About this file

This is a Questions and Answers document issued by the United States Space Force, Space Base Delta 1, addressing inquiries regarding solicitation FA251725Q0081 for Catholic Priest Services. The document does not specify a deadline or award date but references a March 31 deadline mentioned in one question.

The Q&A clarifies key contract requirements and terms. Service Contract Act (SCA) labor standards apply to the position, with FAR Clause 52.222-41 governing wage and fringe benefits. All emergent and on-call hours fall within the 125 monthly hours specified in the Performance Work Statement, with no separate on-call stipend or differential rate required. Prospective contractors must submit the DD2088 (Statement of Ecclesiastical Endorsement) with their initial proposal rather than at tentative selection. The government will provide vestments, liturgical items, and communion elements; however, the contractor must provide their own alb. A formal site visit of chapel facilities is not scheduled but can be arranged upon request. The Service Contract Act Right of First Refusal does not apply to the current incumbent's staff. The contract is structured as a Firm-Fixed-Price arrangement. Contracting Officer Nicole M. Harden issued this memorandum on February 10, 2026.
