About this file
This document is an Evaluation Factors for Award document for a firm-fixed price contract for Aluminum Tables. The solicitation uses a Lowest Price Technically Acceptable (LPTA) procurement method with two primary evaluation factors: Total Price and Technical Acceptability. Technical Acceptability includes three subfactors: Salient Characteristics (requiring detailed description and color samples of proposed tables), Delivery Lead Time (120-day guaranteed lead time after award), and a requirement that offerors must be the manufacturer of the product.
The evaluation process involves first ranking offerors by price, then assessing technical proposals as "Acceptable" or "Unacceptable". To be eligible for award, an offeror must receive an "Acceptable" rating for both Subfactors 1.1 and 1.2. The government will evaluate pricing reasonableness through methods such as price competition, historical prices, and comparison to the Independent Government Estimate. Award will be made to the lowest-priced, technically acceptable offer, with the potential for rejection if an offeror does not clearly understand the requirements or takes exception to solicitation terms.

Evaluation Factors For Award
(1) Basis for Award: The Government intends to award a firm-fixed price contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be the Lowest Price Technically Acceptable (LPTA).
(2) Evaluation Factors: The following factors will be used to evaluate offers:
• Factor 1: Total Price
• Factor 2: Technical Acceptability
• Subfactor 1.1: Salient Characteristics: (Acceptable/Unacceptable)
a. Describe how you will provide equipment that meets the requirements described in the Salient Characteristics. Offers shall clearly state how the proposed Aluminum Tables meets each salient characteristic outlined. Offers shall provide color samples for proposed Aluminum Tables.
• Subfactor 1.2: Delivery Lead Time: (Acceptable/Unacceptable)
a. Lead-time: Proposals must include a guaranteed lead time of 120 days after date of award.
• Subfactor 1.3: Must Be Product Manufacturer
a. Must Be Product Manufacturer: To ensure compliance with the non-manufacturer rule exception criteria for NAICS code 337214 - Office Furniture (except Wood) Manufacturing, all offerors must be the manufacturer of the products being offered. Offerors must provide documented evidence they are the manufacturer of the product being offered.
(3) Technical Acceptability: To be eligible for award, an offeror must receive an "Acceptable" rating for both Subfactors 1.1 and 1.2 under the Technical Acceptability Factor. If an offeror receives an "Unacceptable" rating for either subfactor, the entire proposal will be considered Technically Unacceptable and will not be eligible for award.
(4) Evaluation Standards: The Government will evaluate the Offeror's Total Price and Technical Proposal based on the information provided to determine the Offeror's understanding of the requirements and ability to perform the work.
• Acceptable: The proposal clearly meets the minimum requirements of the solicitation and demonstrates a satisfactory understanding of the requirements in the Salient Characteristics.
• Unacceptable: The proposal does not clearly meet the minimum requirements of the solicitation.
(5) Evaluation Process:
a. The Government will first conduct a review of the overall quoted pricing and place the Offerors in order from lowest to highest price. Prices will be evaluated for reasonableness.
Generally, adequate price competition will satisfy the criteria of price reasonableness; other methods include, but are not limited to, historical prices paid and comparison to the Independent Government Estimate.
b. Beginning with the lowest quoted price, Offeror's technical proposals will be evaluated as "Acceptable" or "Unacceptable" in accordance with the description at "(3) Technical Acceptability" to determine whether it is Technically Acceptable. Technical evaluation will end when either all quotes have been evaluated for technical acceptability or there are two technically acceptable quotes. Only those Offerors whose Technical Proposals are determined to be Technically Acceptable will be considered for award.
c. Award will be made to the Offeror whose offer is determined to be the lowest price and technically acceptable.
d. An offer may be rejected if the offeror takes exception to the solicitation requirements, or if the offeror's proposal indicates that the offeror does not clearly understand the requirements.
