About this file

This document contains responses to contractor questions regarding Solicitation Number FA251823Q0012 for Women's Peace and Security Support services. The solicitation, issued by the Department of the Air Force Space Command, seeks a contractor to provide advisory services and document creation to support mid-term projects for the NORAD/NORTHCOM/J5, with an estimated workload of 720 hours per year equivalent to 38% of a full-time person-year. The responses clarify that some travel days will involve conferences while others will be local, and that travel to the Bahamas will involve 3 weeks at a time over 4 trips annually, with 3 weeks in Colorado Springs per quarter which may allow for partial remote work.

Item# Question Reference Gov't Response Amendment Req'd

Using the planning factors of 60 hours per mid‐term project for an estimated 24 projects per year, the J5 Advisor can expect to spend 1440 hours per year performing "document creation" tasks. Given the typical work year is 1872 hours, this equates to 77% of a fulltime person‐year. Will the Government confirm they expect this level of effort dedicated to mid term projects?

Q&A Answer 19 Yes No

This is a new table added after the Q&A. Using the planning factors of 60 hours per mid‐term project for an estimated 12 projects per year, the J5 Advisor can expect to spend 720 hours per year performing "document creation" tasks. Given the typical work year is 1872 hours, this equates to 38% of a fulltime person‐year. Will the Government confirm they expect this level of effort dedicated to mid term projects? Table 2.5.12 Yes No

These tables appear to overlap in ways that make it difficult to build an accurate travel estimate. Table 2.4.21 includes 12 Conferences and 12 TDY annually. Similarly, Table 2.5.12 shows 4 Conferences and 6 TDY per year. Do any of the TDY trips have the purpose of attending a Conference? If so, the data is double‐counting travel requirements.

Request the Government ensure the PWS data does not overstate the travel requirements.

Tables 2.4.21, 2.5.12 Yes, some TDYs will be to attend conferences. Some will be local. No

This Table shows Non‐Contingency Travel for the N&NC/J5. Are the twelve trips shown the same as the TDY or Conferences included in Table 2.4.21? Table 5.3.2 Some will be for conferences. No

The Government requires 3 weeks per quarter in The Bahamas and 3 weeks per year in Colorado Springs. This could be many trips of short duration or a small number of trips of long duration. The number of trips envisioned has a large impact on the travel estimate since more trips means more airfare. Will the Government provide further details on their expectations for the number of trips associated with Subtask 5?

Q&A Answer 38

For travel to The Bahamas, 3 weeks at a time, four times a year. The Government does not anticipate any TDY to Colorado Springs as it is the duty location. However, if remote work is allowed, there will still be a requirement to be in‐person in Colorado Springs roughly 3 weeks each quarter. No
