1. Overview Description of Service: Headquarters Air Force Space Command (AFSPC), Directorate of Operations & Communications, Cyber Operations Division, requests a facility to provide training to Mission Defense Team (MDT) Trainees throughout the command. This facility will allow for delivery of Intermediate Cyber Core (ICC) Training.

The ICC training is being taught by the a team of 2 instructors, provided by DC3 (Defense Cyber Crime Center). The Government shall provide all computers, monitors, manuals and instructors.

1.1 Facility Requirements

These facility requirements are in place to provide an environment conducive to student learning and to ensure the security and protection of training equipment.

1.1.1. Secure room: A secure room is required for course delivery.

a. Security:

a.1 The instructors must be able to secure the room at the end of each day and on the weekends. Instructor possession of a key to the training space is not required, but they must have access to the room provided before and after class each day so that they can perform administrative duties and pack equipment at the end of the last week.

a.2 Spaces, housing, instructor/student equipment must not be accessible to 3rd parties while class not in session. 3rd parties are anyone outside of facility owners (i.e. cleaning crews)

b. HVAC:

b.1 The facility must have an adequate and operational heating, ventilation and air conditioning system for up to 20 students plus 2 instructors and their equipment.

b.2 Equipment used in the course generates a significant amount of heat, the team must be able to adjust facility temperature as needed to prevent equipment from overheating (or provide feedback to facility to adjust as needed). Acceptable room temperatures shall be from 67 degrees and 75 degrees.

c. Equipment:

c.1 The facility must have at least one audio/visual (AV) system that allows for display of instructor demonstration activities and course material to the class. The AV system should include the capability to connect to the instructor PC via HDMI.

c.2. The facility must have at least one dry erase whiteboard, capable to be clearly seen by all students with supplies. Minimum size of whiteboard is 4ft by 6ft and supplies consist of at least a set of dry erase markers (Green/Red/Blue/Black), eraser and clearning supplies.

d. Student Desks/Seating:

d.1 The facility must have seating/desk space for up to 20 students.

d.2 Each student must have, at a minimumapproximately, a 3-by-3-foot space on a desk or table to accommodate a course manual, a laptop and a secondary monitor. Anything less than 2 ft x 2.5 ft will not be acceptable. (Photo below depicts example of space required for student workstation.) NOTE: L-shaped desk configuration depicted above is NOT required, merely used for reference.

d.3 Each student requires an office chair condusiveconducive to a learning environment. Chairs shall be cushioned and able to roll in the students area.

d.4 Each student requires at least 2 power outlets, at their desk area (to plug in a monitor and a laptop power supply) Power strips can be used to meet this requirement

e. Instructor Desks/Seating:

e.1 There shall be two instructor desks. The instructor desks must be at the front of the facility.

e.2 The instructor desks requires equivalent available space, to the student seating described in d.2.

e.3 Each instructor requires an office chair. Chairs shall be cushioned and able to roll in the instructor’s area.

e.4 Each Instructor requires at least 2 power outlets, at their desk area (to plug in a monitor and a laptop power supply) Power strips can be used to meet this requirement.

f. Facility availability/location:

f.1 Below is the estimated schedule for the base period. Option periods are estimated to have 3-5 courses per year and dates will be pre-coordinated a minimum of 30 days in advance.

**Note: Classes are 8 consecutive weeks with 1 day for set up prior to class start and up to 1 day for class breakdown. The Government estimates 3-5 courses per year and can fluctuate based on Government need and funds availability. There could be zero classes per year up to 5 classes per year. The Government will provide a minimum of a 30 day notice for facility need dates for the option periods.

f.2 For the dates provided, the facility must be available Monday-Friday from 8 a.m. to 4:30 p.m.

1.2 Facility Network Requirements

1.2.1 Network Configuration

a.1 Firewall: There should be a firewall provided within the existing infrastructure at the training facility.

a.2 Router: 1x for internet connectivity if allotting a dedicated commercial internet connection.

a.3 Adequate power supply: The facility space must be equipped with an electrical power supply sufficient for the required workstation setups for 20 students, 2 instructors and AV equipment.

1.2.2 Internet access:

b.1 Accessibility: Access to open, unclassified internet is required for course delivery. In addition, students/instructors must be able to access the following domain: dcita.edu. Access to this domain can be tested by navigating to https://learn.dcita.edu b.2 Internet Bandwidth: ≥3.0 Mbps/student and up to 2 instructors is required (e.g., 25 users = 75 Mbps per facility).

b.3 Internet connectivity:

b.4 Connection: Each student must be able to connect to the internet connection via an ETHERNET cable, 10/100 at a minimum.
