About this file
This is an attachment containing Department of the Air Force (DAF) terms and conditions for a federal contract opportunity, specifically addressing ombudsman procedures and contractor access requirements to Air Force installations.
The ombudsman section establishes a dispute resolution process for offerors and potential offerors. Interested parties must first address concerns directly with the contracting officer before consulting the ombudsman. For United States Space Force (USSF) acquisitions excluding Space and Missile Center (SMC) acquisitions, the ombudsman contact is the Director of Contracts at the Air Force Installation Contracting Center, Operating Location - Space (AFICC/KS OL-SPC) at afica.ks.wf@us.af.mil. Unresolved concerns may be escalated to the Air Force ombudsman at the Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, located at 1060 Air Force Pentagon, Washington DC 20330-1060, phone (571) 256-2395, fax (571) 256-2431. The ombudsman has no authority to render binding decisions and should not be contacted regarding solicitation copies, offer due dates, or technical requirement clarifications—such inquiries must be directed to the contracting officer.
The contractor access section requires contractors to obtain base identification and vehicle passes for personnel making frequent visits to Department of the Air Force installations. Contractors must submit written requests on company letterhead to the Contracting Officer's Representative (COR) within 14 days prior to inspection, listing contract number, start and stop dates, full name, date of birth, and REAL ID-compliant driver's license information for all employees and subcontractor employees requiring base access. All vehicles entering Peterson Space Force Base must have current registration and insurance. Contractors are responsible for obtaining identification for newly assigned personnel and promptly returning credentials for departing employees. Upon contract completion, termination, or identification pass expiration, the prime contractor must ensure all base identification passes are returned to the issuing office. Contractors must also provide after-hours contact information for personnel with normal duties on Department of Defense installations or facilities and comply with Emergency Mass Notification System (EMNS) requirements per DAFMAN 10-206. Failure to comply with these requirements may result in withholding of final payment.

Attachment 4 - DAF Terms and Conditions
OMBUDSMAN
An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, for USSF (United States Space Force) acquisitions (excluding SMC acquisitions) please contact the Director of Contracts, Air Force Installation Contracting Center, Operating Location - Space (AFICC/KS OL-SPC) via the following e-mail workflow address: afica.ks.wf@us.af.mil. Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/DRU/ SMC ombudsman level, may be brought by the interested party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (571) 256-2395, facsimile number (571) 256-2431.
The ombudsman has no authority to render a decision that binds the agency.
Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the contracting officer.
