About this file

This is a Request for Information (RFI) document addressing technical clarifications for a United States Space Force (USSF) procurement of two twenty-foot ISO shelters for the 4th Electromagnetic Warfare Squadron (4EWS) to be delivered to Peterson Space Force Base. The RFI establishes that the baseline product is the AAR Mobility TFI shelter, with equivalent or alternative solutions acceptable if they meet functional and performance objectives.

Key technical requirements identified include: equipment racks configured centerline side-by-side in a portable data center format with at least one rack separated by one meter for TEMPSET separation; alarm and intrusion detection systems featuring a High Security switch and Passive Infrared (PIR) sensor capable of integration with Vindicator systems; ICD-705 standards compliance to establish a portable SCIF rather than temporary SCIF; power delivery through passthrough connectors (200-amp, 100-amp, and two 60-amp MIL-Spec Class-L connectors) to support 120/208 VAC, 3-phase, 60 Hz input without breaching the security boundary; and 24-inch depth, 19-inch panel width, 40 RU equipment racks with elastomeric, rubber, or high-density foam shock mounts for vibration isolation during transit. The Government indicated openness to adjusting the 90-day delivery requirement based on market conditions and supply chain constraints, and specified that exterior paint should be white or another color providing minimal heat absorption rather than green or tan CARC finish.

RFI #1 ISO Shelters

1. Would the Government consider extending the 90-day ARO delivery requirement based on current market conditions, supply chain constraints, and typical fabrication timelines for integrated mobile shelter solutions?

While the Government acknowledges the supply chain challenges and is open to adjusting the timeline.

2. Clarify the intended equipment rack arrangement and configuration requirements.

The server racks need to be placed centerline side by side the intent is to have a portable data center not a work center with human terminals, the back side of the racks will have multiple cabling issues with power and data. At least one rack should be separated from the other 5 by 1 meter to allow TEMPSET separation.

3. Provide additional information regarding the intended alarm and IDS configuration requirements.

The IDS needs to have a High Security switch for the entrance and a Passive Infrared (PIR) that can be patched to a Vindicator system or fiber connected to another facility to alert the occupants of a breach or intrusion.

4. Does the Government have an existing product, manufacturer, part number, or previously fielded configuration that served as the basis for these requirements? AAR Mobility TFI shelter is the brand.

Similar products are fielded with other branches, but the USSF has not procured one for this configuration.

5. If an existing reference configuration was used, identify the product or configuration for evaluation purposes. AAR Mobility TFI Shelter is the brand.

The AAR ISO shelter is the basis for the requested item.

6. Would the Government consider equivalent or alternative solutions that meet the required functional and performance objectives? AAR Mobility branded TFI shelter or equal.

Yes

7. Is the CARC green exterior paint requirement mandatory, or would an alternative exterior finish that meets the required performance characteristics be acceptable? The exterior should be white.

The exterior color is not dependent on green or tan but the color that can provide the least absorption of heat when placed outside in direct sunlight.

8. Is the 90-day delivery requirement firm, or would the Government consider an extended delivery schedule?

See above

9. Is the container required to be constructed in accordance with ICD-705 standards?

Yes this is the point of having a portable SCIF not a temporary SCIF.

10. What total amperage load is required to support the installed equipment and systems for the 120/208 VAC, 3-Phase, 60 Hz power input with 60A MIL-Spec Class-L input connector?

The requested connectors for power are a passthrough for equipment without breaching the boundary requiring the 200-amp, 100-amp, and 2x 60-amp MIL-Spec Class connectors.

11. What amperage is needed to support the installed devices?

The above is a full account for the power requirement the systems to be house have power distribution boxes built-in to step power down from the connectors above.

12. Are the 24" depth, 19" panel width, 40 RU equipment racks required to include a shock mount system?

Elastomeric or rubber shock mounts, or high-density foam layers to isolate contents from drops during transit are preferred.
