About this file

This is a Questions and Answers document for solicitation FA251726QB011, a Request for Quotation (RFQ) for 302nd Hoist Fall System Services at Peterson Space Force Base in Colorado Springs, Colorado, with an anticipated performance start date of July 30, 2026.

The Q&A clarifies key requirements for the inspection services: contractors must perform yearly inspections of fall arrest anchor points, horizontal lifeline systems, and overhead hoists/cranes, with the specific number of each to be determined from past inspection reports. Inspectors must meet ASME B30 certification requirements for crane inspections and ANSI Z359 and DAFMNA 91-203 requirements for fall protection inspections, defining "qualified person" status through recognized degrees, professional standing, or extensive documented knowledge and experience. The document confirms that only annual inspections are required with no interim or follow-up visits included in the base year scope. Regarding contractor clearance at Peterson SFB, the government indicates a typical 3-7 day processing timeline once the visitor center receives the request. The document also addresses subcontracting arrangements, noting that if inspection work is performed by a subcontractor who is a sole proprietor, the general contractor remains responsible and liable for the subcontractor's work, provided all required certifications and experience documentation are submitted.
