appreciated. 5 Attachment 12 and 13 Factor 1 - Experience Gate Respectfully request that the Government consider amending the solicitation to allow all subcontractor experience(s) to be evaluated for consideration of award? If allowed, will the Government consider extending the proposal due date to 11 December 2023? The Government has thouroughly reviewed this request with the Satellite Control Network subject matter experts and due to the magnitude of this project with overseas (includes OCONUS and foreign) and OCONUS sites, the evaluation factors will not be revised.
The Government is extending the proposal due date to 4 December 2023 at 1300 MT.

Can the Government please confirm that offerors are to adhere to the DODM 8140.03 Manual and Workforce Qualifications? The Government believes Table 3-2 is correct as stated in the PWS. All 8104 certified personnel must meet the requirements outlined in Table 3-2. The Government has selected the Personal Certification as the only option to meet the Foundational Qualification requirement. The list of acceptable certifications are listed in Table 3-2.
8 Attachment 12 CUI STORMS Task Order Section L Instructions Conditions and Notices to Offerors L-8.4.1 3 Section L-8.4.1 PAGE FORMAT states, “The proposal shall be submitted electronically where text shall not be smaller than Microsoft Word Times New Roman 11-point font, single column, single spacing and one-inch (1”) margins (top, bottom, left and right). The text for charts, tables, graphs, and figures shall be no smaller than Microsoft Word, Times New Roman 8-point font, and used only when absolutely necessary.”
Q1: Can the Government please clarify if screenshots are exempt from font requirements?
Q2: Can the Government please clarify if headers/footers are allowable at 8 pt font? A1: Screenshots are exempt from the font requirements, as long as they remain easily readable (ie.. not smaller than 8 pt font) and only used when absolutely necessary. Screenshots shall also not take the place of information that can normally be documented in the proposal and shall not take up the full page to only meet the page limitations.
A2: Headers/Footers are allowable no smaller than Times New Roman 8 pt font.

10 Attachment Four (4) - CUI STORMS Mgt. Experience Form Table 1 Within the table on the cover page of Attachment 4, it states “The form shall not exceed four (4) pages in length including this page/cover page.”
L-8.4.5 PAGES NOT INCLUDED IN PAGE COUNT states “Covers for volumes, tables of contents, glossaries, indices, title pages, and section dividers/tables will not be included in the page count if they are inserted solely to provide ease to the reader in locating parts/sections of the proposal.”
Can the Government please confirm the reference to ‘cover page’ in Attachment 4 is referring to the first page of the Attachment and not a volume cover page excluded from page count per Section L? Correct. The first page in Attachment Four (4) is not a volume cover page as described in Section L but is the first page of the attachment included in the total page count.
Amend 01 - Attachmetn Four (4) and Five (5) have been updated to allow for one additional page for responses; Amend 01 - Attachment Four (4) shall not exceed five (5) pages in length and Amend 01 - Attachment Five (5) shall not exceed eight (8) pages including the first page.
11 Attachment Five (5) - CUI STORMS Tracking Station Experience Form Table 1 Within the table on the cover page of Attachment 5, it states “The form shall not exceed seven (7) pages in length including this page/cover page. Will the government be providing an updated CBA that includes current rates? Attachment 11, CBA for NGAFS, Page 66, Article 33 - Duration states:
"Except as is specifically otherwise provided herein, this Agreement shall be come effective as of August 01, 2020 and shall remain in effect until and including May 28, 2023. It shall remain in effect from year to year thereafter unless either party gives written notice to the other party of termination (and requests to negotiate a new agreement) or a desire to modify the Agreement, not less than sixty (60) days prior to May 28, 2023, or the expiration of any such subsequent yearly period."
SpOC SAIO is in receipt of the CBA from SSC who administers the current CAMMO contract with appropriate CBAs. SSC has stated this is the most current agreement on their contract.

Will the government please provide permission and guidance (see, e.g., DoD Instruction 5200.48 § 3.7(b)(4)) for offerors to disclose this information to UK companies for the purposes of teaming and responding to the RFP? Atch 1 Section 3.18. States: "Contractor shall develop, implement, and maintain a Quality Program on par with or exceeding ISO 9000 to ensure service delivery meets or exceeds all performance requirements in the IDIQ or task order."
3.5.1.2 States: "The quality program shall follow Aerospace Standard AS9100D."
As there are currently no Aerospace maintenance requirements as part of the work, please confirm ISO 9001 is the quality requirement for this procurement. ISO 9001 is the correct standard. Section 4 In the table in Section 10 there is reference to DAFI 21-101 and TO 00-20-1, which is Aircraft Maintenance Management and Aerospace Equipment Maintenance Inspection, Documentation, Policies, and Procedures; HOWEVER, these are not called out anywhere within the PWS.

Can the Government please confirm all references to aerospace/aircraft maintenance instructions and TO’s should be removed.
In regards to Attachment Two (2) - CUI STORMS Task Order PWS: DAFI 21-101 was errorounsly listed as AFI 21-101 . PWS was updated to reflect DAFI 21-101 and the document is referenced in PWS para 3.3.1.2.2
In regards to both Attachment One (1) - CUI STORMS IDIQ PWS and Attachment Two (2) - CUI STORMS Task Order PWS those documents are referenced because they contain standard DAF maintenance practices that form the baseline for SCN maintenance actions.
18 Attachment One (1) - CUI STORMS IDIQ PWS Section 2.4 2.4. CONTRACTING MANPOWER REPORTING (CMR) states: "The contractor shall report all contractor labor hours (including subcontractor labor hours) required for performance of services provided under this IDIQ contract and task orders via a secure data collection site. The contractor is required to completely fill in all required data fields required for CMR. Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year." This is an outdated requirement. The Government no longer uses Manpower Reporting but replaced it with SCR Reporting via SAM.gov. Respectfully request the Government update this requirement with 52.204-14, Service Contract Reporting Requirements. Changed attachment One (1) - CUI STORMS IDIQ PWS to:

ATTACHMENT THIRTEEN (13): STORMS Task Order Section M – Evaluation Factor for Award Section L-9.1
Section M-4.1.1.1.1 L-9.1 states: "Provide in Attachment Four (4) for each awarded US Government contracts or task orders only (NTE 3 experience references) Concurrent Contract Management Experience where the Parent/Affiliate Company/Prime Offeror has managed one (1) or more overseas (includes OCONUS or foreign) sites and one (1) or more CONUS site(s) concurrently. Concurrent is defined as either a single contract or multiple contracts with at least twelve (12) months of overlapping performance." (Emphasis added).
M-4.1.1.1.1 states: "This Subfactor will be rated “Acceptable” when it clearly demonstrates in Attachment Four (4) concurrent management of one (1) or more overseas (includes OCONUS or foreign) sites and one (1) or more CONUS sites where the combined total value exceeds $30M per year, as well as meet all of the following:
1. Experience performing a worldwide operations and maintenance contract with multiple performance locations at CONUS and OCONUS / foreign locations ..." As written the evaluation criteria (M-4.1.1.1.1) for concurrent OCONUS and CONUS operations and maintenance appears to imply the requirement must be met with a single contract.
