About this file
This is a Questions and Answers document addressing contractor inquiries regarding the OSP FOC (Fiber Optic) Installation project at Peterson Space Force Base in Colorado Springs. The Q&A clarifies key contractual and operational requirements for the fiber optic cable installation work.
The document addresses site conditions, construction methodology, permitting, materials, labor, and project execution. Notably, pre-bid site walks are not available, but route information is provided in the Performance Work Statement Appendices D and E, with utility information obtainable from 21CES prior to construction. Existing conduit pathways have been verified as usable, and contractors may select construction methods (HDD, trenching, or other approved methods) in coordination with 21CS, with conduit specifications defined in PWS sections 2.3.12.1.1 and 2.3.12.1.2. Contractors bear responsibility for all permits and locating (AF Forms 103 and 881 Dig Permits) and all project materials including fiber, conduit, maintenance holes, FODPs, grounding, and termination hardware. All cable footages are approximate, and slack loops are required at every third manhole and inside building rack locations. The fiber optic cable must be installed as one continuous pull from B1876 to B1 and to B1038 with no intermediate splices permitted. Labor will be governed by the Service Contract Act prevailing wage requirements rather than Davis-Bacon, with no weekly certified payrolls required. Pricing must be submitted separately by project and CLIN following the format specified in the Combo Solicitation, with the proposal due date of 17 September 2026 and anticipated performance start of 10 October 2026.

Questions and Answers
1. Can a pre-bid site walk be scheduled before proposals are due? If not, can the Government provide route photos, utility information, or any additional information regarding existing field conditions? This was discussed with 21CONS, but time restraints to let the contract have made this impossible. The PWS Appendix D & E provide routes, PWS 2.1.5 states “The form(s)/permits shall be submitted within 10 calendar days after initial site-walk.” Utility information can be obtained from 21CES prior to start of construction.
2. For the portions of the route utilizing existing conduit, has the existing pathway been verified as usable? If blocked, damaged, or otherwise unusable, how will that condition be handled contractually? The existing pathways have been verified as usable in our last OSP installation. 21CONS can answer the second part of question #2
3. Are there prescribed construction methods for the new conduit installation, or may the contractor determine HDD, trenching, or other approved methods based on field conditions? In the PWS 2.3.12.1.1 and 2.3.12.1.2 spell out EPC-40 Polyvinyl PVC or 80 PVC and contractor can work with 21CS to determine trenching or other approved methods.
4. Is there any known rock, groundwater, unsuitable soil, pavement thickness, concrete, or other subsurface information available? How will unforeseen or differing site conditions be addressed? No information is available at 21CS, but this can be addressed with 21CES Grounds for known rock, groundwater, unsuitable soil, pavement thickness, concrete, or other subsurface information.
5. Will Peterson SFB provide existing utility mapping and base utility locates, or is the contractor responsible for all locating and potholing? PWS 2.1.5 Permits – the contractor is responsible for submitting AF Form 103 and 881 Dig Permits 10 calendar days after the initial site walk.
6. Please provide or confirm the required restoration standards for asphalt, concrete, landscaping, roadways, sidewalks, and other disturbed surfaces. PWS 2.3.14 addresses site restoration and debris removal.
7. Are the four new maintenance-hole locations and specifications fixed? Please confirm whether all associated excavation, grounding, racks, lids, drainage, and restoration are contractor-furnished. Yes. PWS Appendix D&E show the proposed new locations for manholes. This can be worked with 21CS/SCXP during site walk to determine the exact location. PWS 2.3.1 provides grounding requirements and references ANSI/TIA 607.
8. What permits, base approvals, or other authorizations are anticipated, and what review duration should bidders account for in the project schedule? PWS 2.1.5 and see question 5 response.
9. Please confirm whether all project materials are contractor-furnished, including fiber, conduit, maintenance holes, FODPs, grounding, splice materials, and termination hardware. Yes.
10.Are the stated fiber and route quantities approximate? Should bidders include additional footage for slack loops, maintenance holes, building entrances, splicing, and termination? All footages and quantities are approximate. Slack loops are required at every third manhole, inside building rack location.
11.Are there any escort, badging, security, outage, restricted-access, or work-hour requirements that could impact normal crew production? All escorts into locked manholes will be coordinated through 21CS/SCXP so as not to impact normal crew production.
12. Please confirm whether pricing is required separately by project/CLIN and whether any additional unit-price breakout is required.
Ensure pricing follows the format listed in the Combo Solicitation with each project broken into their respective CLIN
13. Please confirm that the most recent wage determination included with the solicitation/amendments is the controlling wage determination bidders should use for pricing.
Correct
14. Please confirm the applicable Davis-Bacon construction type and labor classifications for this scope of work, specifically including HDD/drill operators, plow/trench operators, equipment operators, laborers, aerial fiber/linemen, fiber placement crews, and fiber splicers/technicians.
Due to this being solicited as a Service the wage determination falls under Service Contract Act
15. If a required OSP labor classification is not specifically listed in the applicable wage determination, what conformance process should the contractor follow, and what classification/rate should bidders carry for proposal purposes?
This is a business decision and just needs to be clear as to rationale. If required a SF1444 can be filled out and sent to DOL
16. Please confirm whether the listed fringe benefit requirements are in addition to the base hourly wage and whether those requirements may be satisfied through bona fide benefit plans and/or cash in lieu of benefits.
The fringe benefits are in addition to the base hourly wage.
17. Are weekly certified payrolls required? If so, please identify the required submission system or format.
No. This is being procured as a commercial service.
18. Are there any additional base-specific labor requirements, union requirements, apprenticeship requirements, or workforce restrictions beyond the applicable federal prevailing-wage requirements?
No. This is being procured as a commercial service.
19. Can the Government provide current utility/as-built records, duct occupancy and condition information, and records of known obstructions? Please clarify responsibility for remediation if existing duct is unusable. Current utility as-builts can be coordinated with 21CES for all utilities on PSFB. As stated in question 1, all duct banks are clear and free of obstructions.
20. Please confirm the required quantity and arrangement of new racks, cabinets, and FODPs at ITB 1876, and whether the repeated shared-entry-fabric segment is counted once or separately for each route. PWS 2.3.13.2 spells out infrastructure installation requirements.
21. Do the listed cable lengths include required slack, interior building routing and termination allowances? Please confirm whether intermediate splices are permitted and identify the required acceptance-test methods and limits. All cable footages listed in the PWS are approximate and required slack loops are covered in the PWS and can be coordinated with 21CS/SCXP. No fiber splices are required and FOC shall be one continuous pull from B1876 to B1 and to B1038.
22. Please confirm any solicitation-specific bonding or insurance requirements, applicable subcontracting limitations, and security qualifications beyond those stated in the attachments.
There are no additional requirements.
