Enter general unclassified description of this procurement.: The WPS Advisor support services will consist of recommendations for the planning of gender activities, training, integrating knowledge and process management to support all-source operational and mission planning for ongoing, emergent, contingency, and crisis operations. Task areas include WPS integration initiatives within the USNORTHCOM Area of Operations (AOR), whether implemented within or through the headquarters or its subordinate or component commands. The requirement also includes specialization in the development, coordination, and implementation of policy, strategy, and plans for WPS initiatives; gender advising activities; capability implementation support and training; and prevention of sexual and gender-based violence in USNORTHCOM’s AOR. The required contractor support is essential to advancing the objectives of Public Law 115-68 (WPS Act), the US National Action Plan (NAP) on WPS, and Department of Defense (DoD) WPS Implementation Guidance.

10b. (Restricted Data): Access to RESTRICTED DATA requires a final US Government clearance at the appropriate level.

10e(1): This is intelligence information and the National Air Intelligence Center has exclusive responsibility for all SCI material released to the contractor. The contractor must have SCI indoctrinated personnel available to work the contract and the designated government contract monitor must have the required SCI billets. (See Attachment 1)

10g: Access to NATO information (NATO Secret) requires a final US Government clearance at the appropriate level.

11f: Overseas contractor performance will occur as a (intermittent visitor or visitor group). Foreign Disclosure Office is the authority for issues and guidance related to Foreign Disclosure and Delegation of Authority Disclosure Letters (DDLs). Contractors traveling to overseas locations in support of this contract shall proceed only after they have coordinated their trips with their company, Air Force Office of Special Investigations.

11g: The contractor must prepare and process a DD Form 1540 and 1541 for request to utilize the Defense Technical Information Center (DTIC). Reference the NISPOM foe preparation and processing of these forms.

Explain and identify specific areas and government activity responsible for inspections.: Provide the information requested by AFF5352.204-9000, Notification of Government Security Activity Clause, and AFI 16-1406, Industrial Security Program Management to the HQ NORAD and USNORTHCOM Command Security Office. Refer to the contract document for these clauses. Shipments of classified or sensitive equipment shall be handled, transported, transmitted and protected IAW NISPOM, DoD 5220.22M, and as specified by unit directives, shall execute a VGSA with the government.
Explain and identify specific areas and government activity responsible for inspections.: DSS is relieved of inspection responsibility for all classified material that is released to or developed by the contractor while on a military installation. DSS retains inspection responsibility for all non-SCI classified material released to or developed by the contractor and held in the contractor's facility. The SSO maintains inspection responsibility for all SCI material related to this contract. Information Security Program Reviews (ISPR) while operating on an Air Force installation, shall be conducted by the CSMS HQ NORAD and USNORTHCOM J2 retains security cognizance of all intelligence materials released to the contractor. DIA Manual 50-5 and DoD 5105 series provide the necessary guidance for physical, personnel, and information security measures and are part of the security specifications of this contract. Contractor compliance with these directives is mandatory unless specific provisions are specifically waived.
